    Special Public Notice: This Special Public Notice announces that the U.S. Army Corps of Engineers, Chicago, Louisville, Memphis, Rock Island & St. Louis Districts (USACE) Regulatory Divisions are considering a proposal to accept and expend funds provided by the Illinois Department of Transportation (IDOT) to expedite processing of IDOT Department of the Army (DA) permit applications, subject to a series of limitations in accordance with Section 214 of the Water Resources Development Act of 2000, as amended; 23 U.S.C. 139(j).

    The applicant, Todd Bauman & Vernon Bauman, requests to construct a 39-acre lake within Mill Creek and its two impoundments (Ponds 6 & 7) for the private recreational use of the applicants’ family & friends. To construct the impoundment a 52-ft high dam will be constructed in the approximate location of an earthen dam that was previously built. The proposed project is located in Ste. Genevieve County, Missouri. The Public Notice comment period is open from July 9, 2024 through July 29, 2024.

    The applicant completed clearing and grubbing within the footprint of the project as well as partial dam construction onsite, in April 2023, prior to the Corps involvement. The proposal includes excavation activities within the 14-acre tract of land for the creation of a 10-acre lake and dam, for private recreational use. Approximately 42,000 cubic yards of borrow material will be excavated from the site and used to create the dam. No material is being brought into or is being taken off the site and the constructed dam will be approximately 16 feet high with a normal pool elevation of 708-feet. The project will impact approximately 1,640 linear feet of an unnamed tributary to Dry Creek. The impacts include 120 feet of fill on the downstream end of the site for the dam and approximately 1,520 linear feet of the tributary will be inundated by the normal pool level.

    Interested parties are hereby notified that an application has been received for a Department of the Army permit for certain work in waters of the United States. The applicant, Williamson Energy, LLC, proposed project includes two components; a refuse disposal facility (RDA #3) and the associated industrial beltline, an approximate acreage of 1030.35-acres near Corinth in Williamson and Franklin Counties, Illinois. Approximate coordinates for the center of the project area are Latitude 37.8623° and Longitude -88.8029°. Any comments received by 7/12/2024 will be considered by the U.S. Army Corps of Engineers to determine whether to issue, modify, condition or deny a permit for this proposal.
