The St. Louis Corps Of Engineers Permits Office Closed Public Notices 2005

  1. P-2498.pdf - Application by Mr. Paul McKee Jr., to conduct grading and filling operations in waters of the United States, on a 12-acre site, in conjunction with the development of a school and associated grounds known as Barat Academy.  The total proposed impacts to jurisdictional waters are 340 lineal feet of stream channel and 0.33 acres of wetlands.  The project area is located east of and adjacent to Highway 40/61, approximately 2 miles northwest of the intersection of Missouri Highway K and U.S. Highway 40, in Dardenne Prairie, St. Charles County, Missouri.  The Public Notice comment period opens on November 4, 2005, and closes on November 25, 2005
  2. P-2504 Pointe Prairie, L.L.C. has submitted a Mitigation Bank Prospectus to restore, enhance, and preserve a 4,750 foot long section of Little Dardenne Creek and associated riparian corridor for purposes of offering an additional source of compensation for impacts to tributaries within the proposed geographic service area. Little Dardenne Creek is a tributary to the Mississippi River and is located within St. Charles County, Missouri. 
  3. P-2505.pdf - The applicant, Mr. Stephen Hoffmeyer, requests permission to permanently moor a 26-foot by 67-foot barge converted into a private residential vessel upstream of Portage des Sioux, Missouri.  (The project was previously presented under public notice P-2426 and subsequently authorized.  Since the public notice in July of 2004, a "stick-built" home, approximately 1920 square feet in size, has been retrofitted on the barge to establish a private residential structure.)    The project is located on the right descending bank of Mississippi River mile 113.4, St. Charles County, Missouri.  Specifically, the project is located on the Elsah USGS quadrangle map, latitude 38:56:13.0921, longitude -90:21:26.6721.

  4. P-2508.pdf - The St. Louis District Regulatory Branch, requests approval under the Clean Water Act to reissue Regional General Permit 16 for bank stabilization activities within the State of Illinois.  The associated 21-day public notice comment period, while stated as being open from November 18, 2005 through  December 9, 2005, will actually be open till December 16, 2005 

  5. P-2485.PDF  Application by Mr. Dwight Billingsley, to conduct grading and filling operations in waters of the United States in conjunction with the development of an 8.2-acre site for a senior living community. The total proposed impacts to jurisdictional waters are 80-lineal feet of stream channel and 0.66 acres of wetlands. The project area is located between McKelvey Road and Interstate 270, in Maryland Heights, Missouri. The project area is adjacent to Fee Fee Creek, which is a secondary tributary to the Missouri River. Open`s September 13, 2005, Closes October 3, 2005.

P-2484.PDF  Mr. Don Glosier, Glosier Realty Advisors, L.L.C. requests authorization under Section 404 of the Clean Water Act to develop a 74-acre site into a commercial and retail business center. The site is located west of Highway 61, and to the north and south of Wentzville Parkway in Wentzville, St. Charles County, Missouri. The Public Notice opens August 3, 2005 and closes on August 24, 2005.
  7. P-2483.PDF  The Lake St. Louis Community Association requests authorization to dredge approximately 8,000 cubic yards of accumulated sediments from Lake St. Louise, in St. Charles County, Missouri. The comment period opens on July 20, 2005 and expires on August 9, 2005.

CEMVS_MGP_4.PDF  A joint Public Notice with the Kansas City District for renewal of the Missouri General Permit for the construction, installation, and maintenance of fixed or floating private boat docks, no larger than 40-feet-long by 20-feet-wide, with attendant features that are necessary for the use and maintenance of the dock, i.e. walkways, piers, deadmen, and stairs. In addition, minor discharges up to 25 cubic yards, including the volume of any area excavated, which are necessary for installation of the dock and protection of the adjacent riverbank. No commercial docks are authorized. These docks will be located along the Missouri River, Mississippi River, and navigable portions of the Meramec River and Salt River. The Public Notice opens July 15, 2005 and closes on August 15, 2005.
  9. P-2478.PDF  Mr. Brian Pendleton, Golden Management, Incorporated, requests authorization under Section 404 of the Clean Water Act to develop a 33-acre site into a residential community. The site is located north of Illinois Route 156 and south of Turtle Dove Road immediately west of Waterloo, Monroe County, Illinois. The Public Notice opens June 27, 2005 and closes on July 18, 2005.

