The St. Louis Corps Of Engineers Permits Office Closed Public Notices 2008

  1. P-2689: Riverbend Corporation requests Section 10 authorization to rejuvenate and clean up operations at the former Laclede Steel river terminal in Alton , Illinois . The site is located along the left descending bank of the Mississippi River at approximate river mile 203.9, in Alton , Madison County, Illinois. The public notice comment period is open from December 16, 2008 through December 29, 2008.
  2. P-2686: The applicant, Plains Marketing, L.P., proposes a development which would cause approximately 1,865 linear feet of stream impact or 0.406 acre of permanent impacts to jurisdictional Waters of the United States (WOUS) through addition of fill material to the ephemeral stream. The stream will be rerouted around the eastern edge of the property Please review the public notice for details. The public notice opens for comment on November 20 and closes on December 11, 2008.
  3. P-2685: The applicant, Bluffs, Illinois , proposes to clear trees, woody brush and debris in and along the Wolf Run Creek channel between Illinois Route 100 and Naples Lane for a distance of approximately 8000 lineal feet. Please review the public notice for details. The public notice opens for comment on November 20 and closes on December 11, 2008.
  4. P-2684:The applicant, Thomas Rothermich, seeks 404 authorization to fill 1.12-acres of wetlands in order to expand his existing facility that receives and stores clean fill from off-site locations.  The wetlands are located in the 100-year floodplain of the Missouri River .  The public notice opens for comment on October 20 and closes on November 10, 2008.
  5. P-2673:The applicant, Flooded Farms, LLC, requests an After-the-Fact Department of the Army Permit for the unauthorized discharge of fill material into 1.0-acre of emergent wetland, dredging of an approximate 1.45-acre pond and associated riprap protection around the ponds shoreline. The waters of the United States are located within the Mississippi River floodway. The site is located in the Southeast 1/4 of Section 27, Township 48 North, Range 03 East, St. Charles County , Missouri . The applicant has proposed compensatory mitigation to compensate for wetland losses (See Attached Public Notice for details).   6. GP 24M Renewal: In accordance with Title 33 CFR 325.2 and 325.7(e), as published in the November 13, 1986, Federal Register, the Kansas City District, U.S. Army, Corps of Engineers (as lead district), in conjunction with the Rock Island District, St. Louis District, Memphis District, and Little Rock District proposes to renew an existing general permit and extend the authorization for another 5-year period.  Sample Application-Drawing.   GP-24 MPermit.
  7. P-2682: Kaskaskia River Marine/Campgrounds Inc. seeks authorization for the excavation of the northeast section of the existing boat basin and the creation of additional campsites at the Kaskaskia River Marina. The proposed activities for this project are for the excavation of approximately 1600 cubic yards of accumulated sediment within the marina, placing the excavated material adjacent to the boat basin to be graded and used for a 315 foot by 80 ft area for the placement of campsites, installation of a approximate 100 foot culvert extension, placement of approximately 480 linear feet of rip-rap 3 feet high along the banks, installing water, sewer and electric utilities and creation of rock impact sites for individual campsites. The harbor is located adjacent to the left descending bank of the Kaskaskia River , at approximate river mile 28.5, in New Athens, Illinois. The public notice comment period opens on August 28, 2008 and closes on September 18, 2008.
  8. P-2683: The applicants, Millwell Green, LLC, c/o Conrad Properties Corporation and the City of Maryland Heights, seek authorization to conduct grading and filling operations in waters of the United States in conjunction with the redevelopment of an office/warehouse site, referred to as Millwell Green Development, and the City of Maryland Heights’ (City) new government center. The Millwell Green Development is separated from the City’s government center by a single unnamed, intermittent tributary to Fee Fee Creek. Approximately 635 linear feet (LF) of the channel remains open within the property boundary. The channel becomes enclosed again, prior to exiting the property. The applicant is proposing to enclose/pipe the 635 LF remnant channel. Total impacts to Waters of the United States consist of 635 LF of tributary impacts. The Public Notice opens August 28, 2008 and closes on September 18, 2008.
  9.  P-2681: The applicant, Savatran, LLC, proposes to construct a new 14.4-mile rail connection. The proposed railway will facilitate the transportation of a variety of products including coal, grain, chemicals, construction materials, and forest materials. The rail spur will begin southwest of the town of Macedonia at Akin Junction in Franklin County, Illinois and terminate at the Evansville Western Railway connection located north of the town of McLeansboro in Hamilton County , Illinois . The construction of culverts for stream crossings and fill and grading within the alignment will directly impact jurisdictional waters of the United States (See Attached Public Notice). The public notice is open for comment on August 20, 2008 and closes on September 10, 2008. 
