    Posted for review is a maintenance dredging permit request from Lake Center Marina, St. Charles, MO. The applicant seeks authorization to conduct maintenance dredging operations within the pre-existing harbor of the Lake Center Marina. Previous permitting authorized dredged materials to be placed into the Mississippi River in an open water disposal site just outside the harbor’s mouth. High water events, specifically the flood event of 2019, has caused the re-deposition of fine materials within the harbor. The proposed dredging will only remove material deposited by the river and will not alter the previously authorized contours of the marina. The dredge material will again be placed outside of the mouth of the marina in deeper portions of the river with a depth of approximately 25 feet (see river elevations map). The proposed disposal site is not in the designated navigation channel of the Mississippi River and will be within the State of Missouri. The Public Notice opens October 29, 2021 and closes on November 19, 2021.

    WFI Holdings-B LLC (Sponsor) seeks approval from the U.S. Army Corps of Engineers (the Corps) and the Interagency Review Team (IRT); which is composed of representatives from the Illinois Department of Natural Resources, U.S. Environmental Protection Agency, and U.S. Fish and Wildlife Service; to establish the Locke Bottom Wetland Mitigation Bank (Locke Bottom) which is proposed in accordance with the approved WFI-B Umbrella Mitigation Banking Program Instrument (UMBPI), file number MVS-2020-652. The Locke Bottom site is the second bank site proposed under the UMBPI. If approved, the Sponsor would make the wetland mitigation credit available to Department of the Army permittees seeking to fulfill requirements to purchase compensatory mitigation credit, to offset losses of aquatic functions and services. The mitigation bank site includes the restoration of multiple wetland habitats within the semi-protected Mississippi River floodplain. The Silver Banks site is located within the Lower Kaskaskia Watershed, specifically in the Umbrella Mitigation Banking Program’s Shoal Creek/Lower Kaskaskia Service Area. The subject site includes 93.0+/- acres and is located in Sections 1 & 12, Township 5 South, Range 10 West in Monroe County, Illinois.     STATE OF ILLINOIS REISSUANCE OF REGIONAL GENERAL PERMIT MVRGP-38 – LINEAR TRANSPORTATION CROSSINGS IN WATERS OF THE U.S. WITHIN THE STATE OF ILLINOIS The U.S. Army Corps of Engineers, is proposing to reissue Regional General Permit GP-38 for Linear Transportation Crossings in Waters of the United States within the State of Illinois under the authority of Section 10 of the Rivers and Harbors Act of 1899 (33 USC 403) and Section 404 of the Clean Water Act (33 USC 1344). Duration of this General Permit. The regional permit could be utilized for linear transportation projects that meet the current conditions of Nationwide Permit 14. The regional permit would also authorize certain discharges of dredged or fill material that currently exceed the limitations of Nationwide Permit 14.     The applicant seeks authorization to conduct grading and filling operations in waters of the United States for the expansion of existing quarry operations. The project is to occur at the existing Bedrock Quarry near Troy, Missouri. The project proposes to impact 1,400 linear feet of Sand Run Creek by excavating it to expand the quarry to the north. Plans include permanently relocating the stream to the north of its current configuration, which would result in the construction of 1,410 linear feet of channel. The relocated channel will have a bottom substrate of natural occurring silt and cobble which mimics the existing conditions. The entire relocated section of channel will have rock longitudinal stone toe. Written comments must be submitted by replying by electronic mail or written mail to the address in the notice.
