  1. P-2752:  Mr. Neal Day requests authorization to permanently moor a 30-foot by 90-foot recreational barge near the left descending bank of the Mississippi River, at approximate river mile 43.9, in Thebes , Alexander County, Illinois. The public notice comment period opens on March 5, 2010 and closes on March 25, 2010.
  2. Special Public Notice:  IL GP-26 RENEWAL: Rock Island District in association with all other Corps Districts who regulate waters of the U.S. in Illinois , request authorization to renew Illinois Regional Permit 26 for work in Illinois waters associated with emergency reconstruction and repair activities in counties declared flood disaster areas by the State of Illinois . The public notice comment period opens on March 1, 2010 and closes on March 31, 2010.
  3. P-2382cThe applicant requests authorization to modify the breakwater structure, which was authorized in the original permit to construct a boat harbor along the north side of the Illinois River in Grafton , Illinois . The purpose of the modification is to prevent sand and sediment from entering the harbor. The applicant proposes to place shipping containers in the river adjacent and abutting the breakwater authorized in the original permit. The public notice comment period opens on February 09, 2010 and closes on March 02, 2010.
  4. P-2747:  The applicant seeks authorization to impact approximately 568 linear feet of the left and right descending banks of an unnamed tributary to Burgher Branch.  Additionally, three grade control structures will be installed within the bed of the tributary.  The unnamed tributary flows to Burgher Branch which is a perennial tributary to the Meramec River .   The banks of the unnamed tributary are proposed to be stabilized by using rip rap and willow staking in conjunction with a vegetated back slope.  The three grade control structures are proposed to be installed at a 20:1 slope with a center vane/low flow channel.  To prevent additional head cutting within the stream, grade control structures will be installed at a depth of approximately three feet and will be composed of rip rap.  The grade control structures will also be keyed back into the banks to ensure confidence that they will not be flanked due to erosion and/or head cuts.  Township 37 North, Range 8 West, Section 1.  The project area is located perpendicular to Forum Drive approximately 500 feet south of the intersection of Forum Drive and Old St. James Road , in Rolla , Missouri .  The area of impact occurs on the unnamed tributary from the culvert under Forum Drive to the confluence of the unnamed tributary and Burgher Branch. 
  5. Supplemental Public Notice P-2746b, MVS-2009-796 :The applicant proposes to construct an approximate 540 foot dock structure connecting the North and South, St. Louis City Municipal docks, along the right descending bank of the Mississippi River at river mile 181.6. Please refer to the previous public notice, P-2746, for a more detailed description. This supplemental notice addresses the applicant’s modified intentions to construct a new sheet pile bulkhead wall riverward of the existing 800 foot South Dock bulkhead wall. The existing South Dock bulkhead wall is failing but will not be removed. Instead the applicant intends to construct a new sheet pile bulkhead wall riverward of the existing bulkhead wall. The new bulkhead wall will be constructed approximately 3 to 4 feet in front of the failing bulkhead wall and the interstitial space between the walls will be back filled with clean fill material. The fill material proposed by the applicant will be either crushed stone or concrete and will be based on adequate funding allocated to the project. A Composite beam and tie back system will reinforce the new bulkhead wall to the existing bulkhead wall. Approximately 13,000 cubic yards of crushed stone or concrete would be required to fill the interstitial space between the two sheet pile bulkheads. The proposed Middle Dock will then be connected to the new South Dock bulkhead wall as described in the original public notice. The project is American Recovery and Reinvestment Act funded and will be completed as a design-build project.
  6. P-2746:The St. Louis Port Authority proposes to construct an approximate 540 foot dock structure connecting the North and South, St. Louis City Municipal docks, along the right descending bank of the Mississippi River at river mile 181.6. The project would involve the removal of an existing 24 foot by 162 foot concrete dock structure, removal of an existing sheet pile cell, installation of a new tie-back dead man system, installation of a sheet pile bulkhead and the back filling of the bulkhead with clean crushed stone. The new middle dock would be constructed at a similar elevation and alignment as the north and south docks creating increased linear footage at the St. Louis City Municipal loading and off-loading river terminal facility. The new middle dock would not project into the river any further than the existing north and south docks. Approximately 1.10 acres of the Mississippi River would be impacted by the proposed plans. Similar loading and off-loading activities would occur at this location as conducted along the north and south docks. The use of temporary barges for construction purposes may be moored at this location to complete the work. 
  7. P-2745:  Limited Leasing Company requests authorization to continue commercial dredging up to 750,000 tons of sand on a yearly basis between Mississippi River miles 201.2 to 218.3. The ongoing operation is performed by suction dredging and would remain the same. The public notice comment period opens on January 8, 2010 and closes on January 28, 2010.
  1. P-2744:  The applicant requests authorization to conduct fleeting operations, i.e. anchor empty and loaded barges, at the above location to load and unload the barges up-river at mile 46.8 and at Southeast Missouri Port at mile 48.0. The applicant has recently purchased the property and has requested that all previously authorized permits from the previous owners be transferred to the applicant. While a review of the files for this location by the St. Louis District Regulatory Branch disclosed no known permit that would authorize the loading/offloading of materials, the proposed project will not alter current on-going operations in the area i.e. there are no known impacts the issuance of a permit would cause. The public notice comment period opens on December 11, 2009 and closes on December 31, 2009.
  2. P-2743: The Missouri Department of Transportation seeks authorization to conduct grading and filling activities in waters of the United States in conjunction with the upgrade and realingment of Missouri Route 141 from Olive Boulevard south to the intersection of the existing Route 141 and St. Luke's Drive. Additional information regarding the project and the alternatives analysis can be found in the Route 141 Final Environmental Assessment (EA) that is located on the applicant’s website at: http://www.modot.mo.gov/stlouis/documents/J6U0807_EA_Location_Study_Dec_2002.pdf The proposed project impacts consist of approximately 3.50-acres of wetlands, 1,835 linear feet of unnamed tributaries, 872 linear feet of Maryville Creek, and a temporary crossing of Creve Coeur Creek. The project corridor is located entirely within St. Louis County, Missouri and includes portions of the cities of Chesterfield, Creve Coeur, and Town and County. The public notice comment period opens on November 16, 2009 and closes on December 16, 2009.
  3.  P-2742: The Yacht Club of St. Louis requests authorization to perform periodic maintenance excavation of up to 35,000 cubic yards of accumulated river sediment from within their marina basin. A backhoe, long reach trackhoe or dredge would be used to excavate the basin. The excavated material would be open water discharged into adjacent portions of Dardenne Slough, which is an open side channel of the Mississippi River, at approximate river mile 225.4. The public notice comment period opens on November 5, 2009 and closes on November 25, 2009.  
     
  4. P-2741: Pete Tully requests authorization to perform periodic maintenance excavation of up to 5,000 cubic yards of accumulated river sediment from his existing Polestar Marina basin. A backhoe or long reach trackhoe would be used to excavate the marina entrance, beneath marina docks, fairways and the vessel lift well. The excavated material would be placed in a barge and transported to the river for open water disposal. The public notice comment period opens on October 23, 2009 and closes on November 22, 2009.  
     
  5. P-2738 through P-2740: The Corps of Engineers proposes to construct new river training structures and alter existing river training structures to provide environmental enhancement to a homogeneous stretch of the Mississippi River. Specific dimensions, quantities and designs of the proposed river features are available for viewing in the project's associated Environmental Assessment. The proposed activities would occur in three locations known as the Herculaneum Side Channel Restoration Project. The project is located in the Middle Mississippi River between river miles 156.5 to 149.5 in Jefferson County, Missouri and Monroe County, Illinois, near the town of Herculaneum, Missouri. The public notice comment period opens on October 29, 2009 and closes on November 29, 2009. Written comments must be submitted to my attention at the address listed below or by replying to this e-mail message. 
     