  10. P-2680: The applicant, Mr. Jeffrey Smith (Metropolitan St. Louis Sewer District) seeks authorization to impact approximately 1010 linear feet of the left descending bank and 1070 linear feet of the right descending bank of Fishpot Creek, in conjunction with the project known as Pepperdine Court-Fishpot Creek Bank Stabilization. The bank stabilization is located on an approximately 90 degree bend of Fishpot Creek, a primary tributary to the Meramec River . The public notice comment period opens on July 21, 2008 and closes on August 10, 2008.
  11. P-2562:  The applicant, Fairview Heights Associates, L.P. requests authorization under Section 404 of the Clean Water Act to impact 901 linear feet of intermittent tributary by relocating the channel into a new 1,867 foot long trapezoidal channel and discharge fill into approximately 0.11 acres of wetlands for purposes of facilitating a commercial development. The proposed development was previously placed onto Public Notice on June 30, 2006 and expired on July 20, 2006. As a result of the Public Notice process, the U.S. Fish and Wildlife Service contacted our office on September 7, 2006 and notified us that the project area previously had a complaint filed by the U.S. Environmental Protection Agency (USEPA) pursuant to Section 107 of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA). The site is located to the northeast of the Old Highway 141 and Allen intersection in Fenton, St. Louis County , Missouri . The Public Notice opens July 21, 2008 and closes on August 11, 2008.

  13. P-2679: The City of Herculaneum requests Section 404 authorization to place fill material into approximately 3.62 acres of jurisdictional wetlands and to cross approximately 120 linear feet of Joachim Creek , to construct a new roadway. The proposed roadway corridor extends from the eastern side of Riverview Drive , just south of its intersection with Riverview Plaza Drive , then proceeds eastward, spanning Joachim Creek , to its intersection with School Street and Church Street in Herculaneum , Jefferson County , Missouri . The public notice comment period opens on July 2, 2008 and closes on July 22, 2008.
  14. P-2664: The applicant, Hillsboro Energy, LLC, requests permission to construct an underground coal mine. The proposed location of the underground mine is east of the City of Hillsboro , south of Schram City , and northeast of Taylor Springs in Montgomery County , Illinois . The mine permit boundary consists of 803.5 acres with an approximate 4,786 acres of mine shadow area. Project activities in the mine permit boundary will result in direct impacts to 7,855 linear feet of intermittent and ephemeral stream and 6.04 acres of wetland that are considered jurisdictional waters of the United States . The applicant has proposed a mitigation plan to compensate for stream and wetland losses (See Attached Public Notice for details). The public notice is open for comment on June 20, 2008 and closes on July 20, 2008.
  15. P-2678:   American Milling, L.P., requests a Section 10 permit to construct a pipe pile supported conveyor, loading tower and to permanently moor two captive dock barges along the left descending bank of the Mississippi River, at approximate river mile 175.9, near Cahokia , in St. Clair County, Illinois. The public notice opens on June 20, 2008 and closes on July 10, 2008.
  16. GP-42M - STATE OF MISSOURI , Proposed Issuance of  General Permit GP-42M for Bank Stabilization Activities.
  17. P-2677: The US Army Corps of Engineers Project Management Branch requests Section 10 and Section 404 authorization to conduct stabilization repair measures at Lock and Dam Number 25, located at Mississippi River mile 241.5. The public notice comment period opens on May 23, 2008 and closes on June 6, 2008. 
  18. P-2676: Ameren requests a Section 10 and Section 404 permit to construct 30.2 miles of 345kV transmission line from Baldwin , Illinois , to AmerenUE’s Rush Island Power Plant, located along the right descending bank of the Mississippi River, at approximate river mile 140, directly across from Fults Illinois . The project would permanently impact 3.86 acres of wooded wetlands and temporarily impact 0.55 acre of ephemeral and intermittent waterways and emergent and farmed wetlands in Illinois . The project would also cause permanent loss of wooded riparian areas crossed by the transmission line due to ROW clearing requirements. The line crosses a total of 48 intermittent and perennial streams and rivers. The public notice comment period opens on May 27, 2008 and closes on June 16, 2008.
