PROPOSED REISSUANCE OF REGIONAL GENERAL PERMIT (RGP) NO. 41 FOR THE PERMANENT PROTECTION AND/OR REPAIR OF FLOOD DAMAGED STRUCTURES, DAMAGED LAND AREAS AND/OR DAMAGED FILLS IN THE STATE OF MISSOURI -- In accordance with Title 33 CFR 325.2 and 325.7(e), as published in the November 13, 1986, Federal Register, the U.S. Army Corps of Engineers, Kansas City District, the St. Louis District, the Rock Island District, the Little Rock District, and the Memphis District propose to reissue this RGP. This RGP was originally issued by the Kansas City District in March 2008, it was reissued on April 22, 2013, and on April 2, 2018. The current RGP 41 expires April 2, 2023. This RGP, if reissued by each Corps District in Missouri, will continue to authorize discharges of dredged or fill material in conjunction with the permanent protection and/or repair of flood damaged structures, damaged land areas, and/or damaged fills in waters of the United States throughout the State of Missouri. Notice of Availability of the Beta Streamflow Duration Assessment Method for the Great Plains: The Beta Streamflow Duration Assessment Method (SDAM) for the Great Plains is a rapid assessment tool to help distinguish between ephemeral, intermittent, and perennial streamflow at the reach scale for the Northern and Southern Great Plains SDAM Regions. The beta SDAM may help provide technical guidance for identifying waters that may be subject to regulatory jurisdiction under Section 404 of the Clean Water Act; however, this method does not alter or change the definition of “Waters of the U.S.” The beta SDAM was developed for use in all or part of the states of Colorado, Illinois, Iowa, Kansas, Michigan, Minnesota, Missouri, Montana, Nebraska, New Mexico, North Dakota, Oklahoma, South Dakota, Texas, Wisconsin, and Wyoming by the Corps and EPA

The New Bourbon Regional Port Authority, requests Department of the Army permit authorization to conduct maintenance dredging operations within the pre-existing New Bourbon Port. Previous permitting authorized the construction of the harbor, as well as subsequent permitting that authorized the placement of materials into the Mississippi River in an open water disposal site just outside the harbor’s mouth. The project purpose is to maintain the Port’s harbor in such a condition that barges/tows have ingress and egress to the site. The proposed dredging will only remove material deposited by the river and will not alter the previously authorized contours of the Port. The dredge material will be placed outside of the mouth of the marina in deeper portions of the river outside of the designated navigation channel of the Mississippi River, and within the State of Missouri. Specifically, the dredge disposal location is proposed at Latitude 37.96066389, and Longitude - 89.98595000 West. The project is located on the right descending bank of Mississippi River mile 120.5, Ste. Genevieve County, Missouri, on the Kaskaskia USGS quadrangle map, US Survey 67, Township 38 North, Range 09 East.

MVS-2020-711: Holcim (US) Inc., requests Department of the Army permit authorization to extend two existing railroad spurs approximately 1,400 linear feet and to construct a 15-feet wide, 2,550-feet long access road along the proposed and existing rail spurs. A total of 0.98 acre of wooded wetlands, of which 0.41 acre are part of a previously required compensatory deed restricted wetland mitigation area, would be impacted by the proposed discharge of fill material to raise the rail spur extensions and access road area up to grade with the existing rail infrastructure. The activity area is at Holcim’s existing Ste. Genevieve quarry facility, located at approximate latitude 38.108689, longitude -90.247478, near Bloomsdale, in Ste. Genevieve County, Missouri. WFI Holdings-B LLC (Sponsor) seeks approval from the U.S. Army Corps of Engineers and the Interagency Review Team (IRT); which is composed of representatives from the Illinois Department of Natural Resources, U.S. Environmental Protection Agency, and U.S. Fish and Wildlife Service; to establish the Shepgarten Wetland Mitigation Bank (Shepgarten) which is proposed in accordance with the approved WFI-B Umbrella Mitigation Banking Program Instrument (UMBPI). The Shepgarten site is the fourth bank site proposed under the UMBPI. If approved, the Sponsor would make the wetland mitigation credit available to Department of the Army permittees seeking to fulfill requirements to purchase compensatory mitigation credit to offset losses of aquatic functions and services. The mitigation bank site includes the restoration of multiple wetland habitats within the unprotected Shoal Creek floodplain. The proposed mitigation bank is located within the Shoal Creek Watershed, specifically in the Umbrella Mitigation Banking Program’s Service Area C- The Shoal & Lower Kaskaskia Service Area (LKS). The subject site includes 79.97 acres and is located in Sections 9 & 10, Township 1 North, Range 4 West in Clinton County, Illinois. The approximate center of the bank site is Latitude 38.541915°, Longitude -89.537597°. The Public Notice comment period opens July 19, 2022 and closes August 17, 2022.
