    The applicant, Pinnacle Land Development, L.L.C., seeks authorization to conduct grading and filling activities in jurisdictional waters of the United States to develop the project area into a multi-use retail/commercial development. The applicant proposes to clear, grub, and fill approximately 15.47 acres of wetland consisting of approximately 3.66 acres of emergent wetland, 2.60 acres of scrub-shrub wetland and 9.21 acres of forested wetland. The wetlands are situated adjacent to and/or abutting the Meramec River and the fill area is proposed to be raised above the 100-year flood elevation. The project area is located between Highway 141, Highway 21 and the Meramec River in unincorporated Jefferson County, Missouri. The Public Notice opens December 12, 2013 and closes February 10, 2014.

    The Eliza Point/Greenfield Bend Phase 3 Project proposes the construction of a rootless dike at Mississippi River Mile (RM) 3.0L and four bendway weirs at RM 2.6R, 2.5R, 2.3R, and 2.2R. Placement of rock training structures would provide a sustainable alternative to repetitive maintenance dredging. Fill material would consist of quarry run limestone consisting of graded “A” stone. The Eliza Point/Greenfield Bend Phase 3 Regulating Works Project is located in the Middle Mississippi River (MMR) between River Miles (RM) 2.0 and 3.0 in Mississippi County, Missouri and Alexander County, Illinois near the town of Cairo, Illinois.

    The Corps of Engineers Regulatory offices will be closed, beginning 15 October, due to the lapse in government funding. During this time, we are unable to evaluate individual permit applications, pre-construction notifications (PCNs) for nationwide permit (NWP) or regional general permit authorizations, or requests for jurisdictional determinations. Work on these actions will proceed when the government reopens.

    Due to the Government shutdown the public notice comment date has been extended to November 8, 2013. The St. Louis District has received a request from the Missouri Conservation Heritage Foundation - Stream Stewardship Trust Fund to amend their In-Lieu Fee (ILF) Program Instrument through the addition of the Upper St. Francis/Castor River Ecological Drainage Unit into their operational area. This geographic and ecologic based watershed unit would serve as an additional program service area where the Sponsor could assume stream mitigation obligations on behalf of Department of the Army permit recipients and fulfill the mitigation obligation through stream and/or riparian restoration, establishment, enhancement, or preservation. The Sponsor will adhere to the terms of the approved ILF program instrument which governs the operation and use of their ILF program approved on June 6, 2013.
