    The applicant, Capital Sand, requests permit authorization from the U.S. Army Corps of Engineers (USACE) for construction of infrastructure facilities needed to operate a barge loading facility on the Mississippi River. The purpose and need of the Capital Sand project is to create a safe and easily accessible location for the loading of aggregate. While river based projects have occurred at this location in the past, the previous infrastructure needed for the proposed operation was outdated, and had become unsafe. The new project proposes two dock barges with spuds measuring 40 feet by 140 feet. In addition to the infrastructure being placed in the river, two barge fleets, measuring five barges wide and two rows of barges long, are proposed to occur upstream on the right descending bank of Mississippi River mile 50.2 and 50.3 respectively. Impacts to the Mississippi River include the placement of the spuds for the dock barge. Landward of the bankline, in an area which does not contain jurisdictional wetlands, will be an unloading pit, conveyors, screen and telescoping conveyors with no supports past the top of bank. The proposed project occurs on the right descending bank of the Mississippi River at approximate river mile 49.9 to 50.3. Specifically, the project is found in Section 18, Township 30 North, Range 14 West, at latitude 38.3655119 and longitude -90.360707 in Cape Girardeau County, Missouri. The project area is located near the right descending bank of the Mississippi River, at approximate river mile 145.8, near Festus, Jefferson County, Missouri. Written comments must be received on or before June 21, 2018.

    Material Sales Company proposes to install a 6 barge fleet and one permanent mooring barge along the right descending bank of the Mississippi River, at approximate river mile 180.2, in St. Louis, Missouri. The fleet would be located within the existing protected river cell area where the former Admiral-President Casino was historically moored. The public notice comment period opens on May 29, 2018 and closes on June 21, 2018.

    The applicant, Mr. Jeffery Keirn, of the Illinois Department of Transportation-District 8 in Collinsville, IL, seeks authorization to replace a series of structures on IL Route 161 over Crooked Creek and Crooked Creek Overflow and the placement of riprap for scour countermeasures. The project also includes raising the road approximately 3 feet, resulting in +/-1.1 miles in roadway improvements. The project will have 3.513 acres of wetlands impacted by the overall project and 395 trees removed. The applicant proposes to mitigate the wetlands impacted and trees removed at various ratios per IDOT specifications. This Public Notice is open for comment for 21 days. All comments must be received no later than May 24, 2018.

    The applicant, Jefferson County Port Authority (JCPA), requests permit authorization to construct infrastructure facilities needed to operate passenger cruises on the Mississippi River. The revitalization of a previously utilized project area consists of repaving and widening existing access roads, creation of parking lots, restoration of a formerly used dock, and creation of a bank landing. JCPA will minimize impacts to wetlands, waterbodies and the Mississippi River by utilizing previously developed sections of the site. The work is anticipated to impact 0.84 acre of wetlands (0.84 acre of forested wetlands and 0.0 acre of emergent wetlands), about 30 linear feet of an unnamed tributary and 0.25 acre (208 linear feet) of the Mississippi River for construction of the necessary infrastructure improvements. The public notice comment period opens on May3, 2018, and will close May 24, 2018.
