ELI's (Environmental Law Institute) new Banks and Fees web site . The site provides background information on wetland mitigation banking and in-lieu-fee mitigation. The site also makes available much of the data used in the Institute's report, Banks and Fees: The Status of Off-Site Wetland Mitigation in the United States, which was released in October 2002.
