    Southern Illinois Mitigation Co-op (SIMC) seeks approval from the Mitigation Bank Review Team (MBRT), which is composed of representatives from the U.S. Army Corps of Engineers, Illinois Department of Natural Resources, the U.S. Environmental Protection Agency, and U.S. Fish and Wildlife Service, to establish the Nashville Wetland Mitigation Bank within the Lower Kaskaskia (07140204) watershed/HUC, in the State of Illinois. The proposed wetland mitigation bank is located immediately northwest of the intersection of Route 15 and Route 153, thirteen miles west of Nashville, Southeast ¼ of Section 11, Township 2 South, Range 5 West of the 3rd Principal Meridian, Washington County, Illinois. Approximate geographic coordinates for the site are 38.36677 ° N, -89.61374° W. SIMCO’s (bank sponsor) primary objective for the proposed mitigation bank is to restore, establish, enhance, and permanently protect 56.6 acres of two wetland types (54.13 acres forested and 2.47 acres emergent) that is currently in agricultural production. The work will include restoration of 54.13 acres of forested wetland through rehabilitation activities, 1.25 acres of emergent wetland enhancement and 1.22 acres of emergent wetland creation. An additional 15 acres of existing forested riparian corridor will be permanently protected through the establishment of a conservation easement, but is not proposed to receive credit. If approved, the proposed bank would provide a reliable source of compensatory mitigation for anticipated adverse impacts to jurisdictional waters and wetlands located within the Lower Kaskaskia Watershed’s geographic service area.     The applicant, Gateway Acquisitions, Inc., has applied for a Department of the Army Permit for the project known as the South Parking and Camping Area at the Worldwide Technology Raceway. The applicant seeks authorization for the placement of fill into waters of the U.S. to facilitate the development of approximately 7-acres of parking and camping area, which would provide needed parking and camping opportunities for the raceway. Proposed impacts to waters of the U.S. include 6.82 acres of emergent wetland. The project area is located in Section 7, Township 2 North, and Range 9 West, St. Clair County, Illinois. Approximate geographic coordinates for the site are Latitude: 38.6416 and Longitude: -90.1342. The Public Notice comment period opens June 01, 2021 and closes June 21, 2021.

    The Land Learning Foundation has requested approval for an In-Lieu Fee (ILF) mitigation project in Madison County, Missouri. The subject site consists of approximately 11.0+/- acres along the St. Francis River. The Land Learning Foundation refers to this project as the St. Francis River site, and the U.S. Army Corps of Engineers (the Corps) has designated this project as MVS-2020-742. The mitigation project includes the preservation and restoration of riparian corridor. Also, work includes bank stabilization along the St. Francis River, rock structures will be installed to direct high flows away from the unstable bank. Bank stabilization will use a combination of bank shaping, rock weirs (stream barbs), longitudinal peaked stone toe protection, brush layering, and vegetative staking. If approved by the Corps, the St. Francis River site will create a total potential mitigation credit release of 8,663.6 stream credits. The Sponsor would make the stream credits available to Department of the Army permittees seeking to fulfill requirements to purchase compensatory mitigation credit, in order to offset losses of aquatic functions and services. The Corps solicits your comments on the proposed mitigation project, responses are due to this office no later than May 14, 2021.

The subject site consists of approximately 9.0+/- acres along the Castor River and an unnamed tributary. The Land Learning Foundation refers to this project as the Castor River site, and the U.S. Army Corps of Engineers (the Corps) has designated this project as MVS-2020-715. The mitigation project includes the preservation and restoration of riparian corridor. Also, work includes bank stabilization along the Castor River, reinforcement of an unstable crossing on the unnamed tributary, and grade control to prevent incising and restore riffle habitat to the unnamed tributary. Bank stabilization will use stream barbs and stone toe protection. Newberry style riffles will be used for grade control and to stabilize the stream crossing. If approved by the Corps, the Castor River site will create a total potential mitigation credit release of 6,196.75 stream credits. The Sponsor would make the stream credits available to Department of the Army permittees seeking to fulfill requirements to purchase compensatory mitigation credit, in order to offset losses of aquatic functions and services. The Corps solicits your comments on the proposed mitigation project, responses are due to this office no later than May 14, 2021.
