Dam West Life Jacket Loaner Station Restocked with Sea Tow Foundation Life Jacket. The Sea Tow Foundation’s Life Jacket Loaner Program is part of a federal grant project funded by the Sport Fish Restoration & Boating Trust Fund as administered by the U.S. Coast Guard.
