    Interested parties are hereby notified that the Land Learning Foundation (LLF)(Sponsor) has requested under their In-Lieu-Fee (ILF) Program Instrument and corresponding amendment; approval for an ILF mitigation project pursuant to 33 CFR 332 and 40 CFR 230 Compensatory Mitigation for Losses of Aquatic Resource; Final Rule (Federal Register / Vol. 73, No. 70 Pages 19594-19705, April 10, 2008). The Land Learning Foundation (LLF) is seeking approval to establish the Twin Hollow Site, a 64.55-acre wetland mitigation project. This project is proposed under the approved LLF In-Lieu-Fee (ILF) Program. The Sponsor is formally requesting approval from the U.S. Army Corps of Engineers (St. Louis District) and the Interagency Review Team (IRT), which includes representatives from the U.S. Environmental Protection Agency, Missouri Department of Natural Resources, Missouri Department of Conservation and the U.S. Fish and Wildlife Service. Once approved, the project will provide certified wetland mitigation credits for permittees who need to offset unavoidable impacts to aquatic resources within the Apple/Joachim Ecological Drainage Unit (EDU). The primary goal is to transform a 64.55-acre agricultural field into a thriving wetland ecosystem. The restored site will consist of 43.46 acres of emergent wetland and 21.09 acres of upland buffer to protect the wetland and provide diverse habitat for wildlife. Based on the Missouri Wetland Mitigation Method (MWMM), this restoration plan is projected to generate 221.42 wetland credits. Coordinates for the center of the site are Latitude: 38.43784 Longitude: -90.29719.

  • Announcing Reissuance of the Nationwide Permits (NWPs)

    On January 8, 2026, the U.S. Army Corps of Engineers (Corps) published a final rule in the Federal Register (91 FR 768) announcing the reissuance of 56 existing nationwide permits (NWPs) and one new NWP, as well as the reissuance of NWP general conditions and definitions with some modifications. These 57 NWPs will go into effect on March 15, 2026, and will expire on March 15, 2031. One NWP was not reissued.

    A Public Notice has been issued for the proposed establishment of the Olive Branch Mitigation Site. The Sponsor, Naturion West, LLC, requests approval for this site under their approved Umbrella Mitigation Banking Program Instrument (File Number: MVS-2020-652). As proposed, the Olive Branch Mitigation Site would generate 30.3 wetland credits. The Sponsor intends to restore several habitat types, including 3.0 acres of hardwood bottomland forest, 10.8 acres of cypress/tupelo swamp, and 16.5 acres of emergent wetland habitat. The project site includes approximately 35.4 acres located within the floodplains of the Mississippi River and the historic Cache River Basin in Alexander County, Illinois. The specific coordinates are Latitude: 37.161234°, Longitude: -89.385067°. The Public Notice comment period is open from January 7, 2026, through February 6, 2026.

    The applicant, Missouri American Water Company, seeks authorization to install approximately 1,800 feet of new 48-inch gravity outfall conveyance from the new water treatment plant to the Missouri River. Open trenching will occur from the water treatment plant to the Missouri River. Within the Missouri River, the outfall conveyance will be placed on the downstream side of an existing wing dike and covered with material of the same gradation as that of the existing dike structures, growing the footprint of the dike but not altering the dike elevations. The activity site is located off of Hog Hollow Road in Chesterfield, St. Louis County, Missouri. The project is in Section 36, Township 46 North, Range 04 East, at latitude 38.682227 and longitude -90.525607. The outfall structure portion of the project is located at approximate river mile 36 of the Missouri River (right descending bank). The Public Notice comment period is open from December 1, 2025, through December 21, 2025.     The St. Louis District of the U.S. Army Corps of Engineers (Corps) has received an application for a Department of the Army permit pursuant to Section 404 of the Clean Water Act (33 U.S.C. §1344) and Section 10 of the Rivers and Harbors Act of 1899 (33 U.S.C. §403). The purpose of this public notice is to solicit comments from the public regarding the work described below: The applicant, BNSF Railway Company, requests authorization to reconstruct the BNSF Bridge No. 0014-0100.43 over Salt River on the Hannibal Subdivision as part of the BNSF general maintenance program. Work within the aquatic resources adjacent to the OHWM of the Salt River consist of existing bent removal, temporary staging areas, site access routes, temporary trestle bridges, and the construction of the proposed main and approach spans. The site is located within 28 Section, 55 Township, 2 Range; at Latitude 39.50529° and Longitude -91.142873°; in Louisiana, Pike County, MO.
