The Land Learning Foundation has requested approval for an In-Lieu Fee (ILF) mitigation project in Madison County, Missouri. The subject site consists of approximately 11.0+/- acres along the St. Francis River. The Land Learning Foundation refers to this project as the St. Francis River site, and the U.S. Army Corps of Engineers (the Corps) has designated this project as MVS-2020-742.
The mitigation project includes the preservation and restoration of riparian corridor. Also, work includes bank stabilization along the St. Francis River, rock structures will be installed to direct high flows away from the unstable
bank. Bank stabilization will use a combination of bank shaping, rock weirs (stream barbs), longitudinal peaked stone toe protection, brush layering, and vegetative staking.
If approved by the Corps, the St. Francis River site will create a total potential mitigation credit release of 8,663.6 stream credits. The Sponsor would make the stream credits available to Department of the Army permittees seeking to fulfill requirements to purchase compensatory mitigation credit, in order to offset losses of aquatic functions and services.
The Corps solicits your comments on the proposed mitigation project, responses are due to this office no later than May 14, 2021.
