    J.D. Street & Company, Inc. is proposing to modify their existing War Department Permit to increase the size of their existing captive barge fleeting area, from 40’ (width) x 195’ (length) to 54’ x 225’. The existing barge is reaching the end of its service life and will need to be replaced. A barge measuring 54’ x 225’ is a common, commercially available, barge size. A larger captive barge will also prevent the need for a spacer barge during low water conditions. The captive barge was originally authorized as a mooring and terminal facility by a War Department Permit on January 9, 1950. The facility will be reauthorized using permit number P-2980 and file number MVS 2016-976. Written comments must be submitted by replying by electronic mail or written mail to the address in the notice. The Public Notice comment period opens today and closes on January 11, 2017.

    The purpose of the project is to relieve flooding, alleviate erosion and improve water quality in the area of Blackwood Lane and Parkdale Lane in St. Peters. This project is referred to as the P-20 Blackwood-Parkdale Stormwater Channel Improvement. The City desires to construct these improvements to provide flooding relief as recommended in the City’s Stormwater Master Plan. This project includes channel improvements to two reaches, which include: removal of existing concrete flume, installation of rock grade controls, improvements to existing storm water pipe discharges into channels, creation of low flow channels, regraded stable banks, increased and creation of riparian corridor buffers and perpetual stewardship by the City. The notice opens December 2 and closes December 23, 2016.
