Pursuant to its Umbrella Mitigation Banking Instrument (UMBI), Naturion West, LLC aims to establish mitigation bank sites in multiple watersheds throughout the USACE St. Louis District in Missouri. The proposed Sunburst Stream Mitigation Bank (SSMB) is located in the floodplain of the Wyaconda River in Scotland County, Missouri. SSMB lies within the Cuivre-Salt EDU of the USACE District in Missouri. The Bank Site is a total of 35.2 (+/-) acres situated on a parcel of land adjacent to the South Wyaconda River that consists of degraded stream habitat and active agricultural and forested lands. The approximate center of the site is located at Latitude 40.46054°, Longitude -92.02574°.
The Sponsor seeks approval from the U.S. Army Corps of Engineers, St. Louis District (the District) and the Interagency Review Team (IRT); which is comprised of representatives from the USACE (Rock Island District), Missouri Department of Natural Resources, U.S. Environmental Protection Agency, Missouri Department of Conservation and U.S. Fish and Wildlife Service; to establish the SSMB, which is proposed in accordance with the approved UMBI. If approved, the Sponsor would make the stream mitigation credit available to Department of the Army permittees seeking to fulfill permit requirements to purchase compensatory mitigation credit to offset losses of aquatic functions and services. The SSMB proposes to generate 63,916.46 stream credits. The mitigation bank site includes the restoration, enhancement and preservation of stream habitat within the floodplain.