  6. P-2736:Consolidated Grain & Barge Co. seeks authorization to replace two permanent work barges at their existing Birds Point Terminal Dock Facility. The existing work barges are 26 feet wide by 315 feet in total length. The existing work barges will be replaced with one, standard barge that is 35 feet wide by 195 feet long. The standard barge will be held in place by spud poles. To accommodate the width of the new standard barge, Consolidated Grain and Barge Co. seeks authorization to dredge approximately 4,000 cubic yards of accumulated sediment and sand between the existing work barges’ current locations and the river bank. All dredged material will be removed by means of a crane and clam shell. The dredge material will be placed in trucks and transported approximately 250 feet southwest of the facility where the material will be deposited on an upland site. The upland disposal site is within an agricultural field abutting the entrance road to the Birds Point Terminal. The disposal site is approximately 0.5 acre in size. This facility is located along the right descending bank of Mississippi River, at approximate river mile 2.4, approximately 4 ½ miles northwest of Wilson City, Missouri. Specifically in Northwest ¼ of the Southeast ¼ of Section 24, Township 27 North, Range 17 East, Mississippi County, Missouri.  
     
  7. P-2735: The St. Louis County Department of Highways & Traffic and Public Works seeks authorization to conduct grading and filling operations in waters of the United States in conjunction with the Page-Olive Connector from Route 364 to Olive Boulevard. The applicant stated that the Page-Olive Connector (Project) (also known as the Maryland Heights Expressway Connector) is a planned element of the regional transportation network that is needed to address existing and forecasted deficiencies of the local and regional roadway system. Additional information regarding the project and the alternatives analysis can be found in the Page-Olive Connector Final Environmental Assessment (EA) that is located on the St. Louis County Highway’s web site at www.page-oliveconnector.org . The proposed project impacts approximately 1.19-acres of wetlands and temporarily impacts approximately 1,319 linear feet of stream channel. The project site is located near Maryland Heights, St. Louis County, Missouri. The public notice comment period opens on September 24th and closes on October 16, 2009.
      
  8. Special Public Notice:  The Federal Energy Regulatory Commission (FERC) has released the revised scoping document (SD2) and draft study plans for the hydrokinetic energy projects on the Mississippi River. In addition, FERC has scheduled multiple public meetings to discuss this information. Comments on these documents are due to FERC on November 27, 2009. 
     
  9. P-2734: Central Stone Company requests Section 10 authorization to excavate up to 2,000 cubic yards of accumulated river deposits around an existing barge loading terminal. The excavated material would be disposed at the applicant's existing upland, contained quarry. The activity site is located in Pike County, Illinois, at approximate Illinois River Mile 67.2. The public notice comment period opens on September 9th and closes on September 29, 2009. 
     
  10. P-2733: The applicant seeks authorization to impact approximately 0.90-acres of forested wetland and 0.05-acres of emergent wetland and 257 lineal feet of an unnamed, perennial tributary to Dardenne Creek. The applicant proposes to construct a new roadway, named West Sunny Hills Boulevard Extension, which will serve as a connector to Mexico Road and Ohmes Road. The wetlands are adjacent to Dardenne Creek, a primary tributary of the Mississippi River. The project area is located immediately to the south of Mexico Road at its intersection with West Sunny Hills Boulevard, in the City of St. Peters. More specifically, in US Survey 1685, Township 47 North, Range 3 East, St. Charles County, Missouri. The public notice opens September 3 and closes September 24th, 2009.
  1. P-2720:  The Village of Fairmont City's proposes to create a Wetland Interpretive Center which will be a hands-on wetlands ecosystem education center. The project will feature a stocked recreational lake with two islands containing wood duck boxes, a raised boardwalk, two pavilions, a parking area, a fireman's trail and include a section of the Mounds Heritage Trail. Currently there are 98.36 acres of wetlands onsite, of which 42.11 acres will be converted to a different type and 1.58 acres will be permanently filled. The applicant is proposing onsite mitigation as well as mitigation in four borrow ponds to the west of this location. 
     
  2. P-2731: Holcim proposes to utilize a hydraulic cutterhead dredge to conduct periodic maintenance dredging within their recently excavated inland harbor to the original construction depth. High river events caused sediments to deposit within the newly created harbor. Up to 200,000 cubic yards of accumulated sediment could be dredged annually, if necessary, from the harbor and transported in a 12-inch-diameter contained pipeline for open river disposal, in approximately 24-feet deep water, at approximate Mississippi River Mile 137.7, in Ste. Genevieve County, Missouri. The public notice comment period opens on August 20, 2009 and closes on September 9, 2009. 
     
  3. Special Public Notice:  This  Special Public Notice announces a 30 day comment period extension, until September 14, 2009, regarding the proposed suspension and modification of Nationwide Permit 21.  
     
  4. P-2732:  The applicant seeks authorization to conduct bank stabilization activities by lining both sides of a 1,250 lineal foot section of this stream channel with gabion baskets as replacement for the existing channel linings. The existing bank stabilization methods along this reach are deteriorated to the extent maintenance repairs and replacement is needed. The channel immediately upstream of the proposed project site is paved with concrete. The purpose of Phase III of the storm water improvement projects is to replace the back stabilization along the channel beginning at the intersection of Englewood Drive and Overbrook Drive and will extend approximately 1,250 lineal feet along the stream channel. This section of channel is located mostly in the backyards of a residential neighborhood with utility lines and mown lawns. Various forms of stabilization have been used over time, including sections of poured concrete adjacent to the road crossings and rock riprap or other materials used along the various properties in an attempt to protect the homeowner’s properties from erosion due to high velocity, high water events. To address these erosion issues, plans include the removal of the existing lining materials and shaping the channel to a consistent trapezoidal shape lined with the gabion baskets along this 1,250 foot section of the channel.

The project area is located in Township 57 North, Range 14 East, Section 15, in Macon County, Missouri. Phase III of the Storm Water Improvements to the unnamed tributary of the Middle Fork Salt River would begin at the intersection of Englewood Drive and Overbrook Drive, and follow the creek approximately 750 feet to Hillsdale Drive and continues approximately another 500 feet to the ending point.

  1. P-2730:  Southshore Marina Inc. seeks authorization to hydraulically dredge approximately 23,000 cubic yards of accumulated sediment and sand from within their existing boat basin back to its original construction depths. The purpose of the project would be to remove sediments and sand that have been deposited within the boat basin due to the fluctuation of the water levels within the Mississippi River. Authorization to conduct periodic dredging activities would ensure an adequate depth for safe boating and provide Southshore Marina members access to their boat slips as well as the river itself. All dredged material would be deposited back into Dardenne Slough, a side channel of the Mississippi River, via an eight inch discharge pipe. The marina is located along the right descending bank of Dardenne Slough, within the Mississippi River, at approximate river mile 226.9, approximately three miles north of St. Charles, in St. Charles County, Missouri. 
     
  2. P-2729:  The applicant seeks authorization to construct a rail loop extension to allow the UP railroad to more efficiently deliver 150-car unit trains of coal from Western United States to the Kellogg Port, near the left descending bank of the Mississippi River at mile 125.5. The rail loop extension would consist of constructing an elevated berm and rail approximately 2,700 linear feet by 50 foot in width and connecting it to an existing rail within the Kellogg facility. The borrow material to construct the rail loop will be trucked in from an offsite, upland location. The proposed rail loop would be located directly to the west of Kellogg’s loading facility and would cross County Highway 12/ Modoc Ferry Road. Additionally, the northern portion of the loop extension would run for approximately 650 feet adjacent to the Prairie Du Rocher and Modoc Drainage District’s levee at approximate distances of 25 to 105 feet from the riverward toe of the levee. 
     
