The purpose of the public notice process is to solicit comments from the public and information necessary to evaluate the probable impact on the public interest regarding the proposed activity seeking authorization from the USACE. Responses preferred to be submitted through RRS or can be submitted via email or mail to the District.

The USACE is soliciting comments from the public; Federal, State, and local agencies and officials; Tribal Nations; and other interested parties in order to consider and evaluate the impacts of  proposed activity by applicants. Any comments received will be considered by the USACE to determine whether to issue, modify, condition, or deny a permit for proposed activities. To make this determination, comments are used to assess impacts to endangered species, historic properties, water quality, general environmental effects, and the other public interest factors listed above. All factors which may be relevant to the proposal will be considered including cumulative impacts thereof; among these are conservation, economics, aesthetics, general environmental concerns, wetlands, historical properties, fish and wildlife values, flood hazards, floodplain values, land use, navigation, shoreline erosion and accretion, recreation, water supply and conservation, water quality, energy needs, safety, food and fiber production, mineral needs, considerations of property ownership, and in general, the needs and welfare of the people.

Comments are used in the preparation of an Environmental Assessment and/or an Environmental Impact Statement pursuant to the National Environmental Policy Act. Comments are also used to determine the need for a public hearing and to determine the overall public interest of the proposed activity. Any comments or objections which are received during this period may be forwarded to the applicant for possible resolution before the determination is made whether to issue or deny the requested permit. Please note that all comments received will become part of the administrative record and are subject to public release under the Freedom of Information Act.

  • Umbrella Banking Re-Brand Public Notice

    WFI-Holdings-B LLC (program sponsor) has notified the U.S. Army Corps of Engineers of a change with their business entity. The entity of WFI Holdings-B, LLC has changed its legal name to Naturion West, LLC. All ownership and entity officers and directors have remained the same. This name change shall be reflected within the approved and pending files, as well within our Regulatory In-Lieu Fee Banking Information Tracking System.

  • Notice of Availability of the Regional Streamflow Duration Assessment Methods for the Arid West, Western Mountains, and Great Plains

    The U.S. Army Corps of Engineers (Corps) Albuquerque, Chicago, Detroit, Fort Worth, Galveston, Kansas City, Los Angeles, Omaha, Rock Island, Sacramento, San Francisco, St. Louis, St. Paul, and Tulsa Districts, and the U.S. Environmental Protection Agency (EPA), Regions 5, 6, 7, 8, and 9 jointly announce the availability of the Regional Streamflow Duration Assessment Methods (Regional SDAMs) for the Arid West, Western Mountains and Great Plains. The methods are rapid assessment tools for distinguishing between ephemeral, intermittent, and perennial streamflow at the reach scale for the Arid West, Western Mountains and Great Plains regions.

    The proposed Shaw Nature Reserve Wetland Bank Additions involve creation, restoration, and rehabilitation of wetland and grass buffer, to provide enhanced water quality and wildlife habitat. The proposed site is located within Franklin County, Missouri, Latitude: 38.4733 Longitude: -90.8172. The proposed wetland bank additions would rehabilitate 25.82 acres of wetland and establish 65.03 acres of buffer, to generate an initial estimate of 138.18 wetland credits. The Public Notice comment period is open from 24 October 2024 through 23 November 2024.     Interested parties are hereby notified that the WFI Holdings-B LLC (Sponsor) has requested under their approved WFI-B Umbrella Mitigation Banking Program Instrument (File Number: MVS-2022-728). The proposed Hickory Jack Stream Mitigation Bank (MVS-2024-184) is in southeast Missouri on Apple Creek (Ozark-Apple/Joachim Ecological Drainage Unit Service Area), which serves as the boundary between Cape Girardeau and Perry County. The Bank Site is a total of 72.21 acres situated on a parcel of land that consists of cropland and pasture adjacent to Apple Creek. Comments on the described work should reference the U.S. Army Corps of Engineers File Number shown above and must be received or be post marked no later than September 22, 2024 become part of the record and be considered in the decision.
