The U.S. Army Corps of Engineers Carlyle Lake/Kaskaskia River Project Office and the Illinois Department of Natural Resources, Kaskaskia River State Fish and Wildlife Area Office propose to renew their authorization to conduct periodic maintenance dredging or excavation activities between Kaskaskia River miles 28.4 to 35.9 , with associated upland disposal. The project area is located between New Athens and Fayetteville, Illinois, in St. Clair County, Illinois. The Public Notice comment period opens on February 15, 2017, and closes on March 6, 2017.

2017 NWP

On January 6, 2017, the U.S. Army Corps of Engineers (Corps) published the notice in the Federal Register announcing the reissuance of all 50 existing nationwide permits (NWPs), general conditions, and definitions with some modifications. The Corps also issued two new NWPs, one new general condition, and five new definitions. The 2017 NWPs will go into effect on March 19, 2017, and will expire on March 18, 2022. With the publication of this Federal Register notice, Corps districts will begin finalizing their regional conditions for the new and reissued NWPs. Regional conditions will provide additional protection for the aquatic environment, and will help ensure that the NWPs authorize only those activities with no more than minimal adverse environmental effects. Regional conditions will help ensure protection of high value waters within the St. Louis District. The publication of this Federal Register notice also begins the 60-day period for states, Tribes, and the Environmental Protection Agency (EPA) to complete their water quality certification (WQC) processes for the NWPs. The 60-day period for WQC will end on March 6, 2017. This Federal Register notice also begins the 90-day period for coastal states to complete their Coastal Zone Management Act (CZMA) consistency determination processes. The 90-day period for CZMA consistency determinations will end on April 5, 2017.

P-2032 authorized the city of Chesterfield, Missouri to impact approximately 85 acres of wetlands and waterbodies within the Chesterfield Valley. The impacts resulted from implementation of an improvements plan for infrastructure and development. P-2032 expired on January 31, 2015. While the Chesterfield Valley has largely been developed, portions of the project area which were permitted for impacts (and for which the city is providing compensatory mitigation) remain undeveloped. The city of Chesterfield has requested reauthorization of P-2032 under the previous permit terms and conditions, to allow development in these remaining areas. The U.S. Army Corps of Engineers, St. Louis District solicits comments from the public; Federal, state, and local agencies and officials; Native American tribes; and other interested parties in order to consider and evaluate this request. Please submit comments no later than January 23, 2017.

J.D. Street & Company, Inc. is proposing to modify their existing War Department Permit to increase the size of their existing captive barge fleeting area, from 40’ (width) x 195’ (length) to 54’ x 225’. The existing barge is reaching the end of its service life and will need to be replaced. A barge measuring 54’ x 225’ is a common, commercially available, barge size. A larger captive barge will also prevent the need for a spacer barge during low water conditions. The captive barge was originally authorized as a mooring and terminal facility by a War Department Permit on January 9, 1950. The facility will be reauthorized using permit number P-2980 and file number MVS 2016-976. Written comments must be submitted by replying by electronic mail or written mail to the address in the notice. The Public Notice comment period opens today and closes on January 11, 2017.

The purpose of the project is to relieve flooding, alleviate erosion and improve water quality in the area of Blackwood Lane and Parkdale Lane in St. Peters. This project is referred to as the P-20 Blackwood-Parkdale Stormwater Channel Improvement. The City desires to construct these improvements to provide flooding relief as recommended in the City’s Stormwater Master Plan. This project includes channel improvements to two reaches, which include: removal of existing concrete flume, installation of rock grade controls, improvements to existing storm water pipe discharges into channels, creation of low flow channels, regraded stable banks, increased and creation of riparian corridor buffers and perpetual stewardship by the City. The notice opens December 2 and closes December 23, 2016.