  3. This special public notice describes the proposed suspension and modification of  Nationwide Permit 21 in the Appalachian region of Kentucky, Ohio, Pennsylvania, Tennessee, Virginia, and West Virginia.
     
  4. This public notice announces the availability of the Draft Eastern Mountains and Piedmont Regional Supplement to the 1987 Wetland Delineation Manual (Environmental Laboratory 1987). The draft is being field tested by interagency teams of state and Federal scientists to assess its clarity and ease of use, and to determine whether use of this supplement will result in any spatial changes in wetland jurisdiction for Clean Water Act Section 404 purposes. 
     
  5. P-2718:  The Grafton Ferry Boat Company requests authorization to perform periodic maintenance dredging and associated open river disposal of up to 20,000 cubic yards of accumulated river sediment from an area within the Grafton Ferry travel route. The activity site is located near the Illinois and Mississippi River confluence, separated by Island 526, at approximate Illinois River Mile 0.3 and approximate Mississippi River Mile 218.3, in the Northeast ¼ of Section 34, Township 49 North, Range 5 East, in St. Charles County, Missouri. The public notice comment period opens on July 10, 2009 and July 30, 2009.
     
  6. P-2721 through P-2728: Wayne B. Smith, Inc., requests authorization to expand sand and gravel dredging reaches for commercial purposes from eight areas along the right descending bank, between Mississippi River Mile 282.1 to 283.0. Cummulative tonnage to be removed annually will not exceed 150,000 tons. The public notice comment period opens on July 7, 2009 and closes on July 27, 2009.

  9. P-2717:  The applicant, Orchard Farms School District c/o Bax Engineering, seeks authorization to fill approximately 3.6-acres of scrub-shrub wetland and 70 lineal feet of an unnamed tributary for the development of a new school building, sports field, detention basin and access road. The purpose of the activity is to create a new elementary school in the Orchard Farm School District due to the rapidly developing student population. The District currently owns an 80-acre campus which includes the elementary, middle and high schools, central administrative offices, district maintenance and transportation facility. The current infrastructure does not support the addition of another elementary school as the available capacity of the system (well and treatment facility, sanitary sewers and lagoon) will be needed for future additions to existing facilities. The wetlands and tributary are located within the 100-year floodplain of the Missouri River. The public notice opens June 8 and closes June 29 2009.
     
  10. P-2716:  Monsanto Corporation requests authorization to construct a detention basin and forebay in an unnamed tributary to Deer Creek. The project site is located entirely on their East Campus in Creve Coeur, St. Louis County, Missouri. Construction will result in 935 linear feet of impacts. Deer Creek is a secondary tributary to the Mississippi River. The Public Notice opens May 20, 2009 and closes on June 12, 2009.
     
  11. P-2715: Jotori Dredging requests authorization to hydraulically dredge up to 700,000 tons of sand from the Mississippi River, within waters of the state of Missouri, between river miles 191 to 194. The public notice comment period opens on May 20, 2009 and closes on June 9, 2009.

P-2714: Luhr Bros., Inc, seeks authorization to install a temporary sheet pile cofferdam, to discharge rock fill, to construct a barge way repair facility and to conduct periodic maintenance excavation with associated upland disposal. The public notice comment period opens on May 1, 2009 and closes on May 15, 2009.

P-2702: The Howard Bend Levee District requests authorization to impact jurisdictional waters of the United States in association with the construction of a secondary high flow channel and levee outlet structure. The public notice comment period opens on April 28, 2009 and closes on May 19, 2009.  
  15. P-2710: The Patzius Company seeks authorization for the permanent mooring of the USS Inaugural, a decommissioned World War II minesweeper, along the right descending bank of the Mississippi River at river mile 187.7. The ship will be permanently moored on the west side of an existing twenty foot diameter mooring cell previously owned by the Portland Cement Company and has since been purchased by the City Museum in St. Louis, Missouri. The ship will be secured to the mooring cell with one and a quarter inch barge cables allowing the ship to adjust with rising and falling river levels. This 530 ton ship is 184 feet 6 inches in length and has a beam width of 33 feet. The historic USS Inaugural will be placed on display at this location to be viewed by the public. The proposed mooring site is located at Latitude 38.4354608 North, Longitude -90.1241309 West, Township 46 North, Range 07 East, St. Louis City, Missouri. The public notice comment period is open from April 9, 2009 through April 30, 2009.
     
  16.   18. P-2712: The applicant, The City of Frontenac, requests Department of the Army Permit authorization to enclose a portion of an intermittent tributary that currently serves as open-channel stormwater conveyance. The project site is generally located west of and adjacent to Geyer Road, between Twin Fawns Drive and High Meadow Road, in Frontenac, Missouri. The enclosure consists of a 66-inch underground culvert. The new culvert is proposed to reduce the potential for residential and roadway flooding in the project area. By routing stormwater generated upstream of the project site underground through the new culvert, flooding in the project site will be alleviated. Construction of the project would result in the loss of 1,115 linear feet of the tributary to Two Mile Creek. An approximate 500-LF channel will be reconstructed in the project corridor. The open channel is intended to convey on-site stormwater to Two Mile Creek, as well as offset the loss of natural channel function within the site. Two Mile Creek is a tributary of the Mississippi River. The Public Notice opens April 3, 2009 and closes on April 24, 2009.
  19. P-2711:: The applicant, Metropolitan St. Louis Sewer District, requests authorization to enclose an unnamed tributary to Coldwater Creek. The project site is located in Overland, St. Louis County, Missouri. The unnamed tributary exists as two segments of open channel within a drainage system that has otherwise been previously enclosed for stormwater conveyance. The remaining open segments are proposed to be enclosed to alleviate local flooding and resultant structural damage. Enclosure of the channels will result in 630 linear feet of impacts. Coldwater Creek is a primary tributary to the Missouri River. The Public Notice opens April 3, 2009 and closes on April 24, 2009.
  20. P-2707: The applicant request authorization to suction dredge up to 700,000 yards of sand between Mississippi River Miles 191 to 194, within St. Louis County, Missouri. The public notice opens on February 23, 2009 and closes on March 15, 2009.
  21. Confluence Point Missouri River Fish and Wildlife Mitigation Project. 
    Project Summary: The U.S. Army Corps of Engineers (Corps) - Kansas City District (NWK) proposes to develop fish and wildlife habitat on approximately 1,118 acres of land at the confluence of the Missouri & Mississippi River in St. Charles County, Missouri. The project name is the Confluence Point Missouri River Fish and Wildlife Mitigation Project (Confluence Point). The project involves the restoration and long term management of fish and wildlife habitat on two contiguous tracts of land. Approximately 532 acres of land in the north section is owned by the Corps of Engineers and the remaining, approximately 586 acres, is owned by the Missouri Department of Natural Resources (MDNR). The project would be completed under the authority of the Corps' Missouri River Fish and Wildlife Mitigation Program (Mitigation Program). Collectively, the 1,118 acres are managed by MDNR as their Edward (Ted) and Pat Jones – Confluence Point State Park.

