Response: A set of stairs has been installed to access the south end of beach in lieu of a sidewalk. Stairs were a more cost-effective alternative.

Response: A special event/day use area is proposed for this area. Different use/special events will be considered on a case by case basis.

A large shelter down below the dam

Response: See above, a large shelter with restroom, playground, horseshoe pits, volleyball court and three accessible water fountains is proposed for this area.

Some type of picnic area in day use at Rockwood

Response: Picnic sites are presently approved in the existing master plan and have been identified for installation, as funding becomes available.

Additional fishing pier (not only for disabled)

Response: A fishing pier has been proposed for the Redman Creek Recreation Area.

Some type of area on the side of boat ramps so jet ski riders who are waiting to trade off can stand without standing on the ramp or dock

Shelter where Spillway Playground is currently located

Response: The Spillway playground was replaced and relocated. A shelter is proposed for this location. The old shelter from the Peoples Creek Upper Campground will be removed and a new shelter installed at this location.

Underbrush cleared out of Memory Lane Historic Walk block areas

Response: A challenge cost share with Ozark Border, Wappapello Lions Club, the St. Louis Drag Boat Association, and the Corps of Engineers was developed to improve electric facilities to the area.

This annual event is enjoyed by racers and spectators alike. We feel the community does benefit from this race by utilizing area motels, restaurants, gas stations, stores, etc.

Horseback riding trail and campground below dam or any other place

Response: Horseback riding is presently permitted on the 33 miles of the Ozark Trail within the project. The State Park also has several loop trails for horseback riding. The five-mile backpack trail at the Johnson Tract is proposed to be opened to horseback riding with an enlarged parking lot and additional spur trails.

I stayed at People's Creek over Memorial Day weekend, arrived the Wednesday before. It was my understanding that it was first-come-first-served and campsites had to be occupied. What I found was people leaving campers unattended and coming in at night turning lights on and returning in the AM to shut them off. But what really got to me was there were no pay slips on the campsites to show they had paid for the extra days and the caretaker driving through every couple of hours or so. This was occurring on several campsites. (THIS IS NOT RIGHT!) I enjoy People's Creek and have for years but I drive over 250 miles to be with friends and arrive early to get a good spot and find this going on

Response: Certain spots in the Peoples Creek Campground, sites 6-20, are now reservable through the National Recreation Reservation Service. You can reserve a campsite up to 240 days in advance.

I would also like to comment on the restroom and shower facilities. I realize space is a possible problem and possibly funding, but you have to realize not everyone is 150 lbs. As a matter of fact, most of the people I saw would be lucky not to tip the scale at 250 lbs. In other words, the shower and toilet stalls were too small and the bathhouse needs more hooks to hang clothes and towels. I also thought that the bathrooms were kept exceptionally clean with the volume of traffic they endured over the weekend.

Response: A new shower/restroom facility is proposed for this campground. It will replace the existing shower building and restroom building with a consolidated, centrally located facility that meets present design standards.

I know I am probably dreaming, but I would like to see boat docking for People's Creek and some of the other campgrounds.

Response: Improvements have been made in the Peoples Creek Campground to provide better boat mooring for campers.

I have been going to People's Creek since the early 60s when hogs roamed wild as well as the human population. With every trip I see improvements and I think the Corp has done a hell of a job and like me wants to see it improve even more

Keep dumpsters empty - disinfect - they stink

Response: Dumpsters are emptied on a regular schedule, which includes cleaning and odor control. With the addition of the proposed fish cleaning stations this will greatly reduce the placement of fish remains in dumpsters that often cause the odor problems.

Add water to all sites

Response: A 25-campsite loop is proposed at the Greenville Campground. Each site will have 50 amp service and water hookups. 30 campsites on the east side of Redman Campground and 20 sites at Peoples Creek Upper Campground are proposed to be upgraded to full service hook-ups that will include 50 amp electric service, and sewer and water hook-ups.

