The purpose of the public notice process is to solicit comments from the public and information necessary to evaluate the probable impact on the public interest regarding the proposed activity seeking authorization from the USACE. Responses preferred to be submitted through RRS or can be submitted via email or mail to the District.

The USACE is soliciting comments from the public; Federal, State, and local agencies and officials; Tribal Nations; and other interested parties in order to consider and evaluate the impacts of  proposed activity by applicants. Any comments received will be considered by the USACE to determine whether to issue, modify, condition, or deny a permit for proposed activities. To make this determination, comments are used to assess impacts to endangered species, historic properties, water quality, general environmental effects, and the other public interest factors listed above. All factors which may be relevant to the proposal will be considered including cumulative impacts thereof; among these are conservation, economics, aesthetics, general environmental concerns, wetlands, historical properties, fish and wildlife values, flood hazards, floodplain values, land use, navigation, shoreline erosion and accretion, recreation, water supply and conservation, water quality, energy needs, safety, food and fiber production, mineral needs, considerations of property ownership, and in general, the needs and welfare of the people.

Comments are used in the preparation of an Environmental Assessment and/or an Environmental Impact Statement pursuant to the National Environmental Policy Act. Comments are also used to determine the need for a public hearing and to determine the overall public interest of the proposed activity. Any comments or objections which are received during this period may be forwarded to the applicant for possible resolution before the determination is made whether to issue or deny the requested permit. Please note that all comments received will become part of the administrative record and are subject to public release under the Freedom of Information Act.

    WFI Holdings-B LLC (Sponsor) seeks approval from the U.S. Army Corps of Engineers (the Corps) and the Interagency Review Team (IRT); which is composed of representatives from the Illinois Department of Natural Resources, U.S. Environmental Protection Agency, and U.S. Fish and Wildlife Service; to establish the Silver Banks Wetland and Stream Mitigation Bank (Silver Banks) which is proposed in accordance with the approved WFI-B Umbrella Mitigation Banking Program Instrument (UMBPI). The Silver Banks site is the first bank site proposed under the UMBPI. If approved, the Sponsor would make the wetland and stream mitigation credit available to Department of the Army permittees seeking to fulfill requirements to purchase compensatory mitigation credit, to offset losses of aquatic functions and services. The mitigation bank site includes the restoration of multiple wetland habitats and the restoration of the riparian corridor along Silver Creek. The Silver Banks site is located within the Lower Kaskaskia Watershed, specifically in the Umbrella Mitigation Banking Program’s Shoal Creek/Lower Kaskaskia Service Area. The subject site includes 73.17+/- acres and is located in Northwest ¼ of Section 1, Township 4 north, Range 7 west in Madison County, Illinois. The approximate center of the project site is located at Latitude 38.827756°, Longitude -89.831503°. The Public Notice comment period opens September 24, 2021 and closes October 23, 2021.

    The applicant seeks authorization to conduct grading and filling operations in waters of the United States for the expansion of existing quarry operations. The project is to occur at the existing Bedrock Quarry near Troy, Missouri. The project proposes to impact 1,400 linear feet of Sand Run Creek by excavating it to expand the quarry to the north. Plans include permanently relocating the stream to the north of its current configuration, which would result in the construction of 1,410 linear feet of channel. The relocated channel will have a bottom substrate of natural occurring silt and cobble which mimics the existing conditions. The entire relocated section of channel will have rock longitudinal stone toe. Written comments must be submitted by replying by electronic mail or written mail to the address in the notice. The Public Notice comment period opens September 9, 2021 and closes September 29, 2021.