  22. P-2705:The applicant, Metropolitan St. Louis Sewer District, requests authorization to discharge fill material below the ordinary high water mark of an unnamed tributary for purposes of reducing erosion and bank instability within 1,100 linear feet of channel. The proposed work consists of backsloping steep banks, installing composite revetments, removing two railroad tie retaining walls and replacing them with modular block retaining walls, as well as installing 13 grade control structures. The tributary is a tertiary stream to the River Des Peres Drainage Channel, which is a primary tributary to the Mississippi River. The Public Notice opens February 12, 2009 and closes on March 5, 2009.
  23. P-2706: The applicant, Moberly Area Economic Development Corporation, requests Department of the Army Permit authorization to construct a 14-acre commercial/retail facility. The project site is located in the northeastern quadrant of the intersection of Highway 63 and Highway 24, in Moberly, Missouri. Construction of the project would impact 2.4 acres of jurisdictional wetlands. The Public Notice opens February 13, 2009 and closes on March 6, 2009.
  24. P-2701: The applicant, Soft Surroundings, requests Department of the Army Permit authorization to expand their existing warehouse and distribution facility. The project site is located north of the intersection of Elmwood Drive and Lakeview Road, in Mexico, Missouri. The expansion is proposed to increase facility capabilities to meet growing company needs. Construction of the project would impact 745 linear feet of ephemeral tributaries to South Fork Salt River, as well as 0.22 acres of jurisdictional wetlands.   25. P-2699: The applicant, The City of Wentzville, requests Department of the Army Permit authorization to construct an approximate 4.3-acre permanent pool detention basin. The project site is located between William Dierberg Drive and Spring Meadow Drive, in Wentzville, Missouri. The basin is proposed to reduce the potential for flooding in a downstream residential area. Construction of the project would impact 1,350 linear feet of tributaries to McCoy Creek, as well as 0.14 acres of jurisdictional wetlands.   26. P-2704:The applicant, the Union Pacific Railroad Company, has submitted an after the fact application requesting authorization to allow the placement of fill material in wetlands. This application was submitted after an alleged unauthorized discharge of fill material into known "Waters of the United States", on land adjacent to railroad tracks near the Metro East Sanitary District Levee in Sauget, St. Clair County, Illinois. The fill was placed in an upland area 1.98 acres in size and in a wetland area approximately 0.69 acres in size.
  27. P-2703:The applicant, The City of Lake Saint Louis, requests Department of the Army Permit authorization to enclose/pipe approximately 1,015 linear feet of an unnamed tributary to Lake Saint Louis. The pipe will connect the existing culvert under Rue Grand Drive to the existing culvert under Dauphine Drive, in the City of Lake Saint Louis, St, Charles County, Missouri.   28.  P-2698:The applicant. Jeff Snider requests Department of the Army Permit authorization to construct a dam on Brady Creek, which is a tributary to the Meramec River. P-2673:The applicant, Flooded Farms, LLC, requests an After-the-Fact Department of the Army Permit for the unauthorized discharge of fill material into 1.0-acre of emergent wetland, dredging of an approximate 1.45-acre pond and associated riprap protection around the ponds shoreline. P-2682: Kaskaskia River Marine/Campgrounds Inc. seeks authorization for the excavation of the northeast section of the existing boat basin and the creation of additional campsites at the Kaskaskia River Marina. The proposed activities for this project are for the excavation of approximately 1600 cubic yards of accumulated sediment within the marina, placing the excavated material adjacent to the boat basin to be graded and used for a 315 foot by 80 ft area for the placement of campsites, installation of a approximate 100 foot culvert extension, placement of approximately 480 linear feet of rip-rap 3 feet high along the banks, installing water, sewer and electric utilities and creation of rock impact sites for individual campsites. The harbor is located adjacent to the left descending bank of the Kaskaskia River , at approximate river mile 28.5, in New Athens, Illinois.   8. P-2683: The applicants, Millwell Green, LLC, c/o Conrad Properties Corporation and the City of Maryland Heights, seek authorization to conduct grading and filling operations in waters of the United States in conjunction with the redevelopment of an office/warehouse site, referred to as Millwell Green Development, and the City of Maryland Heights’ (City) new government center. The Millwell Green Development is separated from the City’s government center by a single unnamed, intermittent tributary to Fee Fee Creek. Approximately 635 linear feet (LF) of the channel remains open within the property boundary. The channel becomes enclosed again, prior to exiting the property. The applicant is proposing to enclose/pipe the 635 LF remnant channel. Total impacts to Waters of the United States consist of 635 LF of tributary impacts.   9.  P-2681: The applicant, Savatran, LLC, proposes to construct a new 14.4-mile rail connection. The proposed railway will facilitate the transportation of a variety of products including coal, grain, chemicals, construction materials, and forest materials. The rail spur will begin southwest of the town of Macedonia at Akin Junction in Franklin County, Illinois and terminate at the Evansville Western Railway connection located north of the town of McLeansboro in Hamilton County , Illinois . P-2680: The applicant, Mr. Jeffrey Smith (Metropolitan St. Louis Sewer District) seeks authorization to impact approximately 1010 linear feet of the left descending bank and 1070 linear feet of the right descending bank of Fishpot Creek, in conjunction with the project known as Pepperdine Court-Fishpot Creek Bank Stabilization. The bank stabilization is located on an approximately 90 degree bend of Fishpot Creek, a primary tributary to the Meramec River .   11. P-2562:  The applicant, Fairview Heights Associates, L.P. requests authorization under Section 404 of the Clean Water Act to impact 901 linear feet of intermittent tributary by relocating the channel into a new 1,867 foot long trapezoidal channel and discharge fill into approximately 0.11 acres of wetlands for purposes of facilitating a commercial development. The proposed development was previously placed onto Public Notice on June 30, 2006 and expired on July 20, 2006. As a result of the Public Notice process, the U.S. Fish and Wildlife Service contacted our office on September 7, 2006 and notified us that the project area previously had a complaint filed by the U.S. Environmental Protection Agency (USEPA) pursuant to Section 107 of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA). P-2676: Ameren requests a Section 10 and Section 404 permit to construct 30.2 miles of 345kV transmission line from Baldwin , Illinois , to AmerenUE’s Rush Island Power Plant, located along the right descending bank of the Mississippi River, at approximate river mile 140, directly across from Fults Illinois . The project would permanently impact 3.86 acres of wooded wetlands and temporarily impact 0.55 acre of ephemeral and intermittent waterways and emergent and farmed wetlands in Illinois . The project would also cause permanent loss of wooded riparian areas crossed by the transmission line due to ROW clearing requirements. The line crosses a total of 48 intermittent and perennial streams and rivers. The public notice comment period opens on May 27, 2008 and closes on June 16, 2008.
  19. P-2675: The applicant, Mr. Danny Evans, requests an After-the-Fact DA permit for the unauthorized discharge of dredged material and the placement of offsite fill in approximately 1.10 acres of emergent wetland.  Activities occurred in an emergent wetland adjacent to Horseshoe Lake in the Village of Pontoon Beach, Madison County, Illinois.  Specifically, the site is located in the northwest 1/4 of Section 14, Township 03 North, Range 09 West of the 3rd Principal Meridian in Illinois . The applicant has proposed a mitigation plan to compensate for wetland losses (See Attached Public Notice for details).   20. P-2674: The applicant, Sugar Camp Energy, LLC, requests permission to construct an underground coal mine. The proposed location of the underground mine is in Sections 2, 3, 4, 9, and 10 of Township 06 South, Range 04 East near the town of Macedonia in Franklin County, Illinois. The mine permit boundary consists of 1,264 acres with an approximate 10,839 acres of mine shadow area. Project activities in the mine permit boundary will result in direct impacts to 5,416 linear feet of intermittent stream and 7.92 acres of wetland that are considered jurisdictional waters of the United States .   21.  MVS-2008-302.  The applicant, Watershed Land Trust, Inc., has submitted a proposal to create a new In-Lieu-Fee compensatory mitigation agreement with the five Corps of Engineers Districts within the State of Missouri . If approved, the collection of fees will fund the creation, enhancement, preservation and/or restoration of aquatic resources within the State to mitigate unavoidable impacts to waters of the U.S. authorized by the five Corps District's regulatory program. P-2672: The applicant, Metropolitan St. Louis Sewer District, requests authorization to discharge fill material below the ordinary high water mark of Sappington Creek for purposes of stabilizing eroding reaches of creek bank. A total of 700 linear feet of channel work is proposed and consists of the installation of a rock wedge and heavy stone revetment. Sappington Creek flows into Gravois Creek which is a tributary to the River Des Peres Drainage Channel. The River Des Peres Drainage Channel is a primary tributary to the Mississippi River .   23. P-2671: The Illinois Department of Transportation (IDOT) has submitted a Mitigation Bank Prospectus to restore, create, and permanently protect 69.2 acres of wetland and 18-acres of upland forest. The proposed environmental improvements also include enhancing and protecting 4,200 linear feet of Sugar Camp Creek and its associated riparian buffer. If approved, the Mitigation Bank would serve as a compensatory mitigation option for IDOT to fulfill permit conditions under Section 404 of the Clean Water Act, there Section 401 Water Quality Certification, and there projects requiring approval under the Interagency Wetlands Policy Act. Sugar Camp Creek is a tributary to the Middle Fork of the Big Muddy River, which flows into the Big Muddy River a primary tributary to the Mississippi River . The proposed Mitigation Bank is located in Franklin County, Illinois. The public notice opens April 16, 2008 and closes May 7, 2008.
