P-3101 - 7/13/2018: The applicant(s), Consolidated Grain and Barge, Inc., and Southeast Missouri Regional Port, request permit authorization from the U.S. Army Corps of Engineers (USACE) for continued maintenance dredging operations in accordance with the Department of the Army permits previously received. Public Notice P-3101 requests that maintenance dredging operations continue as needed at the site. The dredged material will be directed into the Mississippi River to its proposed open water disposal site, just downstream of the facility. The disposal site is in the same general location as the currently authorized Corps channel maintenance disposal site. The project is located on the right descending bank of Mississippi River at approximate mile 47.9, Scott County, Missouri. The public notice comment period opens on July 13, 2018, and will close August 03, 2018.

P-3102 - 7/11/2018: The applicant, East County Enterprises, ATTN: Mr. Rich Sauget, Sr. of Sauget, Illinois seeks authorization to conduct excavation, grading and filling operations in waters of the United States. The applicant is proposing the construction of a commercial development and associated infrastructure which will involve impacts to 2.96 acres of emergent wetlands.The public notice comment period opens on July 2, 2018, and will close August 13, 2018.

P-3100 - 7/5/2018: The applicant, Southeast Missouri Regional Port, requests permit authorization from the U.S. Army Corps of Engineers (USACE) for continue maintenance dredging operations in accordance with the Department of the Army permits received for dredging in 1997 and 2001, respectively. The permit authorized the applicant to maintain the harbor at a 9-foot design depth for the entire length of the harbor channel. Public Notice P-3100 requests that maintenance dredging operations continue as needed in the harbor. Dredge material is proposed to be discharged in the river just outside the mouth of the port. The project is located on the right descending bank of Mississippi River at approximate mile 48, Scott County, Missouri. The public notice comment period opens on July 5, 2018, and will close July 26, 2018.

P-3093 and P-3098 - 7/2/2018: Mike’s Inc. proposes to relocate their existing shipyard repair facility and install a 40 barge fleeting area with associated mooring infrastructure. The shipyard repair facility would be relocated downstream, along the left descending bank, at approximate Mississippi River mile 195.6, while the 40 barge fleet would be located along the left descending bank at approximate Mississippi River mile 196.0, both near Hartford, in Madison County, Illinois. The comment period is open July 2, 2018 and closes on July 23, 2018.

2017-868 - 6/21/2018: Attention Stakeholders: As described in the attached Public Notice, the Land Learning Foundation has requested approval for an in-lieu fee (ILF) mitigation project in Lincoln County, Missouri. The project site encompasses a reach of Big Creek, a perennial tributary to the Cuivre River. The Land Learning Foundation refers to this project as the Big Creek site, and the U.S. Army Corps of Engineers (the Corps) has designated this project as MVS-2017-868. The project proposes to restore, protect, and maintain 5,471 linear feet of perennial stream channel and wooded riparian corridor along Big Creek. The restored and preserved corridor will generally extend 50 - 300 feet perpendicular from the channel banks. This consists of tree plantings and the removal of any invasive species. The stabilization component of the project will restore bank stability to approximately 2,010 linear feet of channel with actively failing, near-vertical banks. The proposed stabilization consists of a combination of rock vanes, longitudinal peaked stone toe protection, and vegetative staking. If approved by the Corps, the Big Creek site will create a total potential mitigation credit release of 16,270 stream credits. The Land Learning Foundation would make the stream credit available to Department of the Army permittees seeking to fulfill requirements to purchase compensatory mitigation credit, to offset losses of aquatic functions and services. The Corps solicits your comment on the proposed mitigation project. Responses are due to this office no later than July 11, 2018
