    Public Notice 2021-359, 2021-360, 2021-362 and 2021-363: Southern Illinois Transfer, Inc., requests permit reauthorization to reinitiate barge fleeting at four previously approved areas located along the left descending bank of the Mississippi River between approximate river miles 118.4 to 119.2, near Roots, in Randolph County, Illinois. The Public Notice comment period is August 5, 2021 to August 25, 2021.

    The applicant seeks authorization to conduct grading and filling operations in waters of the United States to expand the current church grounds. The plans would include the placement of fill to raise the southern portion of the site up to a usable level for athletic fields. The proposed athletic fields would be completed to support summertime camps, events and group activities. In order to raise the site, clean commercial fill is to be brought in from offsite locations yet to be determined by the applicant. Approximately 140,000 cubic yards of material is planned to be deposited on the project site and it will impact a total of 2.77 acres of emergent wetland. The emergent wetland is located adjacent to an unnamed tributary to the Meramec River.

    Southern Illinois Mitigation Co-op (SIMC) seeks approval from the Mitigation Bank Review Team (MBRT), which is composed of representatives from the U.S. Army Corps of Engineers, Illinois Department of Natural Resources, the U.S. Environmental Protection Agency, and U.S. Fish and Wildlife Service, to establish the Nashville Wetland Mitigation Bank within the Lower Kaskaskia (07140204) watershed/HUC, in the State of Illinois. The proposed wetland mitigation bank is located immediately northwest of the intersection of Route 15 and Route 153, thirteen miles west of Nashville, Southeast ¼ of Section 11, Township 2 South, Range 5 West of the 3rd Principal Meridian, Washington County, Illinois. Approximate geographic coordinates for the site are 38.36677 ° N, -89.61374° W. SIMCO’s (bank sponsor) primary objective for the proposed mitigation bank is to restore, establish, enhance, and permanently protect 56.6 acres of two wetland types (54.13 acres forested and 2.47 acres emergent) that is currently in agricultural production. The work will include restoration of 54.13 acres of forested wetland through rehabilitation activities, 1.25 acres of emergent wetland enhancement and 1.22 acres of emergent wetland creation. An additional 15 acres of existing forested riparian corridor will be permanently protected through the establishment of a conservation easement, but is not proposed to receive credit. If approved, the proposed bank would provide a reliable source of compensatory mitigation for anticipated adverse impacts to jurisdictional waters and wetlands located within the Lower Kaskaskia Watershed’s geographic service area. The Public Notice comment period opens July 23, 2021 and closes August 23, 2021.

    The applicant, Gateway Acquisitions, Inc., has applied for a Department of the Army Permit for the project known as the South Parking and Camping Area at the Worldwide Technology Raceway. The applicant seeks authorization for the placement of fill into waters of the U.S. to facilitate the development of approximately 7-acres of parking and camping area, which would provide needed parking and camping opportunities for the raceway. Proposed impacts to waters of the U.S. include 6.82 acres of emergent wetland. The project area is located in Section 7, Township 2 North, and Range 9 West, St. Clair County, Illinois. Approximate geographic coordinates for the site are Latitude: 38.6416 and Longitude: -90.1342. The Public Notice comment period opens June 01, 2021 and closes June 21, 2021.

    The Corps of Engineers (Corps) is proposing changes in GP-34M. Therefore, comments are solicited on the reissuance of the GP with the proposed changes, or reissuance with proposed modifications.
