    In accordance with Title 33 CFR 325.2 and 325.7(e), as published in the November 13, 1986, Federal Register, the U.S. Army Corps of Engineers, St. Louis District proposes to issue a regional general permit (RGP) which would authorize the maintenance of man-made lakes and ponds. Permitted activities involve sediment removal, wave attenuation structures, shoreline stabilization, and fish and wildlife habitat improvement. The RGP would be issued for a period of 5 years and is intended for use by the general public and government agencies. This RGP would include All Counties in Missouri – Man-made lakes and ponds in the State of Missouri, lakeward of the OHWM. The Lake of the Ozarks and locations in or occurring within two miles upstream of a designated outstanding state or national resource water pursuant to Missouri 10 CSR 20-7.031 are excluded from use of this RGP. Discharges in other Waters of the U.S. are not authorized by this RGP. Due to the current situation of COVID-19 and our telework status, comments should be emailed to the address provided in the notice.     The applicant seeks authorization to conduct grading and filling operations within waters of the United States in order to facilitate access, provide water detention and additional building lots associated with the proposed residential development. The proposed project is known as Brookside Addition. The proposed residential development will include approximately 85 building lots, 3 detention basins and 2 stream crossings. Primary site access will be obtained by a road connection into Mossy Brook Drive on the southeast portion of the tract. This road connection and adjacent building lots will impact approximately 1.29 acres of existing forested wetland. The proposed development will avoid approximately 2.04 acres of wetlands located between Peruque Creek and the eastern extent of the building lots. Peruque Creek will have an approximate 700 foot riparian buffer area of no disturbance. The proposed project site is on an approximate 51.2-acre tract of land that contains both upland and bottomland land features. The upland areas have been previously disturbed. An unnamed tributary bisects the site and flows from west to east into Peruque Creek. The tract is bordered is by a large residential development to the south and large acreage lots to the north. The site is located just north of Lake St. Louis in Section 23, Township 47 North, Range 2 East, St. Charles County, Missouri. The approximate geographic coordinates of the site area Latitude 38.8201, Longitude -90.7701.   • Indian Creek ILF

    The Land Learning Foundation has requested approval for an In-Lieu Fee (ILF) mitigation project in Franklin County, Missouri. The subject site consists of approximately 41.6+/- acres and contains both sides of Indian Creek. The Land Learning Foundation refers to this project as the Indian Creek site, and the U.S. Army Corps of Engineers (the Corps) has designated this project as MVS-2019-586. The mitigation project includes the preservation and restoration of forested riparian corridor, as well as the stabilization of highly eroded and incised channel bank. A full technical description and illustrations can be found in the attached document. If approved by the Corps, the Indian Creek site will create a total potential mitigation credit release of 28,258.25 stream credits. The Sponsor would make the stream credits available to Department of the Army permittees seeking to fulfill requirements to purchase compensatory mitigation credit, in order to offset losses of aquatic functions and services. The Corps solicits your comments on the proposed mitigation project, responses are due to this office no later than June 4, 2020.

    The applicant seeks authorization to conduct grading and filling operations within waters of the United States, for the purpose of the creation of a recreational park with an ADA compliant asphalt trail system. The proposed project is known as Kiwanis Park – Phase 2 and is planned for the installation of a trail system with associated tributary crossings at four locations, and disc golf course. This will result in a total of approximately 40 linear feet of Buchanan Creek impacts and 0.88 acres of wetland impacts. The proposed project site is on an approximate 21.5-acre tract comprised of a previously disturbed area, which contains drainage features that bisects the site. The site is located on Trojan Circle, Troy, Missouri, in Section 35, Township 49 North, Range 1 West, Lincoln County, Missouri. The approximate geographic coordinates of the site are Latitude 38.9694, Longitude -90.9834.