  24. P-2670: Carlyle Limited Partnership, West Access Marina, requests a permit to excavate the existing marina to original and expanded contour depths for maintenance and potential expansion needs.   29. P-2597: The applicant, Metropolitan St. Louis Sewer District (MSD), proposes improvements to the existing Missouri River Wastewater Treatment Plant by providing Secondary Treatment Upgrades in order to meet anticipated needs by the applicant to comply with expected tightening of U.S. Environmental Protection Agency discharge standards. The proposed expansion will impact a compensatory wetland mitigation site. The compensatory mitigation site was a result of a Kansas City District, Corps of Engineers permit condition issued in 1985. To date, MSD is not in compliance with the terms and conditions of the 1985 permit. The St. Louis District is soliciting comments on the proposed expansion; resolution of the permit non-compliance; the ramifications of impacting the non-functioning mitigation site; and if a permit is to be issued, the appropriate amount and type of compensatory mitigation for the impacts to the mitigation site, taking into consideration the temporal loss of the original wetlands impacted in 1985. The project is located north of the Maryland Heights Expressway at approximate Missouri River mile 31 in St. Louis County , Missouri .   30. P-2663:The applicant, Covert - Corsair Homes, Inc., seeks authorization to conduct grading and filling operations in waters of the United States in conjunction with the development of an 11-acre site for mixed-use commercial and residential development. The proposed location is northwest of the intersection of Manchester Road and Taylor Road . The applicant is proposing to enclose/pipe approximately 600 lineal feet of Tributary A for the creation of parking lots and a wet pond detention basin. The development plan also proposes to enclose/pipe approximately 215 linear feet of Tributary B to facilitate the construction of a condominium. Total impacts to Waters of the United States consist of 815 linear feet of tributary impacts.   31. P-2662:The applicant, H&H Development, Inc. requests Section 404 authorization to drain and fill a 1.08-acre pond to facilitate development of a 23 lot residential subdivision. P-2660: The applicant, Arch-View Business Park, Illinois Land Trust-Chicago Title #109-7110, requests permission to construct a commercial retail and office development including roadways, parking lots, and infrastructure. The proposed location of the commercial development is located directly southeast of I-255 and northwest of Mousette Lane within the city limits of Sauget in St. Clair County, Illinois. Project activities will result in filling 650 linear feet of unnamed perennial canal and 1.54 acres of abutting emergent wetland that are considered jurisdictional waters of the United States.   34. P-2581: Shiloh Retail Trust # 125 has submitted an application for a combined commercial and residential development to be called Three Springs at Shiloh on an approximate 334-acre site near several unnamed tributaries to Richland Creek in Shiloh, St. Clair County, Illinois. The project is located at the southeast intersection of Green Mount Road and Frank Scott Parkway East. The total impacts are 7.57 acres of jurisdictional waters (4.02 acres of open water ponds and 3.55 acres of wetlands) and 6680 linear feet of impact to the 5 tributaries on site. The applicant proposes to construct a 13-acre lake to serve as open water mitigation for the proposed impacts to the ponds and incorporate wetland fringe areas as a component of the constructed lake that will help mitigate for proposed wetland impacts. The Public Notice comment period opens on February 22, 2008 and closes March 14, 2008.
  35. P-2659:The applicant, Metropolitan St. Louis Sewer District, requests permission to replace 10,300 linear feet of existing sewer pipe. The proposed location of the sanitary sewer relief is located east of Route 141 (Woods Mill Road), between Ladue Road and Olive Boulevard. The installation of the relief pipe will require clearing and grubbing to allow room for trench excavation, equipment access, and temporary stockpiling of excavated materials. Jurisdictional waters within the alignment consist of Creve Coeur Creek, 9 unnamed tributaries, and 14 wetlands proposed to be crossed and impacted by the project. Work will require clearing and grubbing of wetland areas, resulting in permanent impacts to 1.34 acres of forested wetlands and 0.30 acres of scrub-shrub wetlands (See Attached Public Notice for details.) The project traverses the Creve Coeur Creek watershed and is located within the municipal limits of Chesterfield, in St. Louis County, Missouri.   36. P-2658:  The applicant, Erickson Retirement Communities, requests permission to construct a large-scale continuing care retirement community just south of Grants Farm, in St. Louis County, Missouri. The proposed location for the retirement community is a 94 acre site, and it contains three unnamed tributaries to Gravois Creek. The applicant is proposing to enclose/pipe approximately 1,958 linear feet of intermittent waters to facilitate the construction of roadways, buildings, and parking infrastructure. Additionally, the project plans propose to impact approximately 414 linear feet of intermittent waters to create on-site stormwater detention. Total impacts to Waters of the United States consist of 2,372 lineal feet of tributary impacts. The applicant is aware of mitigation and has proposed to compensate for stream losses. P-2657:  Wilmer Road Holdings, L.L.C. and Greenway Network, Inc. has submitted a Mitigation Bank Prospectus to restore, enhance, and preserve 5,750 linear feet of Peruque Creek and its associated riparian corridor to establish a stream mitigation bank. If approved, the mitigation bank would offer the applicant an additional compensatory mitigation alternative to offset unavoidable impacts to tributary channels that are considered jurisdictional waters of the United States. The proposed mitigation bank is located in St. Charles County, Missouri. Peruque Creek is a tributary to the Mississippi River. The Public Notice comment period opens on January 14, 2008 and closes February 4, 2008. 
  38. P-2601: The applicant, Mr. William F. Holekamp, requests permission to construct an approximate 90.26-acre recreational lake southwest of Defiance, in unincorporated St. Charles County, Missouri. The proposed location for the lake is a 437-acre site, and contains several unnamed tributaries to Femme Osage Creek. The applicant proposes to construct an earthen dam that is approximately 60-foot high, 950 feet long, and contains a foundation embankment of up to 400 feet wide. The proposed construction of the lake will roughly fill approximately 450 linear feet of perennial-flow waters and inundate approximately 1,652 linear feet of perennial-flow waters, approximately 4,735 linear feet of intermittent streams, and approximately 2,870 linear feet of ephemeral streams. The applicant is aware of mitigation and has proposed to compensate for stream losses. (See Attached Public Notice for details.) The project is located on the Labadie USGS quadrangle map in Sections 31 and 32, Township 45 South, Range 02 East. P-2571.P-2572,P-2573: The U.S. Army Corps of Engineers Planning, Programs, and Project Management Division of the St. Louis District has applied for Department of the Army authorization to rehabilitate and enhance aquatic and wetland habitats on Bolters, Dardenne and Westport Islands within Mississippi River Pools 25 and 26. The proposed activities comprise the Corps’ Pools 25 & 26 Islands Habitat Rehabilitation and Enhancement Project. The public notice comment period will be for an extended period opening on December 19, 2007 and closing on January 23, 2008.
  40. P-2656: Holcim seeks authorization to hydraulically dredge and/or dragline dredge their existing Clarksville, Missouri, harbor. The purpose is to maintain adequate harbor depths to allow uninterrupted material unloading and cement loading, which includes dredging the barge mooring area and harbor entrance. All dredged material would be deposited at upland sites, either as fill material in the Holcim Clarksville quarry or at an alternate upland disposal location. The harbor is located near the right descending bank of the Mississippi River, at approximate river mile 274.3, in Pike County, Missouri.   41. P-2655: Continental Cement Company seeks Section 10 of the Rivers and Harbors Act authorization to replace portions of their existing river terminal facility to allow uninterrupted operations during and after the proposed construction of the new Mississippi River Bridge. The project will be conducted within the Mississippi River, along the right descending bank, at approximate river mile 181.2, approximately one mile north of the Martin Luther King Bridge, in St. Louis County, Missouri. The public notice opens on December 13, 2007 and closes on January 2, 2008.
  1. P-2653: The Tri-City Regional Port District request authorization to excavate approximately 10,000 cubic yards of accumulated deposits from in front of their existing North Harbor in the Chain of Rocks Canal. The material would be excavated with a barge mounted and/or land operated clam shell excavator. No dredging equipment is proposed to complete the work. The excavated material would be placed in hopper barges and towed to the primary open river disposal location in St. Louis County, Missouri, at approximate Mississippi River Mile 194. The secondary open river disposal area is proposed near the Missouri and Illinois state boundary, at approximate Mississippi River mile 184. The excavation area is located in the Southwest ¼ of Section 14, Township 3 North, Range 10 West, in the Chain of Rocks Canal, in Madison County, Illinois. The public notice comment period opens on December 3, 2007 and closes on December 24, 2007.
  2. P-2654: The Lewis and Clark Community College requests authorization to construct features associated with the National Great Rivers Research and Education Field Station. The facility would be located on U.S. Army Corps of Engineers property, near the Melvin Price Lock and Dam. The proposed facility is to function as a field station and laboratory for studying the ecosystem of the confluence of the Illinois, Missouri and Mississippi Rivers. Regulated activities include the proposed construction of a boat ramp, parking areas and a river intake pump station and discharge pipe to feed an aquatic raceway system for various research projects. The project area is located in the Southeast and Southwest ¼ of Section 19, Township 5 North, Range 9 West, along the left descending bank of the Mississippi River, immediately below the Melvin Price Lock and Dam, in Madison County, Illinois. The public notice comment period opens on December 4, 2007 and closes on December 25, 2007.
  3. P-2622: The applicant, Park Hills Development, has applied for a Department of the Army Section 404 permit to facilitate the construction of a proposed residential and commercial development, named Park Hills Estates, in the City of Troy, Lincoln County, Missouri. Approximately 2225 lineal feet of two, unnamed tributaries will be impacted to support lot development, a road crossing and a residential lake that will be used as detention. The tributaries flow into Whitcomb Branch Creek, a primary tributary to the Cuivre River. Specifically, the project is located off of South Main Road, in the Northeast Section 1/4 of Section 2 and the Southeast 1/4 of Section 36, Townships 48 and 49 North, Range 1 West. 
  4. P-2652: Allan Josesph Marine, LLC requests Section 404 and Section 10 permission to construct Winneberg Marina. The project consists of a rock jetty and a floating breakwater enclosing 174 floating boat slips, a main dock with ship’s store, covered and uncovered dry storage, parking facilities, restroom facilities, and three boat ramps. All of the marina structures will be constructed within the 300 foot jetty and the 1800 feet floating breakwater. The project is located on the left descending bank of Mississippi River mile 229.5, in Sections 1 & 6, Township 14 South, Range 1 and 2 West, near Fruitland Landing, Calhoun County, Illinois. The public Notice comment period opens from October 31, 2007 and closes November 21, 2007.