Spray Poison Ivy and Oak at all sites

Add fish cleaning stands

Response: Fish cleaning stations are proposed in two locations. One is proposed for the Greenville Recreation Area to serve the northern end of the lake and one at the Spillway Recreation Area to serve the southern end of the lake.

Need additional showers

Response: A shower house with four shower stalls on each side, men's and women's, is being constructed at the Greenville Campground. A replacement shower facility similar to the Greenville Campground shower house is proposed for Peoples Creek Campground.

All campsites should be on a first come basis

Response: The National Recreation Reservation Service is a nationwide Corps of Engineers and Forest Service program for campsite reservations. This program requires 60% of sites be available for reservation. We presently are at the minimum required amount.

Clear underbrush away from camp sites

Response: We try to provide a mixture of sites, some that have been underbrushed and others that have not been to provide screening/privacy from other sites. Some campers do not prefer underbrush, others prefer the privacy.

Response: Disposal of any grey water is a violation of Title 36 Code of Federal Regulations. Section 327.9 Sanitation. Grey water disposal sites are proposed for Redman Creek and Peoples Creek Campgrounds.

Shower curtains that are wide and long enough to keep water from splashing on shoes and clothes at Redman Creek. This should not cost very much

Move "Disabled" camping spaces...for example: convert #48 or #94 at Redman Creek (good access to restrooms), and #37 at People's Creek. This should not cost very much

Water to all campground sites or at least "MORE" water outlets so we don't have to run 3-400 feet of hose!

Sites be on a first come first served basis. My sister and brother met me at the campground to spend a week, we met on Monday and wanted the buddy site by the shower house. It was reserved for that Friday. We did not get it in fear of not having a spot for the weekend and also having to move. We would have kept it all week and it probably got used two days that week.

A no wake back in some of the back bays, Possum Creek, Boy Scout Cove. Too many speed boats come into the bays with skiers. They go at top speed right past fishing boats

Response: An "idle speed" zone is proposed for the Redman Creek cove. It will start at the boat ramp and go south, but will not affect the present egress and ingress at Barrett's Marina.

Response: The size and use of the area limits justifying a dock at this location. Presently there are 6 courtesy docks at Wappapello with an additional one planned for Sundowner boat ramp.

It is also proposed to install 25 new sites with 50 amp electrical service and water hook-ups and upgrade another 25 sites to 50 amp electrical service at the Greenville Campground.

I have been camping at Redman Park for 3 years and the biggest problem I have is to get water. We definitely need more water access. For Senior Citizens, this is a major problem trying to run a hose 100 or 200 feet just to fill up your RIVER. It is not a safety feature at Older People's age.

If and when any new asphalt work is done the pads all need to be built up on the low ends. The last 30 feet. Some spots slope too much. It is difficult for low trailers, as mine.

This is Tuesday. The dumpsters have not been emptied since last Friday. All are over full and smelly.

Response: This was a contract problem, we have corrected the problem and apologize for any inconvenience. You are correct, during the summer months the dumpsters are emptied 4 times a week to help reduce smell problems.

Please consider building some more campsites at the Old Greenville Campground #2. We live in Greenville and have a hard time getting a campsite on the weekend or holiday as we cannot go down until Thursday of Friday night due to work

Response: There are presently 6 trash dumpsters that are emptied four times a week during the recreation season. We believe this adequately services this campground.

It would be nice if flyers could be passed out when campers come into camp on upcoming activities. We did not know about Old Greenville Day or the Cherokee Nation weekend.

Response: Information brochures are posted on the restroom bulletin boards and fee booth, with major events listed in the Park Information Guide. We apologize if we did not inform the public enough.

Most people do not know why that island is not utilized. I think that if you would inquire to the public about what they would like to have on the island you would be amazed at the response. Ask the public: should the Corps purchase the property for expansion of recreation? The property should be owned by the public

Response: One of the two islands at the south end of the lake contains a 20 acres inholding (private land surrounded by public land). It is proposed to purchase this and other inholdings from willing sellers only. The island campsites will remain, with the proposal of moving campsite #1 to a better location between site #3 and #6. No other improvements are proposed for the islands.

