The purpose of the public notice process is to solicit comments from the public and information necessary to evaluate the probable impact on the public interest regarding the proposed activity seeking authorization from the USACE. Responses preferred to be submitted through RRS or can be submitted via email or mail to the District.

The USACE is soliciting comments from the public; Federal, State, and local agencies and officials; Tribal Nations; and other interested parties in order to consider and evaluate the impacts of  proposed activity by applicants. Any comments received will be considered by the USACE to determine whether to issue, modify, condition, or deny a permit for proposed activities. To make this determination, comments are used to assess impacts to endangered species, historic properties, water quality, general environmental effects, and the other public interest factors listed above. All factors which may be relevant to the proposal will be considered including cumulative impacts thereof; among these are conservation, economics, aesthetics, general environmental concerns, wetlands, historical properties, fish and wildlife values, flood hazards, floodplain values, land use, navigation, shoreline erosion and accretion, recreation, water supply and conservation, water quality, energy needs, safety, food and fiber production, mineral needs, considerations of property ownership, and in general, the needs and welfare of the people.

Comments are used in the preparation of an Environmental Assessment and/or an Environmental Impact Statement pursuant to the National Environmental Policy Act. Comments are also used to determine the need for a public hearing and to determine the overall public interest of the proposed activity. Any comments or objections which are received during this period may be forwarded to the applicant for possible resolution before the determination is made whether to issue or deny the requested permit. Please note that all comments received will become part of the administrative record and are subject to public release under the Freedom of Information Act.

    Expiration date: 12/22/2025

    The applicant, Missouri American Water Company, seeks authorization to install approximately 1,800 feet of new 48-inch gravity outfall conveyance from the new water treatment plant to the Missouri River. Open trenching will occur from the water treatment plant to the Missouri River. Within the Missouri River, the outfall conveyance will be placed on the downstream side of an existing wing dike and covered with material of the same gradation as that of the existing dike structures, growing the footprint of the dike but not altering the dike elevations. The activity site is located off of Hog Hollow Road in Chesterfield, St. Louis County, Missouri. The project is in Section 36, Township 46 North, Range 04 East, at latitude 38.682227 and longitude -90.525607. The outfall structure portion of the project is located at approximate river mile 36 of the Missouri River (right descending bank). The Public Notice comment period is open from December 1, 2025, through December 21, 2025.     The St. Louis District of the U.S. Army Corps of Engineers (Corps) has received an application for a Department of the Army permit pursuant to Section 404 of the Clean Water Act (33 U.S.C. §1344) and Section 10 of the Rivers and Harbors Act of 1899 (33 U.S.C. §403). The purpose of this public notice is to solicit comments from the public regarding the work described below: The applicant, BNSF Railway Company, requests authorization to reconstruct the BNSF Bridge No. 0014-0100.43 over Salt River on the Hannibal Subdivision as part of the BNSF general maintenance program. Work within the aquatic resources adjacent to the OHWM of the Salt River consist of existing bent removal, temporary staging areas, site access routes, temporary trestle bridges, and the construction of the proposed main and approach spans. The site is located within 28 Section, 55 Township, 2 Range; at Latitude 39.50529° and Longitude -91.142873°; in Louisiana, Pike County, MO.

  • Missouri Regional General Permit (RGP) 45

    The U.S. Army Corps of Engineers, St. Louis District, HAS ISSUED GP-45, authorizing the discharge of dredged or fill material associated with activities designed to improve water quality, improve fish and wildlife habitat, maintain recreational value, and extend the lifespan of man-made lakes and ponds. This permit authorizes the removal and discharge of lakebed/pond sediment in conjunction with mechanical dredging, hydraulic dredging (including return water from such activities) and excavation activities. The use of standard construction equipment to remove accumulated sediment is authorized by this permit. The dredged/excavated material may be used in the construction of jetties/breakwaters, shoreline stabilization structures, fish and wildlife habitat improvement structures and other similar activities. This regional general permit is issued under the authority of Section 404 of the Clean Water Act (33 USC 1344). It does not obviate the need for project proponents to obtain other Federal, state, or local authorizations. DURATION OF THE GENERAL PERMIT: The GP-45 has been issued and is in effect for a period of five years from the issue date of (September 15, 2025), unless it is specifically modified, suspended, or revoked prior to the expiration date.

    MITICO LLC proposes to establish the Mitico-STL Umbrella Mitigation Bank (Bank). If authorized, the Bank would serve as a provider of compensatory mitigation credit, which would be used to offset impacts to aquatic resources authorized by Department of Army permits. This notice announces the Prospectus for the establishment of an umbrella mitigation program within Missouri, which would govern the development of individual wetland and/or stream mitigation sites (mitigation sites) in a watershed service area within the Central Plains / Cuivre Salt, Ozark / Moreau Loutre, Ozark / Meramec, Ozark / Apple Joachim, and Ozark / Upper Saint Francis Castor Ecological Drainage Units (EDUs), established and recognized by the US Army Corps of Engineers. The Prospectus includes the proposed initial mitigation site, Lost Creek Wetland Mitigation Site (Bank Site 1) in Lincoln County, Missouri. The approximate center point of the parcel is located at 39.1156°, -90.7478°. The proposed mitigation project would restore 41.7 acres of emergent wetlands and 9 acres of forested wetlands. The Public Notice comment period is open from 25 July 2025 through 25 August 2025.

  • MVS-2024-263

    The City of Wentzville is planning to construct a new roadway, David Hoekel Parkway Phase 3/5 (DHP), that will begin at West Meyer Road and extend approximately 3.25 miles north to Peine Road. The purpose of the project is to alleviate traffic congestion and create a transportation link to Interstate 70 and Route 61. The new roadway will consist of two 12-foot traffic lanes with curb and gutter and ditches or storm sewers on either side. The project includes a 10-foot multi-use pathway on the east and south sides. Sidewalk improvements may be included along Scotti Road, N Point Prairie Road, and Peine Road. Project plans include box culverts, concrete pipe culverts and a stream realignment, which will impact potential jurisdictional streams. The project will impact three (3) likely jurisdictional streams: UNT 5, UNT 8 and UNT 13. Proposed permanent impacts to likely jurisdictional streams will total 2,745 feet or 1.44 acres. An approved jurisdictional determination (AJD) is in progress in association with this proposed project.