The project is located 1/4 mile north of Frank Scott Parkway and immediately east of Hartman Lane in O'Fallon, St. Clair County, Illinois. The public notice opens June 28, 2005 and closes on July 19, 2005.

P-2476.PDF  Mr. Ernest Dennison, P.E., Waste Management of Illinois, Incorporated, requests authorization under Section 404 of the Clean Water Act to develop a 222-acre parcel of vacant land to be called North Milam. The project site is located west of Canteen Lake and north of the existing Milam Recycling and Disposal Facility near Madison, Madison County, Illinois. The Public Notice opens June 30, 2005 and closes July 21, 2005.

P-2482.PDF  The U.S. Army Corps of Engineers, Project Management Branch requests authorization to install rip rap along 1,607 linear feet of the river bank adjacent to the existing Cape Girardeau Flood Protection system. The activity is located along the left descending bank of the Mississippi River, between approximate river miles 51.6 and 52.8, in Cape Girardeau, Cape Girardeau County, Missouri. The public notice opens on June 29, 2005 and closes on July 19, 2005.
  13. P-2481.PDF  The Metropolitan St. Louis Sewer District requests authorization to reconfigure 1,280 linear feet of existing Black Jack Creek channel into a U-shaped concrete lined channel for a project known as Hallstead Storm Channel Phase IV. An additional 120 linear feet of creek channel would be rock lined to create a plunge pool to dissipate water velocities before the concrete channel would transition back into the natural creek channel. The project purpose is to eliminate creek bank erosion and improve conveyance to reduce potential for overbank flooding within the project limits. Black Jack Creek flows into Maline Creek, which is a primary tributary to the Mississippi River. The Public Notice opens June 27, 2005 and closes on July 18, 2005.

P-2480.PDF  American Riverway Property LLC :A proposal to permanently moor a stationary three story floating banquet vessel, a deflection barge and three associated boarding ramps are requested at Mississippi River Mile 202.9, in Alton, Madison County, Illinois. The Public Notice opens June 22, 2005 and closes on July 12, 2005.

P-2474.PDF City of Dardenne Prairie requests authorization to channelize approximately 900 linear feet of unnamed tributary by constructing 645 linear feet of new trapezoidal channel to alleviate flooding on two residences in the Dardenne Landing subdivision. The tributary flows into Lake St. Louis, which is an impoundment of Peruque Creek. Peruque Creek is a primary tributary to the Mississippi River. The Public Notice opens May 6, 2005 and closes on May 27, 2005.

P-2470.PDF Triad Development requests authorization to site grade in connection with an 8-acre commercial development, known as the Highway W Tract, which will impact approximately 883 linear feet of an unnamed tributary to Big Creek in North St. Charles County, Missouri. Big Creek flows into the Cuivre River that is a tributary to the Mississippi River. The Public Notice opens on April 29, 2005 and closes on May 20, 2005.
  18. P-2473.PDF The applicant, New Bourbon Regional Port Authority, requests reauthorization to construct a slackwater harbor and public transfer facility. The original authorization, Department of the Army permit #P-1833.PDF, was issued in April of 1995. This current public notice covers all aspects of the original permit initially applied for, as well as parts of the project that have been completed. The project is located on the right descending bank of Mississippi River mile 120.5, Ste. Genevieve County, Missouri. Specifically, the project is located on the Kaskaskia USGS quadrangle map, US Survey 67, Township 38 North, Range 09 East. The Public Notice opens May 02, 2005 and expires on May 16, 2005.
  19. P-2472.PDF Calvary Church requests authorization to site grade in connection with the construction of the Calvary Church - West Camps. Grading for the site will impact approximately 0.49-acres of emergent wetland adjacent to Big Creek in North St. Charles County, Missouri. Big Creek flows into the Cuivre River that is a tributary to the Mississippi River. The Public Notice opens on April 25, 2005 and closes on May 16, 2005.
  20. P-2471.PDF Hecht Construction Company seeks authorization to fill approximately 1035 lineal feet of two, intermittent, unnamed tributaries to facilitate residential lot development, including associated roadways and utility infrastructures. The purpose of the project is to provide single-family housing and associated structures to serve the proposed residential community, known as San Luis Trails. The project is located near Murphy, Jefferson County, Missouri. River. The Public Notice opens on April 27, 2005 and closes on May 18, 2005.