I understand that the Corps of Engineers in considering the purchase of the Twenty Acre Island in the middle of the lake. As State Representative, I get a lot of inquires about this and I know there is strong support for it. The recreational possibilities are endless, and it could be a unique facet to the overall character of the lake. As a scoutmaster, I am very familiar with the BSA facility and the island could (and would) be used heavily by scout units as part of the Baker Lodge experience. If developed as a nature observatory with hiking trails, etc. It would become a major attraction to people wanting to "get off the water" for a little while. I can also envision a picnic area for families with a small beach for the kids. I urge you to include this in the plans for lake development

Erect a sign the reads: "Wappapello Lake Visitors Center". Many customers express an interest in lake information and do not realize the Bill Emerson Memorial Visitors Center is the Lake Information center. Not being from the area, they assume this is some type of memorial only.

Response: Two directional signs are proposed to be installed on Hwy T prior to the entrance to the visitor center for both south and north bound traffic that states "Visitor Center" with a directional arrow.

Mow and maintain the hillside to the left at the Redman Creek entrance. The "halfway mowed" look is not the usual Corp standard.

Response: The steepness of this hillside limits the safe mowing of this slope. We do mow other slopes and have difficulty maintaining the vegetation on these areas. It is proposed to continue mowing what is presently mowed.

Many of the customers would like the installation of a ramp at Sundowner, especially in high water. Walking on the rocks is a hazard.

Response: Because of the heavy utilization and congestion at this boat ramp it is proposed to widen the boat ramp 19.5 feet to provide an additional boat launching lane and area for a courtesy loading ramp similar to ones at other ramps.

Response: Public Law 103-66, the Omnibus Budget reconciliation Act of 1993, authorized the Corps to expand its recreation user fee program. The act authorizes the charging of user fees for day-use facilities. There is no authority for charging entrance fees at Corps operated recreation areas. Fees will be charged for the use of certain boat launching ramps and designated developed swimming beaches in Corps operated day-use recreation areas. Fees are presently charged at seven of the twenty-nine boat launching ramps and the three Corps developed swimming beaches. This Act reflects an evolving "user-pay" philosophy in the provision of government service. The Corps receives no additional funds from these fees.

Total day-user fees collected will be no more than $3 per vehicle per day. A day user fee of $2 will be charged to launch a boat at a ramp in a Corps operated day-use recreation area. A fee will be charged at recreation areas having a boat ramp and one or more of the following facilities: restrooms, picnicking facilities, swimming facilities, or other developed recreation facilities except where facilities are associated with a campground. No fees will be charged where only a boat ramp and courtesy dock exists or where ramps are located in undeveloped or lightly developed shorelines with minimum security and illumination. A day user fee of $1 per person, whether walk-in or in a vehicle, up to $3 per vehicle, will be charged for the use of a designated, developed swimming beach in a Corps operated day-use recreation area. An annual pass, (in lieu of daily charges), may be purchased for $25 which permits the holder and all accompanying passengers in the vehicle to use any or all boat launch ramps and/or designated, developed swimming beaches at any Corps operated recreation area at any Corps project for that calendar year. An additional annual pass may be purchased for a reduced fee of $5 for a second family vehicle. Only one duplicate pass may be purchased at the $5 fee for each full price annual pass purchased. A Golden Age or Golden Access Passport shall entitle the permittee and any accompanying persons to a 50% discount on the day user fee or annual pass.

Response: It is the policy of the Chief of Engineers to protect and manage shorelines of all civil works water resource development projects under Corps jurisdiction in a manner which will promote the safe and healthful use of these shorelines by the public while maintaining environmental safeguards to ensure a quality resource for use by the public. The objectives of all management actions will be to achieve a balance between permitted private uses and resource protection for general public use.

