    The applicant, Missouri Department of Transportation (MoDOT), in cooperation with the Illinois Department of Transportation (IDOT) and the Federal Highway Administration (FHWA) as the lead federal agency. requests Department of the Army permit authorization to replace the Chester Bridge. The new two-lane bridge and roadway is approximately 150 feet upstream of the existing bridge. The new Mississippi River bridge design is a four-span cable-stay bridge with two precast concrete girder span approaches on the Missouri side and one precast concrete girder span on the Illinois side. In addition, the project includes a span of the Horse Island Chute with a four-span precast concrete girder supported on driven pipe piles. Construction of the new bridge and roadway embankment and removal of the old bridge will result in temporary and permanent impacts to the Mississippi River and to adjacent wetlands. The Project is on Missouri Route 51/Illinois Route 150 located in Perry County, Missouri and Chester, Randolph County, Illinois. The Chester Bridge crosses the Mississippi River, and the Horse Island Bridge crosses the Horse Island Chute west of the Chester Bridge in Missouri.

    WFI Holdings-B LLC (Sponsor) seeks approval from the U.S. Army Corps of Engineers and the Interagency Review Team (IRT); which is composed of representatives from the Illinois Department of Natural Resources, U.S. Environmental Protection Agency, and U.S. Fish and Wildlife Service; to establish the Sweet Water Stream & Wetland Mitigation Bank (Sweet Water) which is proposed in accordance with the approved WFI-B Umbrella Mitigation Banking Program Instrument (UMBPI), file number MVS-2020-652. The Sweet Water site is the fifth bank site proposed under the UMBPI. If approved, the Sponsor would make the stream and wetland mitigation credit available to Department of the Army permittees seeking to fulfill requirements to purchase compensatory mitigation credit to offset losses of aquatic functions and services. The mitigation bank site includes the restoration and enhancement of multiple stream and wetland habitats within the unprotected Sugar Creek floodplain. The Sponsor proposes a mitigation bank (Sweet Water) within the Sugar Creek Watershed, specifically in the Umbrella Mitigation Banking Program Instrument (UMBPI) Service Area C- The Shoal & Lower Kaskaskia Service Area (LKS). The subject site includes 40.87 acres and is located in the Southwest ¼ of Section 35, Township 3 North, Range 5 West in Madison County, Illinois. The approximate center of the bank site is Latitude 38.66161°, Longitude -88.37470 °. The Public Notice comment period opens May 5, 2023 and closes June 3, 2023.