  19. P-2675: The applicant, Mr. Danny Evans, requests an After-the-Fact DA permit for the unauthorized discharge of dredged material and the placement of offsite fill in approximately 1.10 acres of emergent wetland.  Activities occurred in an emergent wetland adjacent to Horseshoe Lake in the Village of Pontoon Beach, Madison County, Illinois.  Specifically, the site is located in the northwest 1/4 of Section 14, Township 03 North, Range 09 West of the 3rd Principal Meridian in Illinois . The applicant has proposed a mitigation plan to compensate for wetland losses (See Attached Public Notice for details). The public notice is open for comment on May 22, 2008, and closes on June 12, 2008.
  20. P-2674: The applicant, Sugar Camp Energy, LLC, requests permission to construct an underground coal mine. The proposed location of the underground mine is in Sections 2, 3, 4, 9, and 10 of Township 06 South, Range 04 East near the town of Macedonia in Franklin County, Illinois. The mine permit boundary consists of 1,264 acres with an approximate 10,839 acres of mine shadow area. Project activities in the mine permit boundary will result in direct impacts to 5,416 linear feet of intermittent stream and 7.92 acres of wetland that are considered jurisdictional waters of the United States . The applicant has proposed a mitigation plan to compensate for stream and wetland losses (See Attached Public Notice for details). The public notice is open for comment on May 16, 2008, and closes on June 16, 2008.
  21.  MVS-2008-302.  The applicant, Watershed Land Trust, Inc., has submitted a proposal to create a new In-Lieu-Fee compensatory mitigation agreement with the five Corps of Engineers Districts within the State of Missouri . If approved, the collection of fees will fund the creation, enhancement, preservation and/or restoration of aquatic resources within the State to mitigate unavoidable impacts to waters of the U.S. authorized by the five Corps District's regulatory program. This public notice opens May 12, 2008 and closes June 12, 2008. All comments are to be directed to Mr. Douglas Berka, USACE, Kansas City District. See notice for contact information.   22. P-2672: The applicant, Metropolitan St. Louis Sewer District, requests authorization to discharge fill material below the ordinary high water mark of Sappington Creek for purposes of stabilizing eroding reaches of creek bank. A total of 700 linear feet of channel work is proposed and consists of the installation of a rock wedge and heavy stone revetment. Sappington Creek flows into Gravois Creek which is a tributary to the River Des Peres Drainage Channel. The River Des Peres Drainage Channel is a primary tributary to the Mississippi River . The Public Notice opens April 17, 2008 and closes on May 8, 2008.
  23. P-2671: The Illinois Department of Transportation (IDOT) has submitted a Mitigation Bank Prospectus to restore, create, and permanently protect 69.2 acres of wetland and 18-acres of upland forest. The proposed environmental improvements also include enhancing and protecting 4,200 linear feet of Sugar Camp Creek and its associated riparian buffer. If approved, the Mitigation Bank would serve as a compensatory mitigation option for IDOT to fulfill permit conditions under Section 404 of the Clean Water Act, there Section 401 Water Quality Certification, and there projects requiring approval under the Interagency Wetlands Policy Act. Sugar Camp Creek is a tributary to the Middle Fork of the Big Muddy River, which flows into the Big Muddy River a primary tributary to the Mississippi River . The proposed Mitigation Bank is located in Franklin County, Illinois. The public notice opens April 16, 2008 and closes May 7, 2008.
  24. P-2670: Carlyle Limited Partnership, West Access Marina, requests a permit to excavate the existing marina to original and expanded contour depths for maintenance and potential expansion needs. The marina is located in the South-Southeast ¼ of Section 7, Township 2 North, Range 2 West, near Carlyle, Clinton County , Illinois . The public notice comment period opens on April 14, 2008 and closes on May 5, 2008.
  25. P-2669: Mr. Gabriel G. Friedel requests an After-the-Fact permit for the unauthorized excavation and discharge of fill material to construct a pond in an unnamed tributary to Turner Branch, located in the Southwest ¼ of Section 32, Township 11 South, Range 2 West, near Batchtown, Calhoun County , Illinois . The public notice comment period opens on April 14, 2008 and closes on May 5, 2008.
  26. P-2668: Meurer Brothers, Inc., requests an After-the-Fact permit for the unauthorized clearing, excavation and filling activities that occurred in wetlands and a remnant slough of Silver Creek, located in Part of the West Half of Section 25, Township 1 North, Range 7 West, near Mascoutah, St. Clair County, Illinois. The public notice comment period opens on April 14, 2008 and closes on May 5, 2008.
  27. P-2665: The U.S. Army Corps of Engineers (USACE), Wappapello Lake Project Office, requests authorization to construct four fishing access areas at the existing Peoples Creek Recreation Area. The public notice comment period opens on April 9, 2008 and closes on April 23, 2008.