Private shoreline uses are not allowed on water resource projects where construction was initiated after December 13, 1974, or on water resource projects where no private shoreline uses existed as of that date.

Ownership of private land does not convey any exclusive rights to the use of the adjoining public lands. This policy is designed to eliminate the development of new private facilities on public lands, and grandfather those already in existence. This is done to ensure public use of public lands and shorelines. Reserving Federal lands for private exclusive use is contrary to the intent of the Congress who appropriated public funds for this facility. The Shoreline Management Plan for Wappapello Lake offers exceptions to this policy for community boat docks in limited development areas which are not in close proximity to one of the 29 boat ramps or one of the five marina facilities.

It is the policy that no shoreline use permits for vegetative modification activities such as clearing or mowing, etc, which would imply exclusive use of public land or otherwise deny full use of public lands and water to the general public, will be issued at St. Louis District projects.

The exception is mowing in order to alleviate problems associated with fire hazard to private homes located on adjacent lands and constructed prior to 01 January 1982, shoreline use permits may be issued on an annual basis to adjacent landowners for mowing public lands within 50 feet of the residences/structure in question.

No private shoreline use existed at Lake Shelbyville, Rend Lake, or Clarence Cannon Dam and Mark Twain Lake prior to 1974; however, private docks were established at Carlyle Lake and Wappapello Lake. Accordingly, permits for these facilities were issued in accordance with the Shoreline Management Plan for each project. Reference Carlyle Lakeshore Management Plan approved May 3, 1976, and Wappapello Lakeshore Management Plan approved August 17, 1977. Permitted facilities exist at these two facilities are grandfathered (allowed to remain because approved prior to change in policy).

My parents bought the cabin in 1956 because of the beautiful lake view. At that time we were able to cut brush and trees up to 9" in diameter. (We own at Rockwood Pt. Area) The reason people buy property at the lake is the view. Our property value has decreased because of the loss of the lake view. We feel property owners should be able to trim (within reason) if they so desire. Our property is at Rockwood Point facing west looking towards Mill Creek Cove. Because there is a SMALL percentage of property developed for homes on Lake Wappapello, it should not create problems to the lake by allowing owners to trim brush and keep their view.

I would like to see the Corps create a "special events" area, including parking to accommodate large crowds, such as the Lions Clubs, Eagles Clubs, Chamber of Commerce, music shows, large corporate gatherings/picnics, school events and possible large family reunions, etc. In my opinion this area should not be co-mingled and intermixed with other recreation facilities. It should include a pavilion adequate to accommodate a large number of people, as well as some sort of stage area. Naturally, it should also include the necessary rest rooms, availability for electricity and night lighting. Additionally it must have not only the aforementioned adequate parking but also, of course, have good road access. The most suitable location that comes to mind as having what appears to be the necessary acreage for such a facility would be the area below the dam on the north side of the spillway, which does not appear to being used for any major project at this time. However there may be other more suitable areas of which I am not aware. This special events area would allow Lake Wappapello to join its sister lakes in being able to offer people in this area a place to hold not only large recreational events but also, if kept in an area by itself, would not interfere with other activities, such as fishing, camping, boating, swimming, etc.

The second improvement I believe should be made on Lake Wappapello is the building of at least a couple of good lake overview sites where tourists, as well as locals, can pull up their vehicles ( to accommodate the elderly and handicapped) and get a panoramic view of the lake. These areas should be located at spots other than just at the immediate dam area. Ideally, you would have a skyline drive; but in the view of the terrain and other dedicated uses of land around the lake, I realize that the best practical thing you could accomplish at this time would be the above mentioned overview sites. Since these overviews would be primarily only day use areas, another possible use for them would be conceivably for picnics. On the other hand, should you have one of these overviews located on the west side of the lake and near the Ozark Trail, you could make it a parking area for people using the trail. Naturally, as in the case of all public areas, restroom facilities should also be provided.

