    The public notice requests the authorization for bank stabilization operations within jurisdictional waters of the United States, located in the City of Desloge, St. Francois County, Missouri. This consists of the construction of approximately 1,800 linear feet of channel improvements to an existing vertical stacked-stone wall channel. The project includes the removal of a deteriorated stone wall along the left and right descending banks of an unnamed tributary, replaced with a large block retaining wall system. In addition, any above grade sewer crossings within the project limits will be lowered to below grade. Authorization under Section 404 of the Clean Water Act would be required. Written comments for operations within the St. Louis District must be submitted by replying to this email or by mailing your comments to the address shown in the signature block, below.     The applicant, Duck Club Condominium Association, Inc., requests a reauthorization to contract the services of a hydraulic dredge vessel to remove approximately 40,000 to 50,000 cubic yards of accumulated sediments from the Duck Club Harbor. A 2005 permit authorized dredged materials to be placed into the Mississippi River at an open water disposal site, approximately 300 to 600 yards downstream of the harbor’s mouth, on the riverward side of Perry Island. The dredge material would be placed just outside of the designated navigation channel of the Mississippi River, in waters located in the State of Missouri. This action was previously permitted under permit number P-2006 on August 30, 1996. To this date, only 19,000 cubic yards (approximately) of material have been dredged. Maintenance dredging activities would take place within the Duck harbor, located at 6257 Highway V, in the Northeast ¼ of Section 8, Township 48 North, Range 5 East, near the right descending bank of the Mississippi River, approximately 221 miles above the Ohio River confluence, near Portage Des Sioux, St. Charles County, Missouri.

    The applicant, Mr. Kevin James, James Sand Co., requests a reauthorization to construct a sand plant and offloading terminal in Lincoln County, Missouri. The proposed project is located at Mississippi River mile 240.6, just downstream of Lock and Dam 25 and the West Point Ferry. The purpose of the project is to re-authorize the offloading terminal authorized in 2008, and obtain design modifications on the previous authorization. Authorization under Section 10 of the Rivers and Harbors Act and Section 404 of the Clean Water Act would be required. The project is located on the right descending bank of Mississippi River mile 240.6, Lincoln County, Missouri. Specifically, the project is located on the Winfield USGS quadrangle map, US Survey 1653, Township 49 North, Range 03 East. The Public Notice comment period opens on April 16, 2015 and closes May 7, 2015.

    This Public Notice pertains to the Prospectus for the proposed Peruque Creek Stream Mitigation Bank. The bank sponsor, Mid Rivers Investment Group, proposes to establish an approximate 42-acre stream mitigation bank in Wentzville, St. Charles County, Missouri. The bank would enhance and restore approximately one mile of Peruque Creek and its riparian corridor. The purpose of the proposed bank is to provide a source of compensatory mitigation; for Department of the Army, Section 404 permit applicants who are required to offset losses of waters of the United States as a result of their actions. Mid Rivers Investment Group submitted a Prospectus for the proposed bank dated February 23, 2015. The U.S. Army Corps of Engineers, St. Louis District (the Corps) has determined that the Prospectus generally meets the requirements for completeness as defined in the Mitigation Rule, 33 U.S.C. Part 332.8(d)(2). The approval of the Prospectus does not authorize the construction and operation of the bank. Rather, the approval of the Prospectus authorizes the sponsor to prepare a draft Banking Instrument. If approved, the Banking Instrument will serve as an agreement between the Corps and the sponsor regarding the construction, operation, and management of the bank. The Corps solicits your comments regarding the proposed bank. All comments must be received by April 30, 2015.