  28. P-2667 and P-2666: Buzzi-Unicem USA, Inc. - Selma Plant, proposes two mid-stream barge fleeting areas along the left descending bank of the Mississippi River, opposite from Buzzi-Unicem’s existing quarry and river terminal, at approximate River Miles 145.9 and 146.0, in Monroe County , Illinois . The public notice comment period opens on April 10, 2008 and closes on April 30, 2008.
  29. P-2597: The applicant, Metropolitan St. Louis Sewer District (MSD), proposes improvements to the existing Missouri River Wastewater Treatment Plant by providing Secondary Treatment Upgrades in order to meet anticipated needs by the applicant to comply with expected tightening of U.S. Environmental Protection Agency discharge standards. The proposed expansion will impact a compensatory wetland mitigation site. The compensatory mitigation site was a result of a Kansas City District, Corps of Engineers permit condition issued in 1985. To date, MSD is not in compliance with the terms and conditions of the 1985 permit. The St. Louis District is soliciting comments on the proposed expansion; resolution of the permit non-compliance; the ramifications of impacting the non-functioning mitigation site; and if a permit is to be issued, the appropriate amount and type of compensatory mitigation for the impacts to the mitigation site, taking into consideration the temporal loss of the original wetlands impacted in 1985. The project is located north of the Maryland Heights Expressway at approximate Missouri River mile 31 in St. Louis County , Missouri . The public notice comment period opens April 3, 2008 and closes on May 2, 2008.
  30. P-2663:The applicant, Covert - Corsair Homes, Inc., seeks authorization to conduct grading and filling operations in waters of the United States in conjunction with the development of an 11-acre site for mixed-use commercial and residential development. The proposed location is northwest of the intersection of Manchester Road and Taylor Road . The applicant is proposing to enclose/pipe approximately 600 lineal feet of Tributary A for the creation of parking lots and a wet pond detention basin. The development plan also proposes to enclose/pipe approximately 215 linear feet of Tributary B to facilitate the construction of a condominium. Total impacts to Waters of the United States consist of 815 linear feet of tributary impacts. The project traverses the Caulks Creek watershed and is located within the municipal limits of Wildwood, in St. Louis County , Missouri . The public notice is open for comment on March 28, 2008, and closes on April 17, 2008.
  31. P-2662:The applicant, H&H Development, Inc. requests Section 404 authorization to drain and fill a 1.08-acre pond to facilitate development of a 23 lot residential subdivision. The pond is a man-made impoundment of an unnamed tributary to Rock Creek. The public notice comment period opens on March 3, 2008 and closes on March 24, 2008.

  33. P-2660: The applicant, Arch-View Business Park, Illinois Land Trust-Chicago Title #109-7110, requests permission to construct a commercial retail and office development including roadways, parking lots, and infrastructure. The proposed location of the commercial development is located directly southeast of I-255 and northwest of Mousette Lane within the city limits of Sauget in St. Clair County, Illinois. Project activities will result in filling 650 linear feet of unnamed perennial canal and 1.54 acres of abutting emergent wetland that are considered jurisdictional waters of the United States. The applicant has proposed a mitigation plan to compensate for stream and wetland losses (See Attached Public Notice for details). The public notice is open for comment on February 25, 2008, and closes on March 17, 2008
  34. P-2581: Shiloh Retail Trust # 125 has submitted an application for a combined commercial and residential development to be called Three Springs at Shiloh on an approximate 334-acre site near several unnamed tributaries to Richland Creek in Shiloh, St. Clair County, Illinois. The project is located at the southeast intersection of Green Mount Road and Frank Scott Parkway East. The total impacts are 7.57 acres of jurisdictional waters (4.02 acres of open water ponds and 3.55 acres of wetlands) and 6680 linear feet of impact to the 5 tributaries on site. The applicant proposes to construct a 13-acre lake to serve as open water mitigation for the proposed impacts to the ponds and incorporate wetland fringe areas as a component of the constructed lake that will help mitigate for proposed wetland impacts. The Public Notice comment period opens on February 22, 2008 and closes March 14, 2008.