P-2469.PDF City of Wentzville requests authorization to construct a stormwater detention overbank area that will include 800 linear feet of channel modifications to an unnamed tributary of Dry Branch, which flows to McCoy Creek in Wentzville, St. Charles County, Missouri. McCoy Creek flows into the Cuivre River that is a tributary to the Mississippi River. The Public Notice opens on April 18, 2005 and closes on May 10, 2005. Due to technical difficulties the comment period will be extended until May 12, 2005.

P-2468.PDF THF Highway DD Development, L.L.C. requests authorization to site grade in connection with the development of a 200-acre retail development on a 264-acre parcel along US 40/61 in O'Fallon, St. Charles County, Missouri. The proposed project will impact approximately 8,459 linear feet of 3 different unnamed tributaries to O'Day Creek, which flows to Dardenne Creek, a tributary to the Mississippi River. The Public Notice opens on April 8, 2005 and closes on April 29, 2005.
  23. P-2466.PDF The applicant, Triad Development, Inc. has submitted an application for a Department of the Army Permit to develop 166 single-family homes, roadways, and infrastructure on a site located in Lincoln County, Missouri. The proposed development is known as Anna Meadows. The project, if approved, will impact approximately 1,435 linear feet of unnamed tributaries, a 1.46-acre pond, and a 0.61-acre wetland. The Public Notice opened April 1, 2005 and expires on April 22, 2005..
  24. P-2463.PDF Holcim (US) Inc. requests authorization to conduct grading in conjunction with the expansion of an existing quarry operation at their plant near Clarksville, Pike County, Missouri. The proposed project will impact approximately 7000 linear feet of an unnamed tributary to Calumet Creek, which flows into the Mississippi River. The Public Notice opens April 7, 2005 and expires on April 28, 2005.

  27. p-2459 p-2460 p-2461.PDF  Luhr Bros., Inc. requests authorization to expand fleeting and conduct periodic maintenance dredging within their existing terminal facility between Mississippi River Miles 127.4 to 127.8 in Ste. Genevieve County, Missouri. The Public Notice opens March 18, 2005 and expires on April 7, 2005.
  28. p-2464.PDF  The applicant, Medical Office Development Advisors, Inc. has submitted an application to develop a new medical office building and associated parking area on Des Peres Hospital property in Des Peres, St. Louis County, Missouri. The project, if approved, will cover approximately 515 linear feet of an unnamed tributary with a concrete pre-cast bridge structure. An approximate 0.13-acre emergent wetland will also be filled to facilitate development. The reach of unnamed tributary proposed for impact is a mitigation area that has been deed restricted to fulfill conditions of a Missouri Department of Natural Resources 401 Water Quality Certification dated October 12, 1999. The Public Notice opens March 11, 2005 and expires on April 1, 2005.
  29. p-2465.PDF  The applicant, Burkemper Land Development, Inc., proposes to fill approximately 3.59 acres of jurisdicational waters of the U.S. for the development of a single-family residential subdivision known as Stonegate. The proposed disposal area is the existing approved Corps of Engineers dredge disposal site located just downstream of the dredge area, along the left descending bank. The project is located approximately at Mississippi River Mile 89.1, near Grand Tower, Jackson County, Illinois. Opens February 17, 2005 and Closes March 4, 2005.
  32. p-2458.PDF  Paul Koch application to construct an approximate 50-foot high, 600 foot long earthen dam for purpose of creating a 28-acre recreational lake on his property. Approximately 280 linear feet of an unnamed tributary will be filled for construction of the dam and an additional 4,400 linear feet of jurisdictional tributary channels would be inundated with water. The proposed levee would provide flood protection to a proposed multi-use development area known as Lakeside Business Park.
