The applicant, Mr. Steven Petroff, in Madison, IL, seeks authorization to conduct excavation, grading and filling operations in waters of the United States. The applicant is proposing the creation of a 14.3 acre lake for public recreation which will impact approximately 12.69 acres of emergent wetland. Applicant proposes to mitigate these impacts on site via the conversion of 2.81 acres of emergent wetland, at a 2:1 ratio, into forested wetland and creating 2.41 acres, at a 31 ratio, of forested wetland. This will generate 12.81 acres of mitigation credit to offset the 12.69 acres of impact.
