The applicant, North Cahokia Real Estate, LLC., proposes to construct a fill pad for an access road and possible future developments on a 10-acre portion of the site, and a dock facility constructed at its terminus. The project includes construction of a proposed dock facility, fill pad, and access road to be constructed in the Port of East St. Louis development. The dock will be multipurpose with the majority of the cargo being grain/grain products, wood chips, aggregates, salts, steel pipes and beams, dry fertilizers, container boxes, and liquid fertilizers. The dock will consist of an on load and offload structure extending into the river. The proposed dock will require construction activities and the placement of fill within the Mississippi River. Moreover, the proposed fill pad and dock facility will impact approximately 0.50-acre of jurisdictional waterbodies. Authorization under Section 10 of the Rivers and Harbors Act and Section 404 of the Clean Water Act would be required. The project is located in the City of East St. Louis & Village of Sauget, St. Clair County, Illinois. Specifically, the project is found at Mississippi River mile 178.9, at Latitude N 38.6126 and Longitude W -90.1788.