  5. P-2651: Consolidated Grain and Barge Company requests a Section 10 permit to construct a pile supported concrete dock that would replace an existing floating dock. Four steel pile dolphins are also proposed. Two new conveyors and truss systems would be installed on the proposed dock to support offloading operations. The project is located near Main and Carroll Streets, along the left descending bank of the Illinois River, at approximate Illinois River mile 64.4, in Naples, Scott County, Illinois. The public notice comment period opens on October 31, 2007 and closes on November 20, 2007.
  6. P-2650: The applicant, Conoco Phillips, requests authorization to construct a docking facility, laydown areas, and a heavy haul road and/or improvement to existing roads from the Phoenix River Terminal at Hartford, Illinois, to the Conoco Phillips Wood River Refinery in Roxana, Illinois. The project purpose is to construct the infrastructure and facilities to move large, heavy, equipment from the proposed docking facility to the refinery. (See Public Notice for further details) The project is proposed to occur on the left descending bank of the Mississippi River at approximate river mile 195.3, just upstream of the confluence with the Missouri River. Specifically, the project occurs in Sections 1-4, & 9-12, of Township 04 North, Range 09 West, and Section 35 & 36 in Township 05 North, and Range 09 West, in the towns of Hartford and Roxana, Illinois. The public notice opens November 09, 2007, and closes November 30, 2007.
  7. P-2649: Wetlands Forever, Inc. has submitted a Mitigation Bank Prospectus to restore and permanently protect 68.25 acres of wetlands as well as enhance and protect 2,344 linear feet of Little Muddy River channel and its associated riparian buffer. If approved, the Mitigation Bank would serve as a compensatory mitigation option for recipients of Section 404 Permits, 401 Water Quality Certifications, and those requiring approval under the Interagency Wetlands Policy Act. The Little Muddy River is a tributary to the Big Muddy River, which flows into the Mississippi River. The proposed Mitigation Bank is located in Perry and Franklin Counties, Illinois.
  8. P-2648: The applicant, Ryan Companies US, Inc, requests permission to construct a 1,600,000 square foot distribution center just east of Marion, in Williamson County, Illinois. The proposed location for the distribution center is a 140 acre site, and contains several tributaries to Crab Orchard Creek. The applicant proposes to relocate two waterways at the site, routing them around the construction area to the perimeter of the property. The waterways each have attendant linear wetlands measuring a total of 0.20 acres, and 0.87 acres respectively. Historically, the linear wetlands have been channelized for agricultural purposes, and still retain a small riparian corridor. The applicant also proposes to impact an emergent wetland area measuring 1.39 acres in size. The applicant is aware of mitigation and has proposed to compensate for wetland losses. (See Attached Public Notice for details.) The project is located on the Marion USGS quadrangle map in Section 21, Township 09 South, Range 03 East. The public notice is open for comment on October 23, 2007, and closes on November 14, 2007.
  9. P-2647: The applicant, the City of Carbondale, Illinois, requests permission to conduct bank stabilization activities at Cedar Lake, just south of Carbondale, Jackson County, Illinois. Cedar Lake is a 1,800 acre reservoir which serves as a water supply for approximately 50,000 people. A 2006 Illinois EPA study of the lake’s bankline revealed approximately 200,000 lineal feet of eroded shoreline. If grant monies are secured, the applicant plans to stabilize approximately 39,580 feet of severely and moderately eroded shoreline. (See Attached Public Notice for construction details.) The project is located at various bank line locations along Cedar Lake, in Jackson County, Illinois. Specifically, the project is located on the Pomona USGS quadrangle map in Township 10 South, Range 02 West, and Township 10 South, Range 01 West.   10. P-2646: Wayne B. Smith, Inc., requests Section 10 and Section 404 authorization to dredge up to 125,000 tons of sand and gravel, on a yearly basis, near the left (Illinois) descending bank of the Mississippi River, between river miles 280.9 to 282.1 and along the right (Missouri) descending bank, between river mile 281.25 to 281.75. The comment period opens on August 14, 2007, and closes on September 3, 2007.  
  11. P-2645: Desco Group seeks Section 404 Permit Authorization to construct a retail facility known as Wildwood Center Development. The project will impact approximately 500 linear feet of Bonhomme Creek for a culvert and channel realignment and 1,660 linear feet of two unnamed tributaries will be filled. The activity site is located in Section 2, Township 44 North, Range 3 East, St. Louis County, Missouri.   12. P-2644: Mr. James Dierberg requests authorization to construct a dam on an unnamed tributary to the Femme Osage Creek. The dam will create an 18-acre recreational lake that will impact approximately 1,510 linear feet of tributary through clearing, filling, grading, and impounding. The proposed project is located near Schluersburg, St. Charles County, Missouri. The Public Notice opens August 14, 2007 and closes on September 4, 2007.  
  13. P-2643 The applicant, Riverport Marina, requests Section 10 authorization to place docks, a store/office, and other related marina infrastructure at the Riverport Marina Site, which is located at Mississippi River mile 260, in Pike County, Missouri. The comment period opens on August 8, 2007, and closes on August 28, 2007.
  14. P-2642:  The applicant, Capital Sand Company, requests Section 404 and Section 10 authorization to commercially dredge up to 500,000 tons of sand from the Missouri River between River mile 40 and 50, in St. Louis and St. Charles County, Missouri. The comment period opens on August 8, 2007, and closes on August 29, 2007. 
  15. P-2637: The applicant, Casino Queen Hotel and Casino, proposes a modification to the existing permit authorizing the mooring of a gaming vessel. The applicant proposes to terminate the river side activities of its gaming operations. Conditions of the original permit require the applicant to obtain a permit modification prior to site remediation. The applicant proposes to remove the mooring barges, pedestrian and service ramps, and the fencing and gate structure at the downstream end of the site. The intent of the applicant is to leave in place the protection cells, mooring pilings, concrete stairway and apron, and the service road. Please refer to the public notice for further information. The project is on the St. Louis waterfront on the left descending bank of the Mississippi River at approximate river mile 179.9. The public notice opens August 07, 2007, and closes August 28, 2007. 
  16. P-2576-2577:  The applicant, Port Charles Harbor, has a proposal in two parts. (P-2576 and P-2577) (P-2577) Historically, maintenance dredging has been conducted at the mouth of the harbor to provide safe access in and out of the area. The applicant seeks reauthorization to continue periodic maintenance dredging to ensure continued safe passage of vessels. (P-2576) The applicant proposes to expand the harbor by digging out a new area 250 feet wide and 300 feet long. The excavation will be done by mechanical means and all material will be removed to upland sites. Please refer to the public notice for further information. The project is located on the right descending bank of Mississippi River at approximate mile 221.5, St. Charles County, Missouri. The public notice opens July 26, 2007, and closes August 16, 2007. 
  17. P-2640:  The applicant, Eagle's Landing Marina requests Section 10 and Section 404 authorization to install additional docks within the basin of the Marina, and also to perform bank stabilization activities at Mississippi River Mile 224.0. The project is located in Section 18, Township 48 North, Range 5 East, near Vans Camp, St. Charles County, Missouri.   18. P-2639:  Ms. Judy Drost Wiemann seeks Section 404 authorization to construct two earthen dams along an unnamed tributary to Canteen Creek near Maryville, Madison County, Illinois. The two lakes are to be 1.75 and 1.45 acres respectively.   20. P-2636: The applicant, Woodland Marina, proposes to conduct maintenance dredging of a previously authorized marina basin. The project purpose is to remove accumulated sediment, ensuring that harbor patrons have safe ingress and egress of the harbor and dockage. The applicant proposes to remove approximately 25,000 cubic yards of material. The project is proposed to occur on the right descending bank of the Mississippi River within Dardenne Slough at approximate river mile 222.8. Specifically, the project occurs in Section 17, Township 48 North, and Range 05 East, St. Charles County, Missouri. (Please refer to the full public notice for further information.)   21. P-2635: The City of Alton requests Section 10 authorization to temporarily moor visiting vessels such as the Delta Queen, Mississippi Queen, U.S. Coast Guard boats and other tour, display and exhibit boats along the Alton riverfront, at approximate Mississippi River mile 202.9, in Madison County, Illinois.
  22. P-2634: Bulk Service East requests Section 10 authorization to replace two existing river cells with tripod mooring structures at the former Peabody Coal Dock. The remnant facility will be rejuvenated to facilitate river terminal operations and the presence of up to six barges along the left descending bank of the Mississippi River, at approximate river mile 179.3, in St. Clair County, Illinois.
  23. P-2633: Mr. Tony Daniele requests Section 404 authorization to fill in approximately 2.5 acres of man made wetland to create a mixed-use development on a 70 acre tract at 11000 Riverview Drive, immediately north of the Interstate 270 Bridge and near the right descending bank of the Mississippi River at approximate river mile 190.9, in St. Louis, St. Louis County, Missouri.
  24. P-2632 The applicant, Parkway Land Development LP, seeks Section 404 authorization for the development of a new conference center. The project will require the southernmost 150’ of a 4.02 acre lake to be filled. The applicant is proposing creating a new portion of the lake to the north, resulting in a final surface area of 4.75 acres. The project is located in O’Fallon in St. Clair County, Illinois. The public notice comment period opens on May 16, 2007 and closes on June 6, 2007.
  25. P-2631 The applicant requests and seeks Section 404 and Section 10 authorization to expand the north basin on the eastern shore of Captain Jack’s Marina to provide easier navigation between docks.  Excavated material will be placed in the existing authorized dredge disposal sites on the property. Gabion stone will be placed along the eroded banks.  All stone revetment will be placed by track hoe.  The project is located in St. Charles County, along the right descending bank along Mississippi River Mile 221.5.  The comment period opens on May 17, 2007 and closes on June 7, 2007.
  26. P-2630 The applicant requests permission to construct Phase II of Sauget Business Boulevard (SBB), a 36 foot wide, with 8 foot shoulders roadway, that will affect three existing waterways, -Goose Lake Ditch, ICRR Channel and an unnamed channel. The project is located in the Sauget Industrial Park, located in the Northeast 1/4 of Section 6, Township 1 North, Range 9 West, in the Village of Sauget, St. Clair County, Illinois. P-2629 Metropolitan St. Louis Sewer District has submitted a Mitigation Bank Prospectus to restore, enhance, and preserve 5,230 linear feet of Gravois Creek and its associated riparian corridor to establish a stream mitigation bank. If approved, the mitigation bank would offer the applicant an additional compensatory mitigation alternative to offset unavoidable impacts to tributary channels that are considered jurisdictional waters of the United States. P-2625: The Corps of Engineers and the Illinois Department of Natural Resources request Section 404 authorization to impact approximately 0.14 acre of successional wooded wetlands in association with the construction of an access/maintenance road near the right descending bank of the Kaskaskia River, at approximate river mile 19, in Randolph County, Illinois.
  29. P-2624  The applicant, Rockwood School District, seeks Section 404 authorization to place fill material into Waters of the United States to facilitate the development of two soccer fields at Rockwood Summit High School. Approximately 838 lineal feet of an unnamed tributary to Williams Creek will be impacted by this activity. Rockwood Summit High School is located off of Hawkins Road in Fenton, St. Louis County, Missouri. The public notice comment period opens May 11 and closes June 1, 2007.
  30. P-2623  The applicant, Wal-Mart Stores, Inc., seeks authorization to impact approximately 1550 lineal feet of two, unnamed tributaries to facilitate the development of a new Wal-Mart Supercenter, a commercial building with small retail shops and several outlots.   34. P-2593 Application by the City of Maryland Heights to conduct grading and filling operations in waters of the United States States in conjunction with the Maryland Heights Expressway Extension from Route 364 to Creve Coeur Mill Road, near St. Louis Waterworks Road. Total impacts to Waters of the proposed by the project are 2.4 acres of emergent wetlands and 300 lineal feet of piping of an unnamed tributary to Creve Coeur Creek.

