The applicant, President Riverboat Casino – Missouri, Inc., proposes to modify their existing permit authorizing the mooring of a gaming vessel. The original permit authorized the placement of fill material into navigable waters in conjunction with the construction of a mooring facility. The permit previously authorized the placement of mooring barges, service and pedestrian ramps, protection cells, and a land based Porte Cochere. The President Riverboat Casino-Missouri, Inc. ceased operation of the President Casino facility motor vessel (M/V) Admiral on June 28, 2010. The applicant removed the Admiral Gaming Vessel, Theater Barge, and spar ramps from the St. Louis Riverfront, as authorized by a General permit in November of 2010. The intent of the current proposal is to leave in place the Porte Cochere and protection cells #1-#3. (Protection cell #4 has been removed by a previously authorized General Permit - Nationwide Permit #22.) The existing Porte Cochere, including canopies, lighting, concrete pedestrian ramps, and guard railings will remain. Once the site is vacated, the permittee will transfer the permit, including all previously authorized conditions, to the City of St. Louis.
The project is on the St. Louis waterfront on the right descending bank of the Mississippi River at approximate river mile 180.25, just upstream of the Dr. Martin Luther King Bridge, St. Louis County, Missouri. The Public Notice opens February 10, 2014 and closes March 06, 2014.
