    The applicant, Mr. Scott Plocher, of Plocher Construction in Madison, IL, seeks authorization to conduct excavation, grading and filling operations in waters of the United States. The applicant is proposing the construction of a commercial development and associated infrastructure which will have 7.12 acres of open water impacts from filling in an old borrow pond, 0.66 acres of emergent wetland impact, and approximately 360 linear feet of stream impacts from a road crossing. Applicant proposes to mitigate the open water impacts with the construction of a new open water feature on site, and will utilize an approved mitigation bank for the emergent impacts at a 1:1 ratio.Interested parties may submit comments relative to Public Notice P-3087 to: chad.m.lamontagne@usace.army.mil.     - The applicant seeks authorization to conduct grading and piping operations within waters of the United States, for the purpose of a residential development. Project impacts include the piping enclosure of Tributary A (approximately 590 LF), the grading and fill of Tributary B (approximately 470 LF), and stormwater discharge of Tributary C (approximately 40 LF). Location: The proposed project site is on a 19.92 acre tract comprised of undeveloped property, which contains three wooded drainageways with open uplands. The site is located at 2659 South Old Highway 94, St. Charles, Missouri. More specifically, at coordinates 38.7574,-90.5503, in Section 10, Township 46 North, Range 4 East, St. Charles County, Missouri.     The city of O'Fallon, MO proposes to conduct channel stabilization on an unnamed tributary to Belleau Creek, in O'Fallon, St. Charles County, Missouri. O'Fallon proposes the work to address severe channel incision which has damaged, or threatens to damage, municipal infrastructure and residential property. The approximate 1,050-ft. project reach borders approximately 30 residential properties.

    Westwood Country Club proposes to conduct bank stabilization on Deer Creed and two of its unnamed tributaries. The stabilization will address bank erosion, which has damaged or threatens to damage golf course greens, fairways, and other infrastructure. In addition to damaging the course property, the applicant has stated that the erosion has caused unstable bank conditions, which present a safety hazard for maintenance equipment, golf carts, and patrons. The stabilization activities generally consist of the installation of longitudinal peak stone toe revetment, in combination with bank reshaping. The project also includes limited installation of rock vanes to redirect the channel thalweg. According to the application, following construction the banks will be revegetated using sod and cool-season grasses, or native warm-season grasses and shrubs. The planting palate will depend upon the location within the site (fairway, green, rough, or natural area). The project will impact approximately 945 linear feet of Creek 2, 920 linear feet of Creek 8, and 615 linear feet of Deer Creek.

    The applicant seeks authorization to conduct grading and excavation operations within waters of the United States to modify an unnamed intermittent tributary, for the purpose of increasing capacity, and to better manage the amount of runoff flowing through residential properties. The proposal plans for the improvements/modification of approximately 600 feet of channel. Location: A small unnamed tributary runs through the backyards of the south side of the 6900 block of Roland Boulevard, Northwoods, Missouri. The tributary drains approximately 40 acres of mostly quarter-acre subdivision lots. Residents in the area indicate that the tributary overflows into the residential yards every year or two. These overflows cover most of 6904 through 6944 Roland Boulevard (38.7059,-90.2855) and occasionally enters resident’s basements. The project is located in Section 28, Township 46 North, Range 6 East, St. Louis County, Missouri.
