    The U.S. Army Corps of Engineers St. Louis District welcomed a new commanding officer during a Change of Command ceremony today. Col. Andy J. Pannier succeeded Col. Kevin R. Golinghorst as District Commander in the Change of Command ceremony. Brig. Gen. Kimberly A. Peeples, commander of the Corp of Engineers’ Mississippi Valley Division and president of the Mississippi River Commission, presided over the event.

    Maj. Gen. R. Mark Toy will transfer command of the Mississippi Valley Division (MVD), U.S. Army Corps of Engineers (USACE), to Maj. Gen. Diana M. Due to the current conditions due to the COVID-19 pandemic, the event will not be open to the public, but will be live streamed on Facebook @mississippivalleydivision.

Mark Toy in a formal change of command ceremony, July 23, 2019, at 10 a.m. in the Vicksburg Convention Center, Vicksburg, Mississippi. Lt. Gen. Todd T. Semonite, USACE 54th Chief of Engineers and Commanding General, will officiate the ceremony.
