The Illinois Department of Transportation - District 8 is requesting a Department of the Army permit to remove and replace the existing steel through truss bridge carrying Illinois Route 4/15 over the Kaskaskia River and its overflows on a new alignment north of the existing alignment, providing continued access. The new alignment is shifted approximately 60-feet north of the existing alignment and will result in a new bridge over the river as well as two floodplain overflow structures and earthen embankment for portions of the new roadway that are not on structure. The proposed structures measure 907 feet, 515 feet – 8 inches and 147 feet -10 inches, respectively and are all 53 feet – 6 inches wide. One pier will be constructed using a cofferdam in the river, while the remainder are anticipated to be constructed in dry conditions. To complete the proposed activity, the Applicant requests authorization under Section 404 of the Clean Water Act to construct one pier within the Kaskaskia River for the new river bridge, place rock riprap for erosion protection along the banks and toe-of-slope for each of the three new bridge structures, and clear, grade and fill 1.775-acres of forested wetland.

Pursuant to its Umbrella Mitigation Banking Instrument (UMBI), Naturion West, LLC aims to establish mitigation bank sites in multiple watersheds throughout the USACE St. Louis District in Missouri. The proposed Sunburst Stream Mitigation Bank (SSMB) is located in the floodplain of the Wyaconda River in Scotland County, Missouri. SSMB lies within the Cuivre-Salt EDU of the USACE District in Missouri. The Bank Site is a total of 35.2 (+/-) acres situated on a parcel of land adjacent to the South Wyaconda River that consists of degraded stream habitat and active agricultural and forested lands. The approximate center of the site is located at Latitude 40.46054°, Longitude -92.02574°. The Sponsor seeks approval from the U.S. Army Corps of Engineers, St. Louis District (the District) and the Interagency Review Team (IRT); which is comprised of representatives from the USACE (Rock Island District), Missouri Department of Natural Resources, U.S. Environmental Protection Agency, Missouri Department of Conservation and U.S. Fish and Wildlife Service; to establish the SSMB, which is proposed in accordance with the approved UMBI. If approved, the Sponsor would make the stream mitigation credit available to Department of the Army permittees seeking to fulfill permit requirements to purchase compensatory mitigation credit to offset losses of aquatic functions and services. The SSMB proposes to generate 63,916.46 stream credits. The mitigation bank site includes the restoration, enhancement and preservation of stream habitat within the floodplain.

Proposed Reissuance of General Permit 34M (GP-34M)

In accordance with Title 33 CFR 325.2 and 325.7(e), as published in the November 13, 1986, Federal Register, the U.S. Army Corps of Engineers, St. Louis District proposes to reissue a Regional General Permit (RGP), GP-34M, which would authorize sand and gravel excavation activities. The RGP would be reissued for another 5-year period. The GP-34M authorizes the discharge of dredged and/or fill material related to mechanical sand and gravel excavation as described in Appendix I. Discharges authorized are limited to those which occur during the actual excavation process and those associated with preparation and restoration of the site. These discharge activities include, but are not limited to temporary stockpiling, access ramps, and construction of berms for siltation control.

Announcing Reissuance of the Nationwide Permits (NWPs), Missouri Regional Conditions & 401 Water Quality Certifications

On January 8, 2026, the U.S. Army Corps of Engineers (Corps) published a final action in the Federal Register (91 FR 768) announcing the reissuance of 56 existing nationwide permits (NWPs) and one new NWP, as well as the reissuance of NWP general conditions and definitions with some modifications. These 57 NWPs will go into effect on March 15, 2026, and will expire on March 15, 2031. One NWP was not reissued.
