  • Nationwide Permit Reissuance Request for Comments

    On June 1, 2016, the U.S. Army Corps of Engineers published in the Federal Register its proposal to reissue the 50 existing nationwide permits (NWPs) and issue two new NWPs. Comments on the proposed NWPs are due by August 1, 2016. Separate public notices for the State of Missouri and the State of Illinois announcing the proposed reissuance and request for comments are posted below.

    The applicant seeks authorization to develop and construct a new 6.75- mile bike trail between the cities of Troy and O’Fallon in Madison and St. Clair Counties, Illinois. The new bike trail will be identified as the Scott-Troy Bike Trail. The trail would be part of an overall trail network which would connect the Madison County Bikeway System, to the north and eventually extend to the MetroBikeLink at the Shiloh/Scott AFB Metrolink Station, south of the City of O’Fallon. The bike trail would pass along the city limits of O’Fallon, Collinsville, Troy and the Village of Maryville.

    The applicant, James Dierberg, has applied for a Department of the Army Permit for the construction of an approximate 90-acre private lake. The applicant seeks authorization for the placement of fill material into waters of the United States, impacting approximately 6,470 linear feet of two intermittent tributaries to Femme Osage Creek in Defiance, St. Charles County , Missouri. The Public Notice comment period opens May 20, 2016 and closes June 10 2016.

    The applicant, McBride & Son Homes has applied for a Department of the Army Permit for the project known as Wyndstone (Duello Tract). The applicant seeks authorization for the placement of fill material into waters of the United States, impacting approximately 1,580 linear feet of one ephemeral, two intermittent, one perennial tributary and 0.07-acres of wetland that drain to Peruque Creek in Lake St. Louis, Missouri. The impacts are to allow for development of the 104-acre tract for a proposed single-family residential development. The Public Notice comment period opens May 13, 2016 and closes June 3 2016.

    As described in the attached Public Notice, the Missouri Conservation Heritage Foundation (MCHF) - Stream Stewardship Trust Fund has requested approval for an in-lieu-fee (ILF) mitigation project in Bollinger County, Missouri. The project occurs on Little Whitewater Creek. The MCHF has designated this project as SSTF-1009. The project generally includes the restoration and preservation of 24 acres of forested riparian corridor, along approximately 3,900 linear feet of Little Whitewater Creek. The project also includes the stabilization of over 500 linear feet of severely eroded streambank, through the installation of seven bendway weirs. If approved by the U.S. Army Corps of Engineers (the Corps), SSTF-1009 will create a total potential mitigation credit release of 8,027 stream credits. The MCHF would make the stream credit available to Department of the Army permittees seeking to fulfill requirements to purchase compensatory mitigation credit, to offset losses of aquatic functions and services. The Corps solicits your comment on the proposed mitigation project. Responses are due to this office no later than June 30, 2016.
