The local sponsor, the Monarch-Chesterfield Levee District, has submitted and received approval from the Assistant Secretary of the Army (Civil Works), for three credit applications of work.  The three credit applications are for: 1) construction of three pump stations within the protected area;2) levee improvement from Centaur Road to Interstate 64/U.S. 40, and; 3) realignment of levee near Boone's Crossing interchange and levee improvement along the left bank of Bonhomme Creek.

Location/Description:

The Monarch-Chesterfield levee system is located along the right bank of the Missouri River between river miles 46 and 38.5 in the City of Chesterfield. The levee lies about 14 miles west of the City of St. Louis, Missouri. The length of the existing 100-year levee system is 11.5 miles and protects approximately 4,240 acres.

  The authorized plan includes construction of about a five foot levee raise to provide 500-year flood protection to the Chesterfield Valley area, seepage berms and relief wells to control underseepage, a new railroad closure structure and small floodwall near Centaur Road, two closure structures at Long Road, a reinforced concrete closure structure and wall near Baxtor Road, a new pump station and, expansion of three pump stations,  -several gravity drains, and environmental mitigation.

 Status:

The Preconstruction Engineering and Design (PED) phase was initiated in Aug 01 with signing of a Design Agreement between the Monarch-Chesterfield Levee District, the local sponsor, and the District Engineer.  This design will produce the necessary technical design, and plans and specifications required for the first Corps construction contract.  The first construction contract will be to construct the environmental mitigation for the entire project, all levee and berm improvements to the Missouri River levee (Centaur Road to the Boone Bridge), and the Baxter Road closure structure and adjacent floodwall.

The Project Cooperation Agreement (PCA) has been prepared and should be approved by FY 08 which would allow construction to commence when funding is available.
