MITICO LLC proposes to establish the Mitico-STL Umbrella Mitigation Bank (Bank). If authorized, the Bank would serve as a provider of compensatory mitigation credit, which would be used to offset impacts to aquatic resources authorized by Department of Army permits. This notice announces the Prospectus for the establishment of an umbrella mitigation program within Missouri, which would govern the development of individual wetland and/or stream mitigation sites (mitigation sites) in a watershed service area within the Central Plains / Cuivre Salt, Ozark / Moreau Loutre, Ozark / Meramec, Ozark / Apple Joachim, and Ozark / Upper Saint Francis Castor Ecological Drainage Units (EDUs), established and recognized by the US Army Corps of Engineers.

The Prospectus includes the proposed initial mitigation site, Lost Creek Wetland Mitigation Site (Bank Site 1) in Lincoln County, Missouri. The approximate center point of the parcel is located at 39.1156°, -90.7478°. The proposed mitigation project would restore 41.7 acres of emergent wetlands and 9 acres of forested wetlands.
