    P-2953 through P-2963: The U.S. Army Corps of Engineers Kaskaskia River Project Office seeks reauthorization to conduct environmental excavation activities to restore aquatic habitat, recharge wetlands, provide recreational access and restore connective river flows within remnant side channels periodically blocked at their confluence with the Kaskaskia River with depositional material. The environmental restoration areas include eleven remnant side channel locations between approximate Kaskaskia River Mile 1 through 26 in St. Clair, Monroe and Randolph County, Illinois. The Public Notice comment period opens on June 14, 2016, and closes on July 5, 2016.

    The Alton Casino LLC seeks authorization to periodically remove accumulated sediment from beneath and directly adjacent to vessels within the Alton Casino complex. Dredging up to 15,000 cubic yards annually would only occur on an as needed basis to avoid jeopardizing the structural integrity of vessel hulls. Dredge material would be disposed at an upland area, if available, when dredging is required. Open river dredge disposal is proposed as an alternative if no nearby upland disposal areas are available when dredging becomes a necessity. The activity site is located at approximate latitude 38.88959, longitude -90.18711, near #1 Piasa Street in Alton, Madison County, Illinois, along the left descending bank of the Mississippi River, at approximate river mile 203.0. The Public Notice comment period opens on June 14, 2016, and closes on July 5, 2016.

    The St. Louis District Corps of Engineers proposes to reauthorize Missouri General Permit Number 34M for Sand and Gravel Excavation Activities in specific navigable waters under Section 10 of the Rivers and Harbors Act and Section 404 of the Clean Water Act. The Corps of Engineers (Corps) is proposing several changes in GP-34M. Most of the proposed changes are in modifications to the special conditions of the permit. A portion of which will make them align more closely with the State of Missouri’s Sand and Gravel Removal Guidelines, which are used by the MDNR, Land Reclamation Program (LRP) as a means to minimize adverse impacts resulting from state permitted commercial in-stream sand and gravel removal activities. Therefore, comments are solicited on the reissuance of the General Permit, reissuance with all or some of the proposed changes, or reissuance with other proposed modifications.

  • Nationwide Permit Reissuance Request for Comments

    On June 1, 2016, the U.S. Army Corps of Engineers published in the Federal Register its proposal to reissue the 50 existing nationwide permits (NWPs) and issue two new NWPs. Comments on the proposed NWPs are due by August 1, 2016. Separate public notices for the State of Missouri and the State of Illinois announcing the proposed reissuance and request for comments are posted below.

    The applicant seeks authorization to develop and construct a new 6.75- mile bike trail between the cities of Troy and O’Fallon in Madison and St. Clair Counties, Illinois. The new bike trail will be identified as the Scott-Troy Bike Trail. The trail would be part of an overall trail network which would connect the Madison County Bikeway System, to the north and eventually extend to the MetroBikeLink at the Shiloh/Scott AFB Metrolink Station, south of the City of O’Fallon. The bike trail would pass along the city limits of O’Fallon, Collinsville, Troy and the Village of Maryville.
