The shipyard repair facility would be relocated downstream, along the left descending bank, at approximate Mississippi River mile 195.6, while the 40 barge fleet would be located along the left descending bank at approximate Mississippi River mile 196.0, both near Hartford, in Madison County, Illinois. The comment period is open July 2, 2018 and closes on July 23, 2018.

Attention Stakeholders: As described in the attached Public Notice, the Land Learning Foundation has requested approval for an in-lieu fee (ILF) mitigation project in Lincoln County, Missouri. The project site encompasses a reach of Big Creek, a perennial tributary to the Cuivre River. The Land Learning Foundation refers to this project as the Big Creek site, and the U.S. Army Corps of Engineers (the Corps) has designated this project as MVS-2017-868. The project proposes to restore, protect, and maintain 5,471 linear feet of perennial stream channel and wooded riparian corridor along Big Creek. The restored and preserved corridor will generally extend 50 - 300 feet perpendicular from the channel banks. This consists of tree plantings and the removal of any invasive species. The stabilization component of the project will restore bank stability to approximately 2,010 linear feet of channel with actively failing, near-vertical banks. The proposed stabilization consists of a combination of rock vanes, longitudinal peaked stone toe protection, and vegetative staking. If approved by the Corps, the Big Creek site will create a total potential mitigation credit release of 16,270 stream credits. The Land Learning Foundation would make the stream credit available to Department of the Army permittees seeking to fulfill requirements to purchase compensatory mitigation credit, to offset losses of aquatic functions and services. The Corps solicits your comment on the proposed mitigation project. Responses are due to this office no later than July 11, 2018

Southshore Marina Inc. seeks reauthorization to hydraulically dredge approximately 8,000 cubic yards of accumulated sediment and sand from within their existing boat basin A and basin B, back to its original constructed depths. The original permit was issued November 3, 2009, but has since expired. The purpose of the project would be to remove sediments and sand that have been deposited within the boat basin due to the fluctuation of the water levels within the Mississippi River. Authorization to conduct periodic dredging activities would ensure an adequate depth for safe boating and provide Southshore Marina members access to their boat slips as well as the river itself. All dredged material would be deposited back into Dardenne Slough, a side channel of the Mississippi River, via an eight inch discharge pipe. Dredging needs and frequency are dependent on the Mississippi River’s fluctuation and deposition patterns. Due to the unknown schedule of dredging needs, Southshore Marina Inc. seeks a 10-year permit authorization to allow periodic dredging on an as needed basis. Dredging activities would occur within the existing Southshore Marina boat basins A and B. The marina is located along the right descending bank of Dardenne Slough, a side channel of the Mississippi River, at river mile 226.9, approximately three miles north of St. Charles, in St. Charles County, Missouri. The applicant, Capital Sand, requests permit authorization from the U.S. Army Corps of Engineers (USACE) for construction of infrastructure facilities needed to operate a barge loading facility on the Mississippi River. The purpose and need of the Capital Sand project is to create a safe and easily accessible location for the loading of aggregate. While river based projects have occurred at this location in the past, the previous infrastructure needed for the proposed operation was outdated, and had become unsafe. The new project proposes two dock barges with spuds measuring 40 feet by 140 feet. In addition to the infrastructure being placed in the river, two barge fleets, measuring five barges wide and two rows of barges long, are proposed to occur upstream on the right descending bank of Mississippi River mile 50.2 and 50.3 respectively. Impacts to the Mississippi River include the placement of the spuds for the dock barge. Landward of the bankline, in an area which does not contain jurisdictional wetlands, will be an unloading pit, conveyors, screen and telescoping conveyors with no supports past the top of bank. The proposed project occurs on the right descending bank of the Mississippi River at approximate river mile 49.9 to 50.3. Specifically, the project is found in Section 18, Township 30 North, Range 14 West, at latitude 38.3655119 and longitude -90.360707 in Cape Girardeau County, Missouri.