  35. P-2659:The applicant, Metropolitan St. Louis Sewer District, requests permission to replace 10,300 linear feet of existing sewer pipe. The proposed location of the sanitary sewer relief is located east of Route 141 (Woods Mill Road), between Ladue Road and Olive Boulevard. The installation of the relief pipe will require clearing and grubbing to allow room for trench excavation, equipment access, and temporary stockpiling of excavated materials. Jurisdictional waters within the alignment consist of Creve Coeur Creek, 9 unnamed tributaries, and 14 wetlands proposed to be crossed and impacted by the project. Work will require clearing and grubbing of wetland areas, resulting in permanent impacts to 1.34 acres of forested wetlands and 0.30 acres of scrub-shrub wetlands (See Attached Public Notice for details.) The project traverses the Creve Coeur Creek watershed and is located within the municipal limits of Chesterfield, in St. Louis County, Missouri. The public notice is open for comment on January 23, 2008, and closes on February 13, 2008
  36. P-2658:  The applicant, Erickson Retirement Communities, requests permission to construct a large-scale continuing care retirement community just south of Grants Farm, in St. Louis County, Missouri. The proposed location for the retirement community is a 94 acre site, and it contains three unnamed tributaries to Gravois Creek. The applicant is proposing to enclose/pipe approximately 1,958 linear feet of intermittent waters to facilitate the construction of roadways, buildings, and parking infrastructure. Additionally, the project plans propose to impact approximately 414 linear feet of intermittent waters to create on-site stormwater detention. Total impacts to Waters of the United States consist of 2,372 lineal feet of tributary impacts. The applicant is aware of mitigation and has proposed to compensate for stream losses. (See Attached Public Notice for details.)  The project is located on the Webster Groves USGS quadrangle map in Section 21, Township 44 North, Range 06 East.  The public notice is open for comment on January 17, 2008, and closes on February 7, 2008.
  37. P-2657:  Wilmer Road Holdings, L.L.C. and Greenway Network, Inc. has submitted a Mitigation Bank Prospectus to restore, enhance, and preserve 5,750 linear feet of Peruque Creek and its associated riparian corridor to establish a stream mitigation bank. If approved, the mitigation bank would offer the applicant an additional compensatory mitigation alternative to offset unavoidable impacts to tributary channels that are considered jurisdictional waters of the United States. The proposed mitigation bank is located in St. Charles County, Missouri. Peruque Creek is a tributary to the Mississippi River. The Public Notice comment period opens on January 14, 2008 and closes February 4, 2008. 
  38. P-2601: The applicant, Mr. William F. Holekamp, requests permission to construct an approximate 90.26-acre recreational lake southwest of Defiance, in unincorporated St. Charles County, Missouri. The proposed location for the lake is a 437-acre site, and contains several unnamed tributaries to Femme Osage Creek. The applicant proposes to construct an earthen dam that is approximately 60-foot high, 950 feet long, and contains a foundation embankment of up to 400 feet wide. The proposed construction of the lake will roughly fill approximately 450 linear feet of perennial-flow waters and inundate approximately 1,652 linear feet of perennial-flow waters, approximately 4,735 linear feet of intermittent streams, and approximately 2,870 linear feet of ephemeral streams. The applicant is aware of mitigation and has proposed to compensate for stream losses. (See Attached Public Notice for details.) The project is located on the Labadie USGS quadrangle map in Sections 31 and 32, Township 45 South, Range 02 East. The public notice is open for comment on January 10, 2008, and closes on February 1, 2008.
  39. P-2571.P-2572,P-2573: The U.S. Army Corps of Engineers Planning, Programs, and Project Management Division of the St. Louis District has applied for Department of the Army authorization to rehabilitate and enhance aquatic and wetland habitats on Bolters, Dardenne and Westport Islands within Mississippi River Pools 25 and 26. The proposed activities comprise the Corps’ Pools 25 & 26 Islands Habitat Rehabilitation and Enhancement Project. The public notice comment period will be for an extended period opening on December 19, 2007 and closing on January 23, 2008.
  40. P-2656: Holcim seeks authorization to hydraulically dredge and/or dragline dredge their existing Clarksville, Missouri, harbor. The purpose is to maintain adequate harbor depths to allow uninterrupted material unloading and cement loading, which includes dredging the barge mooring area and harbor entrance. All dredged material would be deposited at upland sites, either as fill material in the Holcim Clarksville quarry or at an alternate upland disposal location. The harbor is located near the right descending bank of the Mississippi River, at approximate river mile 274.3, in Pike County, Missouri. The public notice comment period opens on December 20, 2007 and closes on January 9, 2008.
  41. P-2655: Continental Cement Company seeks Section 10 of the Rivers and Harbors Act authorization to replace portions of their existing river terminal facility to allow uninterrupted operations during and after the proposed construction of the new Mississippi River Bridge. The project will be conducted within the Mississippi River, along the right descending bank, at approximate river mile 181.2, approximately one mile north of the Martin Luther King Bridge, in St. Louis County, Missouri. The public notice opens on December 13, 2007 and closes on January 2, 2008.