P-2626  Wal-Mart Stores, Inc. seeks Section 404 Permit authorization to discharge fill material into 600 linear feet of unnamed tributary to facilitate construction of a new Wal-Mart Supercenter and an associated detention basin. The project is located within the City of Arnold, Jefferson County, Missouri. The public notice comment period opens April 26, 2007 and closes on May 17, 2007.
  36. P-2621  The Quacker Hunt Club requests Section 404 authorization for the construction of 1.25 miles of additional levees on their property in order to provide additional inundated areas for waterfowl habitat and hunting opportunities. The proposed site is located on the right descending bank adjacent to Apple Island along Mississippi River mile 228.6. Specifically, the project is located in Section 4, Township 47 North, Range 4 East, near Kampville, St. Charles County, Missouri.   37. P-2620 Illinois Department of Transportation seeks Section 404 authorization to extend Veteran's Memorial Drive to the west as a four-lane roadway over the existing Interstate 57/64 to connect with South 45th Street and to construct an interchange at Interstate 57/64 and Veteran's Memorial Drive just south of Mt. Vernon in Jefferson County, Illinois. Approximately 4.32 acres of wetlands will be impacted by the project, that is associated with an unnamed tributary to Casey Fork, a tributary to the Big Muddy River.   38. P-2618 The City of Dardenne Prairie seeks Section 404 authorization to conduct improvements along Bates Road from its intersection with Red Hawk Parkway to Highway N in Dardenne Prairie, St. Charles County, Missouri. Fill material is proposed to be discharged into two unnamed intermittent tributaries to facilitate the improvements. The public notice comment period opens March 23, 2007 and closes on April 13, 2007.
  39. P-2607 thru 2613 The Metropolitan St. Louis Sewer District requests authorization to repair and rehabilitate seven combined sewer outflow (CSO) structures along the Mississippi River for sanitary sewer system improvements.   43. Wetland & Waters Consultants List.  The U.S. Army Corps of Engineers, St. Louis District is developing a list of all consultants who are available to conduct Wetland Delineations and Waters of the United States Determinations. The list will be posted on the St. Louis District Regulatory Branch web page as a service to the public. The list will be effective 15 days from the date of the public notice.
  44. Missouri Stream Mitigation Notice  The U.S. Army Corps of Engineers Districts in the State of Missouri have modified their Compensatory Mitigation and Monitoring Guidelines that apply to all permits requiring compensatory mitigation within the State of Missouri.   2. P-2585 The applicants propose to moor two vessels at the above location for recreational and commercial activities. The project site, leased from the City of Grafton by the two additional applicants, measures 73,160 square feet. The applicant proposes to add approximately 2,252 cubic yards of fill to raise the elevation of 37,000 square feet of the tract. A public parking lot consisting of either limestone chip and oil or asphalt will be installed on the leased property. The lot will cover an area which avoids wetlands but is in the floodplain 246 feet long and 140 feet wide. The project is proposed to occur on the left descending bank of the Illinois River at approximate river mile 0.3, just upstream of the confluence of the Mississippi River.   3. P-2584 The applicant, the U.S. Army Corps of Engineers, St. Louis District, proposes to remove obstructions to navigation at the above locations via the use of explosives. Once the rock is broken from the rock shelving, which can not be accomplished by using normal dredging methods, it will be removed by a clamshell dredge. Once obstructions such as rock pinnacles receive the impact of an explosive charge, the resulting debris from the pinnacle would fall to the river bottom, and would be left in place. Material not left in place will be disposed at several locations to provide aquatic habitat. The public notice is open from November 21, 2006 to December 12, 2006.

