The applicant submitted a detailed Analysis of Alternatives for the project describing the avoidance and minimization measures considered for the project, as well as economic, environmental, and engineering justifications for the proposed impacts. As proposed approximately 660 linear feet of an unnamed, ephemeral tributary will be graded and piped for site development. The applicant has proposed to purchase 3254 stream credits from an in-lieu fee provider as mitigation for the unavoidable impacts to the aquatic resource.     The applicant seeks authorization to create a private residential lake to complement a single-family home and provide outdoor recreational benefits, the applicant is proposing to construct an approximately 600-foot long, earthen dam across the western end of a small valley containing an unnamed tributary to Belews Creek. Construction of the dam will create an approximately 9.30-acre lake. Construction material necessary for the dam will be excavated from the site. The revised lake plan is depicted on an aerial photograph and enclosed as Figure 2. Based on the proposed dam height, approximately 1,960 linear feet (LF) of the unnamed intermittent tributary will be impacted by dam construction and inundation.The public notice opens October 31 and closes November 20, 2017.

    This public notice is being reissued due to a change in use of the proposed project plans by the applicant. Contegra Construction Company, LLC., seeks authorization, under Section 404 of the Clean Water Act, to construct a commercial development with four commercial buildings, associated parking, access roads, and a detention pond. The proposed work will impact 0.02-acres of low quality emergent wetland, a 0.66-acre scrub/shrub wetland, a 0.39-acre pond and 490-linear feet of an intermittent stream. The proposed commercial development (Theatre View) will be located north of the intersection of Center Grove Road and South Plum Street within the City of Edwardsville, Illinois. More specifically, the proposed project is located within Northwest ¼ of Section 23, Township 04 North, Range 08 West of the 3rd Principle Meridian, Madison County, IL. Written comments must be submitted by replying by electronic mail, or written mail to the addresses in the attached notice.     PROPOSED REISSUANCE OF REGIONAL GENERAL PERMIT NO. 41 FOR THE PERMANENT PROTECTION AND/OR REPAIR OF FLOOD DAMAGED STRUCTURES, DAMAGED LAND AREAS AND/OR DAMAGED FILLS IN THE STATES OF KANSAS AND MISSOURI. In accordance with Title 33 CFR 325.2 and 325.7(e), as published in the November 13, 1986, Federal Register, the U.S. Army Corps of Engineers, Kansas City District, the St. Louis District, the Rock Island District, the Little Rock District, and the Memphis District propose to reissue this regional general permit (GP). This GP was originally issued by the Kansas City District in March 2008, it was reissued on April 22, 2013 and now expires on April 22, 2018. This GP, if reissued by each Corps District in Missouri, will continue to authorize discharges of dredged or fill material in conjunction with the permanent protection and/or repair of flood damaged structures, damaged land areas, and/or damaged fills in waters of the United States throughout the State of Missouri.
