The purpose of the public notice process is to solicit comments from the public and information necessary to evaluate the probable impact on the public interest regarding the proposed activity seeking authorization from the USACE. Responses preferred to be submitted through RRS or can be submitted via email or mail to the District.

The USACE is soliciting comments from the public; Federal, State, and local agencies and officials; Tribal Nations; and other interested parties in order to consider and evaluate the impacts of  proposed activity by applicants. Any comments received will be considered by the USACE to determine whether to issue, modify, condition, or deny a permit for proposed activities. To make this determination, comments are used to assess impacts to endangered species, historic properties, water quality, general environmental effects, and the other public interest factors listed above. All factors which may be relevant to the proposal will be considered including cumulative impacts thereof; among these are conservation, economics, aesthetics, general environmental concerns, wetlands, historical properties, fish and wildlife values, flood hazards, floodplain values, land use, navigation, shoreline erosion and accretion, recreation, water supply and conservation, water quality, energy needs, safety, food and fiber production, mineral needs, considerations of property ownership, and in general, the needs and welfare of the people.

Comments are used in the preparation of an Environmental Assessment and/or an Environmental Impact Statement pursuant to the National Environmental Policy Act. Comments are also used to determine the need for a public hearing and to determine the overall public interest of the proposed activity. Any comments or objections which are received during this period may be forwarded to the applicant for possible resolution before the determination is made whether to issue or deny the requested permit. Please note that all comments received will become part of the administrative record and are subject to public release under the Freedom of Information Act.

    The Project includes an approximately 1.3 million square foot warehouse and associated support facilities including entrance roads, parking, and a guard shack. Roadway access will be provided to the development from Lakeview Corporate Drive. The purpose of the Project is to support continued economic development within Lakeview Commerce Center and the surrounding area. To construct the development, the Applicant proposes to fill and relocate 1,927 linear feet (1.19- acre) of tributary (County Ditch) around the development in a new 3,000 linear foot open-channel.

    The applicant seeks authorization to conduct grading and filling operations in waters of the United States to construct a mixed use, multi-family residential and service retail development comprising a total of approximately 800 garden-style units with a central club house and maintenance buildings. Future retail development is planned for the northern parcels facing the Expressway. There will be paved access and parking lots, with associated landscaping and infrastructure.  12.96 acres of wetlands have been identified on site.  The project proposes to impact 3.32-acres of emergent wetland for the expansion.  9.64-acres have been avoided.  The wetland is located downstream of Creve Coeur Lake, and adjacent to the left descending bank of Creve Coeur Creek.  Wetland resources on site contain hydric soils, hydric vegetation, and a connection to the navigable in-fact Missouri River via directly abutting Creve Coeur Creek.  Residential One LLC has researched alternatives and has attempted to minimize impacts to the wetland. However, the applicant stated that the impacts are unavoidable due to the desire to utilize and develop the site. The applicant is exploring mitigation options within approved wetland mitigation banks and/or In-Lieu Fee providers. The project area is located south of Creve Coeur Mill Road, north of Creve Coeur Lake, and west of Creve Coeur Creek. The project site addresses are 12000 Creve Coeur Mill Road and 1 Gulfport Drive. The project is in Section 18, Township 46 North, Range 5 East, St. Louis County. The Public Notice comment period is open from March 31, 2022 through April 21, 2022.  You may submit comments by individual e-mail message or by mailing them to the address in the public notice.

  • IL RGP 26 proposal

    STATE OF ILLINOIS - PROPOSED ISSUANCE OF REGIONAL GENERAL PERMIT (GP) 26 FOR EMERGENCY RECONSTRUCTION AND REPAIR ACTIVITIES FOR FLOOD DAMGAGED AREAS. The U.S. Army Corps of Engineers, St. Louis District is proposing to re-establish GP-26 this regional general permit for emergency flood repair fills and for proposed emergency repair measures for flood damaged areas. In the past, the regional general permit was only authorized for work in waters of the United States associated with emergency reconstruction and repair activities in counties declared flood disaster areas by the State of Illinois. Regional General Permit 26 is being proposed to include emergency flood repairs in counties in the State of Illinois, regardless of whether a federal disaster has been declared. It will be in effect for a period of 5 years, at which time it will be re-evaluated.

    In accordance with Title 33 CFR 325.2 and 325.7(e), as published in the November 13, 1986 Federal Register, the St. Louis District, U.S. Army Corps of Engineers proposes to re-issue Regional General Permit 44 Missouri, which would authorize the discharge of fill material into existing improved storm water channels or basins, previously constructed in or considered Waters of the U.S. The projects must be considered maintenance or replacement necessary to maintain functionality and the integrity of Public Stormwater, Sanitary, and Combined Sewer Systems. This general permit does not authorize new stormwater projects built in natural streams or wetland areas. Comment Period: 02/03/23 - 02/24/23

    The applicant seeks a modification to a previous authorization, issued in May of 2021, to conduct grading and filling operations within waters of the United States to facilitate the construction of an open space, adjacent to the previously authorized 15.5-acre fill. The previous authorization was for the construction of mixed-use structures. The project area is located near Bangert Island, east of Arena Parkway, south of the I-70 bridge and west of the Missouri River in St. Charles, Missouri.
