    In accordance with Title 33 CFR 325.2 and 325.7(e), as published in the November 13, 1986 Federal Register, the St. Louis District, U.S. Army Corps of Engineers proposes to issue Regional General Permit 44 Missouri, which would authorize the discharge of fill material into existing improved storm water channels or basins, previously constructed in or considered Waters of the U.S. The projects must be considered maintenance or replacement necessary to maintain functionality and the integrity of Public Stormwater, Sanitary, and Combined Sewer Systems. This general permit does not authorize new stormwater projects built in natural streams or wetland areas.

    The applicant wishes to expand an existing pond from 4 to 7 acres in size. The project is located in Defiance, St. Charles County north off of Highway F. Specifically, in Section 13, Township 45 North, and Range 1 East, Missouri. The tributaries flow to Femme Osage Creek, a primary tributary to the Missouri River. The public notice comment period opens December 15, 2017 and closes January 4, 2017.

    The applicant, Lombardo Homes of St. Louis, LLC., seeks to develop a residential subdivision in St. Charles County, Missouri. Due to the site’s shape and topography, the applicant proposes to impact 4 of the 6 jurisdictional streams and avoid Dardenne Creek. Approximately 1,077 linear feet of channels and 0.31 acres of emergent and 0.24 acres of forested wetland will be impacted by the development. The public notice comment period opens December 8 and closes December 29, 2017.

    The applicant, City of Cape Girardeau, seeks authorization for the placement of fill material into waters of the United States for future development of the Cape Girardeau North Business Park. The project would create development ready sites to be marketed to commercial, manufacturing and industrial customers, in an attempt to draw new employers and enterprises to the City of Cape Girardeau. The business park currently contains a Pepsi Midamerica Distribution Facility and an additional entity, Syntrex, is presently constructing a manufacturing facility. The project plans include 3,293 linear feet of impacts to two branches of an unnamed tributary to Williams Creek. The Public Notice comment period opens November 22, 2017 and closes December 12, 2017.

    The U.S. Army Corps of Engineers Districts within the State of Missouri (Kansas City, Little Rock, Memphis, Rock Island, St. Louis) (Corps) have adopted the MWMM on November 17, 2017. The MWMM is the primary tool the Corps will use for the evaluation of wetland impacts and mitigation proposals for Department of the Army permit actions within the State of Missouri. This MWMM will enhance the Corps ability to protect the Nation’s aquatic resources, while allowing reasonable development through fair, flexible and balanced permit decisions.