P-2583 The applicant, Illinois Department of Transportation, District 8, requests authorization to place construction and filling operations in waters of the United States in conjunction with the replacement of an existing six-span bridge carrying Illinois Route 13/157 over Canal #1 Extension and replacement of the superstructure crossing Harding Ditch. Harding Ditch is a primary tributary to the Mississippi River. Total impacts to waters of the United States by the proposed activities are 1.4 acres of emergent wetland.   5. P-2578  The City of Colubmia requests authorization under Section 404 of the Clean Water Act to construct an new interchange to Interstate 255 just west of Colubmia in Monroe County, Illinois. The project involves impacts to 2.735 acres of Fish Lake and a total of 3.634 acres to seven wetland areas within the project site. The applicant is proposing to enclose/pipe approximately 786 lineal feet of the unnamed tributary. The project area is located in the northeast corner of the intersection of Manchester Road and State Highway 141, in Manchester, St. Louis County, Missouri.   8. P-2568 The applicant Isaiah 41:10, L.L.C., requests authorization to conduct grading and filling operations in waters of the United States in conjunction with the development of a 386-acre site. The proposed development plan consists of 649 residential home sites, an office park, box retail stores, associated outlots, and a recreational complex. Jurisdictional waters on the site consist of unnamed tributaries that flow into Little Creek, a forested wetland, and ponds. Little Creek flows into Joachim Creek, which is a primary tributary to the Mississippi River. Total impacts to waters of the United States by the proposed development are 4,920 linear feet or 0.44 acres. P-2580 Meredosia Termina, Inc., has applied to construct a barge loading facility for the purpose of handling dried distilled grain solubles, (DDGS), as produced by regional ethanol production facilities. Construction activities will include a new conveyor which will be used to offload materials from the river, and the placement of a 21 foot concrete cell at a location previously held by a piling which was damaged/removed due to ice flows in 1984. P-2574 The Southeast Missouri Regional Port has applied to construct a loadout conveyor at the port, as well as receive a re-issuance of their Department of the Army permit for maintenance dredging. P-2567 Application by McBride & Son Homes Land Development, Inc., requesting authorization to conduct grading and filling operations in waters of the United States in conjunction with the development of a 281-acre site for a residential and commercial development known as Mirasol. The 281-acre site is comprised of two parcels of land divided by Highway W. The northern parcel is proposed for commercial development, and the southern parcel is proposed for residential development.
