    St. Clair County Transit District (SCCTD) and Bi-State Development propose to extend the existing MetroLink light rail transit (LRT) line in St. Clair County, IL from its current terminus at Shiloh-Scott Station (Scott Air Force Base) to the MidAmerica St. Louis Airport (Mascoutah, IL). The project will also include an adjacent public access road and a multi-use path as part of the regional MetroBikeLink system. Existing utilities within the Project area, including an electric transmission line and high-pressure gas line, will be relocated to the southern limits of the project through the Silver Creek floodplain. The proposed action is needed to support the growing MidAmerica St. Louis Airport and complement adjacent existing and planned land development.

    Polestar Marina requests reauthorization to continue periodic maintenance excavation of up to 5,000 cubic yards of accumulated river sediment from the existing marina basin. Excavated material will continue to be placed in a barge and transported to an existing Corps of Engineers channel maintenance dredge disposal area along the downstream right descending bank of Island 521, which is located near Mississippi River Mile 221.7. The marina is located at 6171 Highway V, in St. Charles, St. Charles County, Missouri. The Public Notice comment period is open February 16, 2022, through March 1, 2022.

    STATE OF MISSOURI -- Nationwide Permit Reissuance and Regional Conditions - Issuance of Regional Conditions. On December 27, 2021, the U.S. Army Corps of Engineers published a final rule in the Federal Register (86 FR 73522) announcing the reissuance of 40 existing nationwide permits (NWPs) and one new NWP, as well as the reissuance of NWP general conditions and definitions with some modifications. These 41 NWPs will go into effect on February 25, 2022, and will expire on March 14, 2026.

    On December 27, 2021, the U.S. Army Corps of Engineers (Corps) published a final rule in the Federal Register (86 FR 73522) announcing the reissuance of 40 existing nationwide permits (NWPs) and one new NWP, as well as the reissuance of NWP general conditions and definitions with some modifications. These 41 NWPs will go into effect on February 25, 2022, and they will expire on March 14, 2026 The Mississippi Valley Division (MVD) has finalized the regional conditions for these 41 NWPs in Illinois. Regional conditions provide additional protection for the aquatic environment and help ensure that the NWPs authorize only those activities with no more than minimal adverse environmental effects. Regional conditions help ensure protection of high value waters within the state of Illinois. The Section 401 Water Quality Certifications (WQC) have been issued for Section 404 NWP activities by the Illinois Environmental Protection Agency (IEPA) on 8/October/2021, corrected version on 21/Dec/2021. The WQCs were approved by the Mississippi Valley (MVD) Commander and are added as regional conditions to the NWPs. Section 401 Water Quality Certification
