  • Regulatory Request System (RRS)

    USACE is pleased to announce that the new national online application portal and management platform, known as the Regulatory Request System (RRS) now includes an electronic submission option for permit applications. This platform has been introduced to modernize our permit application process and to address our users' expectations by providing a straightforward and transparent process for the submittal of permit requests. RRS is a web-based platform currently in a beta version that enables users to submit pre-application meeting requests, jurisdictional determination requests, and now applications for individual and general permits. This new system aims to streamline the process, improve efficiency, and provide a more user-friendly experience for our applicants. We believe that RRS will not only benefit our users by simplifying the application process but will also enhance our ability to effectively manage and review permit requests. We are confident that this modernization initiative will lead to improved customer satisfaction and greater overall efficiency within our Regulatory Program.     Bunge-SCF Grain, LLC, has submitted a request for Department of the Army Section 408 permission (OD-R 2024-007), for certain work near federally constructed flood protection and navigation projects of the United States and for a Department of the Army Section 10 Rivers and Harbors Act permit modification to install additional river infrastructure for the expansion of their existing barge loading facility located near the left descending bank of the Mississippi River at approximate river mile 181.1, in Fairmont City, St. Clair County, Illinois.

    The applicant, Ameren Missouri, requests to modify permits issued previously that authorize activities such as barge mooring facilities, mooring cells, and water intake structures associated with the Ameren Meramec Plant. Since the Ameren Meramec Energy Center is being decommissioned, the permittee is required to remove previously authorized infrastructure, however, they wish to leave certain infrastructure in place. This request would allow certain selective demolition activities at the Ameren Meramec Energy Center, while keeping other permitted activities in place. The public notice details what is to be removed and what would remain. The project is located in the 05, Township 02 South, Range 11 West, St. Louis County, Missouri. The proposed activities would be conducted along the right descending bank of the Mississippi River between approximate river miles 160.9 to 161.7, above the confluence of the Ohio River. The Public Notice comment period is open from March 07, 2024 through March 29, 2024.

    Bruce Oakley Inc., requests permit reauthorization to conduct periodic maintenance dredging of up to 10,000 cubic yards of accumulated river sediment from areas beneath and adjacent their existing loading dock with associated open river disposal. The project area is located near the right descending bank of the Mississippi River, at approximate river mile 182.9, in the City of St. Louis, St. Louis County, Missouri. The comment period is from February 13, 2024 through March 4, 2024.

    The applicant, American River Transportation Co. (ARTCO), proposes two fleets, up and downstream of the Merchants Bridge in St. Louis County, Missouri, respectively. Both proposed fleets will be 5 barges wide by 3 barges long, for a total of 15 barges each (including captive barges). The project is located in Section 05, Township 02 South, Range 11 West, St. Louis County, Missouri. The proposed activities would be conducted along the right descending bank of the Mississippi River at approximate river mile 183.3, above the confluence of the Ohio River.