This was necessary as my husband and son fish in the morning and my daughter and I join them in the afternoon for tubing, and swimming. I feel, as a family, that we are being punished because we choose to give each of our children quality time on a one-on-one basis and then as a family unit. We both work full-time and feel that our tax dollars have already paid for the activities that we participate in on Lake Wappapello.

When you charge fees for swimming, fishing, parking, boating, etc, it decreases the ability for families to spend quality time with their children and relatives. Not everyone has the ability to pay the fees. I wonder what is more important, the Corps of Engineers earning money at the public's expense or families being able to have a day of swimming, fishing, or boating, whatever the case may be to bond and strengthen the ties that families have to each other FREE OF CHARGE!!

If you keep charging fees for the public to access Lake Wappapello, it will be expected of you to administer a plan to increase the quality and quantity of boat docks (public and private), trams, boat ramps, playground equipment, beaches, parking spaces, restrooms, picnic areas, water fountains, camp sites, roads, handicap accessible parking and fishing spaces, etc. Are you prepared to do this?

Response: We believe we provide some of the best quality and quantity of facilities available in the area and as the plan shows we plan to make further improvements.

Common sense tells us that the charging of fees discourages the public to visit Lake Wappapello, therefore decreasing the exposure Lake Wappapello receives in regard to its potential to be a refuge for the public. Charging fees will also decrease the attendance at businesses around the Lake Wappapello area. Is it fair that these businesses suffer financially? If no fees were charged, they might be able to provide better service to the public.

Response: Charging of fees has not changed visitation. We began charging fees in 1994. Variations in visitation mainly affected by weather conditions and lake level. This year's visitation is up at this time.

On the ball diamond below the dam the right field and a little bit of centerfield needs to be made bigger and longer. The field is ok for little league but it don't take much for a flyball or line drive to be lost in the woods. Maybe use the bull dozer and knock down the trees and make it level. Lights on the ball field would be good for people who would want to play a night game. Some people do not have time to play during the day. If there is no electricity running to the ball field then you could run it off of the lights on the dam.

Put up lights on the basketball court. You have lights around the tennis court but the problem is I have only seen a few playing there over the years. There has been many times when me and 15 people have played at night. I t was hard to play because the only lights was on the tennis courts.

Response: The plan proposes installing lights at the basketball court and the volleyball courts at Redman Creek.

Equal and open access to public application for dock permits which involve private docks on Lake Wappapello.

Response: See previous comment. The private docks currently in place on Wappapello Lake were established prior to the development and approval of the Shoreline Management Plan, and are accordingly grandfathered.

Increase handicap access for fishing and boating on Lake Wappapello.

Response: See previous comment, additional areas are proposed for disabled fishing.

To eliminate launching fees at public access areas. The reason I feel it is unfair to charge public access fees, is the public tax dollars have already been spent for any and all improvements of the lake access.

Free and equal access for application for concessionaire docks on Lake Wappapello.

Response: As long as the existing concessionaire provides and will provide the required facilities satisfactorily, they will have the first opportunity to provide that concession facility. Some of these facilities may be for sale. All marina facilities have open dock slips. There is presently no need for additional slips. Barrett's Marina, located on Rockwood Point has 2 pontoon slips and 2 boat slips available on 1 August 1999. The other marinas have even more slips available.

Free and equal access for tram permits or total elimination of all trams.

Improve communication for the public involving public comment with an increase in the number of times for the public to make comment concerning lake shore management.

Response: There will be a 30 day comment period on this master plan that includes the lakeshore management plan.

Improved communication from the Corps of Engineers with the public when concerning questions on access or other questions concerning management at Lake Wappapello.

Eliminate limited access on hunting property that is located on Corps of Engineers properties.

Response: The approved Traditional Access Plan that incorporated public comments, provides accesses that are meeting the public's needs.

Allow permits for clearing of brush from Corps property that abuts private property.
