    The public notice requests the authorization for commercial development within an emergent wetland, located at 700 Raceway Blvd., in the City of East St. Louis, St. Clair County, Illinois. Gateway Acquisitions, Inc., on behalf of Gateway Motorsports Park, intends to impact 13.39 acres of emergent wetland immediately south of their existing facility to accommodate the construction of a new 1/3-mile paved racetrack and associated parking and infrastructure. Written comments for operations within the St. Louis District must be submitted by replying to this email or by mailing your comments to the address shown in the signature block, below. The Public Notice comment period opens on June 16, 2015 and closes July 7, 2015.

    Public Notice P-2924 is issued for a proposed impoundment in Madison County, Missouri. The applicant, Mr. Mark Diamond, proposes to construct an approximate 30-acre private lake on property located southeast of Fredericktown. The project will result in the placement of fill into approximately 480 linear feet of perennial and intermittent tributaries. The project will also result in secondary impacts to approximately 3,950 linear feet of primarily intermittent stream channel, through conversion from stream to open water. Mr. Diamond proposes to offset the loss of stream channel associated with the impoundment through on-site preservation, restoration, and enhancement of approximately 13,155 linear feet of tributary channel. This Public Notice is open for comment for 21 days. All comments must be received no later than June 1, 2015.

    Budrovich Marine proposes to create an anchor fleet containing a maximum 48 barges, arranged in a 6 long by 8 wide configuration. The fleet would be located along the right descending bank of Mosenthein Island, at approximate Mississippi River Mile 185.8, in Madison County, Illinois. The Public Notice comment period is open May 6, 2015 and closes on May 27, 2015.

    The public notice requests the authorization for bank stabilization operations within jurisdictional waters of the United States, located in the City of Desloge, St. Francois County, Missouri. This consists of the construction of approximately 1,800 linear feet of channel improvements to an existing vertical stacked-stone wall channel. The project includes the removal of a deteriorated stone wall along the left and right descending banks of an unnamed tributary, replaced with a large block retaining wall system. In addition, any above grade sewer crossings within the project limits will be lowered to below grade. Authorization under Section 404 of the Clean Water Act would be required.   • Duck Club

    Expiration date: 5/8/2015

    The applicant, Duck Club Condominium Association, Inc., requests a reauthorization to contract the services of a hydraulic dredge vessel to remove approximately 40,000 to 50,000 cubic yards of accumulated sediments from the Duck Club Harbor. A 2005 permit authorized dredged materials to be placed into the Mississippi River at an open water disposal site, approximately 300 to 600 yards downstream of the harbor’s mouth, on the riverward side of Perry Island. The dredge material would be placed just outside of the designated navigation channel of the Mississippi River, in waters located in the State of Missouri. This action was previously permitted under permit number P-2006 on August 30, 1996. To this date, only 19,000 cubic yards (approximately) of material have been dredged. Maintenance dredging activities would take place within the Duck harbor, located at 6257 Highway V, in the Northeast ¼ of Section 8, Township 48 North, Range 5 East, near the right descending bank of the Mississippi River, approximately 221 miles above the Ohio River confluence, near Portage Des Sioux, St. Charles County, Missouri.
